Under-25s who fail to accept some JobBridge internships could face dole cut

Social Protection Minister Joan Burton has said that her department reserves the right to impose sanctions on welfare payments.

SOCIAL PROTECTION MINISTER Joan Burton has said that if young unemployed people fail to apply or accept some additional opportunities on the JobBridge national internship scheme they could face a cut in their dole payment.

Launching the government’s plans to implement the EU-wide Youth Guarantee Scheme today, Burton said that some “additional targeted places” on the JobBridge scheme are to be opened up for young people who are “very far from the economy and hard to reach”.

She said that although she would be surprised if young people who get an “interesting opportunity via JobBridge specifically tailored towards them” refuse that offer, the Department “will certainly look at that and the sanctions option remains a possibility”.

The government expects take-up of internships on the JobBridge scheme, which offers six months work for an extra €50 on top of social welfare, by under 25s to exceed 3,000 this year.

The sanctions would involve young unemployed having their weekly payment reduced from €100 to €75 and for those earning €144 to have their payment cut to €111.

The government’s Pathways to Work document, launched today, outlines how it intends to implement the Youth Guarantee which is a commitment to ensuring a ‘good quality’ offer of employment, education, an apprenticeship or a traineeship within four months of a young person becoming unemployed or leaving further education.

The document includes details of penalties for a person who refuses the offer of assistance or fails to engage with the Intreo employment and welfare services.

Sanctions

The document states that given that work experience, training and education are being prioritised for young people they will be “expected to demonstrate a higher level of engagement and commitment with the public employment services”.

If young people fail to attend meetings, accept training or work placements, accept a course place, apply or accept an opportunity on the national internship scheme (JobBridge) or fail to register their CV on recommended job sites they will face cuts in their dole payments.

Speaking at the launch today, Burton insisted that the number of people who have sanctions applied to their welfare payments are relatively rare.

“At the end of the year, out of some 400,000 people on the Live Register, just under 400,000 people on the Live Register, I think 3,000 people were sanctioned,” she said. “So it’s relatively rare but it is, if you like, something that we reserve.”

She said that her department generally finds that “people are extraordinarily anxious at every different age to actually get back into work or education”

“We do though use sanctions in the fairly limited number of cases where people simply fail to engage,” she said.

    Given half a chance I think Joan is the very type of person who would try to solve an economic meltdown like we’ve had by drafting people into the military to fight a war against some invented external enemy.
    Politicians are known through research to have double the propensity for psychopathy than the general public (1% vs 2%).
    We are not a military power , nor have we colonial interests/ambitions.
    Any involvement in an EU military force may bring the prospect of an EU draft for “non-productive” states closer to reality than you think.
    Prolly not in my lifetime, but look wh’s running Europe these days, they have a larger plan in mind.
    It’s called “The European Project”.

    I wonder does Join Read the Munster Express? this scheme is a complete scam from top to bottom, widely abused and serving only two purposes. Firstly deflating actual unemployment statistics and secondly assisting unscrupulous employers take the absolute piss. Anyone in doubt should browse through the exciting opportunities for “EXPERIENCED” staff to gain valuable experience in a Job their probably over qualified with the incentive of an extra 50 euro per week, regardless if they have to fill a tank of petrol or pay for buss train fares to get to the terribly exciting opportunity. The gas thing about this offensive scheme is employers are not in the slightest bit shy about taking the piss whilst Joan and her buddies sit back taking the credit of increasing emigration and fictitious reductions in unemployment stats. I advance of the do gooder’s predictable rants. I do believe in efforts to help those unemployed but not if it means blatant exploitation.

    I’m currently on a Jobbridge and have been for the last 8 out of 9 months and had a sit down my boss the other week and has said he is keeping me on and il be getting a salary, BUT now since last Friday he said he has one position to give which pays and now took someone on that he knows and is paying her. So I never thought I’d be apart of scam bridge but now I feel trust no employer because no matter how nice they are and you feel comfortable with BOOM! On to the next one…. There’s my two cents…

    What a crappy experience and I feel for you. Fair play to you for sticking with it based on the promise of a job at the end. I’m just sorry this type of scheme is legal. People like you who are willing to gain valuable experience are being exploited.

    This is the fundamental difference between a proper internship and Job Bridge. A proper internship gives you a job at the end. That’s the point of it. Job Bridge is nothing but a scam that appears to benefit the employer greatly.

