Two-year income tax exemption for unemployed who set up business

The ‘Start Your Own Business Scheme’ will provide a two-year exception on income tax for self-employed people who have been unemployed for 15 months or more.

THE GOVERNMENT IS to introduce a new tax exception scheme for unemployed people who set up a new self-employed business.

In his budget speech this afternoon Finance Minister Michael Noonan said that the  ’Start Your Own Business Scheme’ would provide a two-year exception on income tax for people who have been unemployed for 15 months or more and start-up a new unincorporated business.

The Minister said that this scheme, in combination with the Home Renovation Initiative (HRI), will give unemployed construction workers the opportunity return to work. The HRI will provide an income tax credit of 13.5 per cent for homeowners on home improvement expenditure of between €5,000-€35,000.

“Too many people in Ireland see themselves as employees for life. we must encourage people to start new businesses,” Noonan said during his speech.

The Minister for Finance also announced a capital gains tax credit for entrepreneurs who re-invest the proceeds from the disposal of assets.

    In fairness, how many people who have been unemployed for 15 months are more will set up a business that will be capable of generating a taxable income within the first two years. Doesn’t really set the world on fire …

    Most if they wanted to. The grants and other supports are there. This is a massive aid to those who are long term unemployed. They can now access training, capital and avoid tax for the first 2 years of business.

    Wonderful. So, if after two years their business fails they are still not entitled to any help from the state and in effect are left to starve.

    That’s a myth. If you’re self employed and lose your income you WILL get assistance from sw. You have to jump through more hoops and it’s means tested, and as was already mentioned you can make normal prsi contributions as well as class s.

    Most businesses will make a loss, or small profit in the first couple of years, it’s better than nothing but i wouldn’t get too excited.

    They can’t make voluntary contributions. The ordinary rate for self employed is 5%. The system is not setup t allow people pay more even if they wanted to. I’m self employed and asked could I increase my pay net to cover me and was told No

    Angela, that is a complete myth. A self employed person whose business fails is entitled to state help.

    You are not the only one to say it, it seems to get repeated in the comments section quite often. What a self employed person is not entitled to is Jobseekers Benefit. This is a benefit on the back of PRSI contributions made. And it runs for up to 9 months.

    A self employed person is entitled to Jobseekers Allowance so long as they qualify under a means test. Somebody who is receiving Jobseekers Benefit for 9 months also get moved over to Jobseekers Allowance and are means test just like the Self Employed person.

    This proposal has some merit though. However tax incentives are not the central issue raising capital in the first place is the problem.

    @richard. I did apply at the start of my business but was told that I couldn’t pay more. Was it a form you filled in or a person you spoke to.

    I can confirm that allowance is payable but you are assessed on profit from the business

    If they really wanted to encourage people to become self-employed why not offer the two years tax free to all, not just those who are unemployed 15+ months?

    Its a good suggestion Debbie but I can kind of see the sense of the 15 months as a qualifier.

    If I knew I could get 2 years tax free just by setting up a new business I would close my current business (if I had one) and start up again with all my customers and infrastructure in place. Happy days.

    Its aim is also to get long term unemployed off social welfare.

    There needs to be a requirement to be unemployed for a period of time. I think 15 months is very reasonable. If that wasn’t there, I would wind up my business and restart in the morning, taking my €6-7k in income tax away straight away. Multiply that by the thousands and thousands of others who would do the same and look at what happens.

    People on social welfare who decide to self employ already receive 100% SW the first year of self employment and 75% the second year then are completely cut off

    Plus the only have to be out if work for 12 months to qualify, and the amour the state pays out is much more than the tax saving that will be made in most cases! Robbing Peter to pay Paul less than Peter! ;)

    You and I both know it won’t work that way, any savings made will go directly to Europe… This scheme will be less successful than the BTWEO scheme without the financial support of the Back to work allowance as a safety net for those starting up a business IMO.

    The very most of them. Unless you are exceptionally well funded you can’t keep going for that long with out an income. Only start up’s that have millions usually can manage that.

    Seance,
    You only pay income tax on profit not turnover and then your profit has to be above a certain level before tax is payable. The revenue don’t expect anyone self employed to be paying income tax until after 2 years. Remember profit is what you pay on which is what’s left over from turn over after deduction of business expenses/costs.

    Then go to Enterprise Ireland with a viable business plan. You might get a grant from them or their Business Angels can try and find you investors that you can convince to invest in your idea.

    You can’t really blame a bank for being once burned twice shy…
