New legislation could force landlords to hand over tenants' details

Under plans for the new Broadcasting Charge, the Department of Communications is proposing new laws that could oblige property owners to hand over renters’ names.

A CHANGE IN the law is being proposed by the Department of Communications, aimed at improving the enforcement rate for the new Public Service Broadcasting Charge.

Minister for Communications Pat Rabbitte confirmed last month that the new charge is set to come into effect in January 2015, and will replace the current TV licence fee.

Designed to deal with high evasion levels and to target the increasing numbers who don’t watch television but access content via other devices, it will apply to every household in the country.

The consultation document on the plan, now viewable on the Department’s website, seeks feedback from the public on 13 proposals regarding the new charge.

Much like the current system, it is being proposed that “the occupier as opposed to the owner of the house should be liable for the charge, given that the benefits of public service flow to those in the household as opposed to the person that owns the property”.

Later, the document states that:

Should the proposal that the occupier pays, as opposed to the owner, be retained, then enforcement in instances where the occupier does not pay would need to be addressed.

New legislation could include a provision to oblige, under penalty, owners to provide the requisite details of their properties, including its occupiers, so that enforcement of the public service broadcasting charge can be optimised.

It is also suggested that databases of various state agencies could be used to access occupiers names, in addition to the existing TV licence database.

    My condolences to the Journal on failing to pick up any award.
    Perhaps another article from the failed labour TD “Addon O Know-it-all” or a campaign to free another prisoner held abroad. Could be what’s needed for next year’s awards .

    What I love is he gave reason for every single one of them being “nominated” yet they still say he is lying. One of them got suspended for it, others had to retract their statements.
    I dont agree with everything Trump does but calling out the media for reporting hearsay is something I support.

    Apple will pay US $ 38 billion (€ 31 billion) worth of overseas profits to the US Treasury as a result of the US tax reform. At the same time, some of the profits transferred from foreign accounts to the United States should flow into investments in the United States, the high-tech group announced on Wednesday.

    Apple’s stated tax on US-contributed profits is probably the highest payment of its kind made by a US company as a result of the tax reform passed in December. Apple is by its own account already the largest US taxpayer.

    Prior to the reform, the bunkered profits of Apple and other US companies were completely removed from access by the US Treasury. When they were transferred to the US, a tax rate of 35 percent would have been applied. The reform now contains a time-limited rule that only a one-time tax payment of between eight and 15.5 percent will be payable if foreign assets are transferred to the United States.

    Apple has amassed over the years abroad, the gigantic profit of about $ 250 trillion. So far, the computer and smartphone manufacturer has refused to relocate to the US, arguing that, given the 35 percent tax rate, this would be to the detriment of shareholders. Now, Apple CEO Tim Cook said his company has “a deep sense of responsibility for giving back to the country and the people who made our success possible.”

    The group plans to invest $ 30 billion in US capital directly over the next five years. This should create 20,000 new jobs. US President Donald Trum sprays the tax reform he has implemented as a job machine.

    No in Ireland, we have to be forced by the EU to collect tax from apple that has been determined to be owed as a result of illegal government policy.

    Apple is bringing most/all of it’s foreign held reserves back to the US because of recent changes to tax laws that Trump implemented. In this case it’s apples choice to do this. They are investing further in the states with I believe up to 20000 new jobs.

    This news is not reported here, because Trump bashing is a sport played by all the media, hence Trumps “fake news” cries.

    Several news agencies in the states have had to retract false and misleading stories, so yes, the media have been involved in fake news. Much the same as happens here. everyone has an agenda.

    In fairness, he gave 10 or 11 examples of the media making mistakes in their eagerness to criticise him. He’s using evidence, for a change, and humour. I don’t know if the examples given are correct or not. I rely on the media and his political opponents to examine them and state the rebuttal, based on facts, if there is a rebuttal. Comparisons to Stalin are lazy.

    The US doesn’t have any proper news channels, they all tailor their news to get a certain viewer because of advertising space that they sell to certain type of viewer, they all lie as does the American government and both parties there, the US is built on lies and they still act towards the American Indian as if it was still the 1800′s but that is never reported either…

    @Alois Irlmaier: You most certainly have a point there, the US lacks an independent, publicly funded news channel, well, they have PBS, but as far as I know, they only show documentaries