    Jobsbridge is basically bordering on slave labour 39 hrs a week for a extra 50 euro a week and tied down for it for 9 months and most i have seen would have normally been full paying job vacancys. And I have known one company letting people go and taking people back on via jobsbridge

    you’re certainly correct there and it has been going on ‘before’ scam bridge in fact. how? they let staff go then re-hired min. wage workers or just cheaper labour, usually foreign nationals.

    it’s rampant that practice. they don’t even need scambridge, they’ll cut the wages, then the hours and… another one? this little wonder. If you’re longer on the job, to avoid making you redundant, they will cut you down to 3 days, then 1 day, 1 day! you claim the dole for as long as you stick it, still working that 1 day, then ‘they hope’ you give in, quite = hey presto – re-hire, redundancy package not needed. They’ll also try loading on the work, along with the staff cuts.

    Labour Court and Nera, you’re only friend and they know too well what’s going on. Don’t let them away with it. Greedy selfish gangsters.

    This program is really annoying me more and more. The amount of jobs it’s taken out of the market is not right. The standard of some “internships” that are out there is ridiculous. No offence to waiters, retail assistants, warehouse handlers and all the rest, but you don’t need a 9 month internship for these jobs!! It’s clearly being abuse and by the majority of the “employers” involved.
    It’s a great idea, but is not being looked after at. Standards are too low, the “employee” is not being protected and really forcing people to do them is not right, minimum wage is set , no one should be forced to go under it!!

    Funny how the constitution says “All citizens shall, as human persons, be held equal before the law”, how we also have equality legislation that bans discrimination based on age yet the Government & it’s appointed legal advisor the Attorney General have passed into law discrimination purely based on age for dole payments and now Jobbridge.

    Wake up people this is the most repressive Government in the history of the state in cutting back on equal rights.

    Problem is equality legislation does not cover Acts of the Oireachtas or EU laws. They can descriminate all they want in the Social welfare bill, health bill and finance bill but you can challenge it, if it is unconstitutional.

    Under Article 15 of the Constitution of Ireland, the Oireachtas must not enact a law which is incompatible with the Constitution.     Just back from an interview with Intreo today. They want me to go on Jobsbridge. But they want me to get a driving licence, tax, insurance, lessons and a car, oh and they want it by may. I have 2 young kids and I was told take it or lose it. I was able to sort something else after that bombshell, but it is a bloody joke. People want real jobs, not to train up, get a bit of experience and then be dropped again.

    As far as I am aware they are required to provide training & tools required to do the work. If they were requiring you to provide your own car as part of the work that would appear to be in breach of the guidelines. Did you get onto Social Welfare about them, and the requiremnt that you must provide your own car to take up the jobbridge position?

    It was the Dept of SW that forced the meeting, when I told I couldn’t and I wanted what she said in writing, she suggested I go to a nursing homes, I said fine.

    oh and, i know small, if you’re using computers – eye test every 2 years at their cost, not yours! you’re using company equipment and the health and safety law states that clearly.

    Some of these business people, why go into business and act and idiot? There is more to it than counting your profits in the back room, you’ve got obligations if you hire humans to work on your premises.

    IMO Labour are going to be almost wiped out at the next election,the party puts themselves on a pedestal to defend the weak and needy in society and all they have done is abandon them and make things worse for them. I understand that reform was needed but lets be honest the amount of money going out of this country every week to Africa and eastern Europe in social welfare payments is unbelievable.If we looked after our own and stopped being so PC in this country we’d do alot better.There are so many scams being pulled by people here from Africa and Eastern Europe it’s unreal (call me racist if you want I don’t care it’s the truth).Yes there are Irish people that scam the system as well,but take a look in any Western Union transfer station or Money Gram any social welfare payment day and see the q’s of Africans and eastern Europeans sending money back home,it sickens me to be honest. As for Joan Burton she is as ugly and twisted on the inside as she is on the outside,she’s right up there with Maggie Thatcher as a complete and utter uncaring and evil C#@*

I know myself Im not racist,I also know that Eastern Europeans aren’t black and I include them in on the scam.     I just wanted to point out that it is always wrong to generalize people!
    My statement is obviously as wrong as Stephens is!
    It’s the government and the self-proclaimed elite that WANTS the ordinary decent worker to turn against minorities, so they can feel some kind of imagined superiority while they are oblivious to the fact that the elite is only using them to continue their regime of nepotism and cronyism , well established since the inglorious days of the corrupt crook Haughey….light a little fire there against the Asylum seekers here another one against immigrants or gays and soon they have created the next distraction to fill their own pockets ….and still they are in power…wake up and realise who the real enemy is…it’s not a few thousands Africans or Eastern Europeans….it’s the people that run this country!!!

    the problem most people have isn’t the jobs .its the bloody expensive price of childcare
    when will government kop on if childcare 250 a week for one child then parent need minimum 1000 month for childcare. so not worth their while taking low paid jobs
    sort out some way of providing free childcare instead of wasting money on consultants

    Costs money to make money – experience is the key everywhere if you have to live a little harder to live better then its worth it.

    We had a girl in as a receptionist position took a year to fill she lasted 6wks before we couldn’t hack the laziness and the always turning up late etc she was due to have a permanent position and threw it away.

    Still haven’t filled the position have given up! Even complated reaching out to colleges that ran courses for work experience but it was alot of work on both parts and we needed someone Monday to Friday 9-5

    Wait a minute, excuse me if I’m misreading but it sounds like you wanted her to work for a year before giving her a full time position? A year at 150 Euro a week? 3.70 Euro an hour? How much an hour would this person cost you if anything? I can only presume you cover the 50 Euro a week? In which case you’re paying them 1.25 Euro an hour? And you think that’s okay? You wonder why that person left and had no drive to work for you? I don’t think I would like to work for you either, by the sounds of it you’re a horrible boss and use an autocratic style of management. Do yourself and your business a favour, take a business course and study in depth styles of management and how to get the most out of your employees. Having under paid and undervalued staff is worse than having no staff atall, it could ruin your business so treat others as you would like to be treated.

    There;s also a term which I’m sure you may have heard of “you get what you pay for” where as in this instance you have haven’t paid ‘eff’ all to this poor girl. There obviously isn’t any morale involved in hiring someone on the jobbridge scheme so its not unexpected for her not to want to slave away for you while you pay her nothing. Maybe you should take your own advice on board and actually pay someone if you want the job done right “costs money to make money” after all :)

    Looking at some of the comments,do you think this is the right way to go Min.? No one checks the courses,employers etc,. So called training or mentorship not vetted,no terms,conditions or rights,demoralising and compounds the value of anyones basic right to dignity and respect. A friend of mine recently did a Digital course,rush job,nothing in place for work exp. Did 2 weeks work exp.,never got opportunity do anything with digital course. Cleaning cupboards out and 3 people referred jokingly as slaves…… Blackmail after already cutting their welfare..not good,so direspectful. Where are these real jobs out there..? Sadly Joan,a Onesie does not fit all and did you ever consider asking young people for their ideas, give career guidance,sure other people have more ideas.?

    My daughter is 22, she works a couple of evenings a week, earning less than she would get if she was signing on. She’s done an unpaid internship with a post production company, pure exploitation! I would rather support her than have her sign on and get sucked into a such a system of slave labour and exploitation. I doubt she’s the only one under 25, staying under the radar of Social “Protection.

    Any good Parent, would like to see their children (18-25) occupied. Instead of sitting around the house waiting for the weekend to come. That said, my only concern would be the quality of the position offered by Job Bridge.

    It would have to be meaningful and give the recipient some prospect. Working for the sake of working………in something totally unsuitable, could be counter productive, in the long run.

    Architecture firms are the biggest abusers of this scheme. I have contacted Minister Burton’s office on a number of occasions about this but never once have I got a satisfactory response. From my own experience it is nigh impossible to find a paid position in this country and it is due to scambridge. Before I did my internship I was told by a friendly enough architect of whom had the decency to reply to my application that it was difficult to get an internship because firms are advertising graduate positions and filling them with experienced architects many of whom they know or they are friendly with. Choosing interns with experience over those without is in direct violation of the core rules of this scheme. Minister Burton did not agree.
    When I did do my internship I was asked by the company to supply my own computer and use my own car for trips to and from the office during the day about two weeks. I didn’t mind at first but 4 months later I was not receiving any remunification for travel during work, my computer was near enough on meltdown and coffee machines and apple computers were showing up around the office for everyone except me. I raised the issue and it took another month and the threat of leaving ( 5 months into a 9 month internship) to get another computer and even then I was giving an older computer that someone else was using. I had to fix this computer to make it usable.
    At the end of the internship I had to tell the manager on the last day that the internship was finished and that I will not be back in on Monday. It was so demoralizing. I worked for 9 months, destroyed a laptop and ran up thousands of miles on my car for that. Before I left that evening I was asked would I work afterwards for my social welfare plus what would take me up to minimum wage in cash and I declined. It took me weeks to get my reference. And even when I finally received it, it was very basic. It just stated that I was present for nine months and that I was helpful.
    Don’t get me wrong I have good experience and I got on well with the people in the company including the boss, but a year later I am in a job that is so far removed from what I set out to do, while the practice that used this scheme is searching for another intern. And another thing that many people don’t know and Minister Burton I challenge you if you are reading this. How come Architecture firms are charging per hour for the work their interns do (in the region of e50- e100) per hour while they rely on the state to pay the wages of that person?

    This is just encouraging more emigration, which in turn leads to less people on the register so that they can report it on the need to convince the sheep things are getting better. Anyway a lot of the internships on job bridge are exploitation. How about offering internships in Dáil Éireann? Candidates could learn valuable experience on how to make bad decisions, where to eat lunch and what vulnerable sector to attack next.

    Whilst there are some genuine employers, who do see it as an apprenticeship scheme, and do offer genuine worthwhile employment to those suited to the position available.

    On the flip side there are also far too many unscrupulous employers taking advantage of this scheme, and they then crush the confidence and sanity of those who truly wish to seek genuine employment, leaving many broken people in their wake.

    Unfortunately, the latter seem to outweigh the former, making this scheme faulty in the extreme.

    Provided the internships offered are proper internships and not the ones we’ve been used to, that they are of value to the intern, are monitored to ensure that the employer adheres to the rules and that the intern isn’t left worse off financially due to costs of travel etc
    Then this is excellent and I fully agree.
    Unfortunately the chances of all the above happening are probably extremely remote and I’m loving in cloud cuckoo land.

    Ye, it seems like a nice idea, that could potentially benefit employers, the unemployed and the social welfare pot alike.
    I don’t think it was ever designed to suite the intern though, unfortunately. It’s more about keeping businesses open, shifting the unemployment figures around and earning political points, through misleading statistics.

You are not entitled to jobsbridge as you must give up work sign on dole, get money to be available for work.     Same old broken record. Be honest with people Jobbridge is just another way of lowering the cost of doing business for companies here and conning people into believing the live register figures are falling. Think about it every internship lasting 9 months is 3/4s of a minimum wage yearly salary of around 17,000. When the internship ends a company can employ this intern and automatically be eligible to take on another free worker for 9 months. Or more likely wait 6 months and apply for another free intern. Think of that the next time a Labour/ Fine Gael politican comes around your door!

    If offered Jobsbridge and you end up a couple of quid a week better off take it.
    But don’t be under any illusion about getting a job out of it. Find out how many other interns doing the same job as you the company has employed or is employing since the scheme started. Keep looking for other jobs, it is always easier to get a job when you are in employment, don’t tell any prospective new employers that you are on scam bridge unless they ask.
    If however you are not going to see even a euro extra in your pocket at the end of the week bin it.
    Unless of course it is something you really want to do, after all it gets you out and enables you to meet new people who may be able to help you find work.
    Just don’t be under any illusions

    I spent 9 months on a JobBridge Internship. Loved every minute, made great friends, learned loads and after 9 months wasn’t offered Full-Time employment. Company has lots of CE scheme staff and that’s how they are making money because there cuttting staffing hours and getting CE workers to do them. Companies are exploiting people like myself and others out there FREE OF CHARGE. A top up of €50 is noting these days. I essentially worked 30 hours per week for €50. I am now on a Back To Education course and receive €50 less than when I did working in my Job Bridge scheme. How is this right?? They should look at minimum payment system so people are getting value for their efforts for at least the 9 months.

    I’m an employer and I took someone on through job bridge , and 3 months into his internship I gave him a proper full time position , now I am looking for a receptionist through job bridge and my add has been advertised on job bridge for a month now and only 2 people applied , yes there are some bad experiences through job bridge but there is success stories and if your not working people it’s worth the risk what have you too lose !!!!

    I have done 2 JobBridge internships and have done everything in my power to get a job. I am unemployed. She makes me sick!

    Nothing but miserable thoughts about Jobbridge on here haha.

    I myself took on a position as an intern on the Jobsbridge scheme summer last year, didn’t get to finish out my 9 months though because they made me a full time employee :)

    All companies aren’t the same!

    Or maybe I’m just an excellent worker :p

    How can businesses expect to earn a profit when they don’t even pay their own bloody workers? How can any existing workers expect to compete with free labour? Internships are a *terrible* idea!

    Job bridge is great, I have 7 of them I should be paid for giving them valuable experience. All are really good, had to fire one who took a sick day in her first week but besides that the rest work 60 hours a week getting invaluable experience.

    Should have it immediately stopped, the ego of the disgusting welfare class is simply horrible. If you are on welfare you are worthless and nothing should be beneath you. Why can we just stop welfare and let these nobodies die off
