Illegal rubbish dumpers told: "Dublin City Council is coming after you"

A Dublin councillor said that landlords need to have adequate facilities for their tenants when dumping.

LEGISLATION IS NEEDED to penalise landlords whose behaviour encourages their tenants to dump rubbish illegally, a Dublin councillor has said.

Christy Burke, a councillor for Dublin’s north inner city area, was speaking as the council ramped up its efforts to curb illegal dumping in the city centre.

He warned people dumping rubbish illegally:

Dublin City Council is coming after you – so watch out.

He said that he agrees with Dublin City Council when it comes to CCTV, as “anyone illegally dumping will automatically cover their face”. It is understood the council is not planning to add more CCTV cameras under its 2o14 plan.

He said that in parts of the north inner city area, it is “disgusting” what council staff have to deal with when removing rubbish.

“I have jumped out of the car stopping people dumping bags,” said Burke.

He indicated that part of the problem is multi-tenant units.

“The problem is that until we get the legislation that landlords will be penalised if they don’t have [an] adequate proper dumping area, and if they don’t produce evidence of receipts… we need that legislation,” he said.

New bye laws allow council staff to call to houses and ask tenants if they can prove what company is collecting their rubbish.

This initiative was rolled out in January and Burke said that the council staff are calling to both private and city council tenants.

“I’d like to see a name and shame,” said Burke. “I’d like to see enforcement so stringent that there is an approach, infringement and name and shame.”

    Those caught illegally dumping should be fined €3000 then made clean the streets, lanes, walks, parks around their area every second weekend for a year wearing a big pink high vis vest saying “LITTER BUG” on the back.

    Take the fines out of their wages or dole/benefits until paid (like the property tax) and if they don’t do the pink hi viz street sweeping, keep taking money until they do. Simples!!

    Landlords whose behaviour encourages their tenants to dump illegally???? The only way that landlords are to blame is allowing freeloaders to rent their property. These kinda people will do it regardless

    People who must have being raised by wolves, are constantly dumping bags of rubbish in the park near where I live.These freeloaders would rather pollute the neighbourhood then pay a bin charge.

    I didn’t suggest there was an excuse. It would be simple minded to suggest that I had.

    And yet people dump.

    What is more effort, buying tag and putting out your rubbish or furtively driving out somewhere to dump? So why?

    If it’s cost why do bin companies charge more than people are willing to pay? Lower charges, more customers, greater profits. So why?

    Take cubist art sheep, or dumped fridges. It’s easier to drive out to the depths of County Wicklow and dump it than to take it to Ballyogan? Why?

    This isn’t left wefty, touchy feely, namby pamby excuse making. This just seems a really stupid situation that might be fixed by the application of common sense.

    They’re not poor people dumping – they don’t generally dump cans of beans and tinned meats ..
    They are dumping high end food packaging, electronic packaging , new conservatory building waste.
    Their waste suggests money spent.
    They are just greedy undesirables

    I walk from phibsboro to Eccles street each morning and there is always a guy from DCC cleaning up. But come the evening when I am on my way back there is lots bags, cans, bottles etc just dumped. I worked on Berkley Road for a while and there was a lane behind me which could me really bad (including syringes) and even had bins dumped there with addresses from outside the area. To be fair to DCC if you called them they would come within an hour and clean everything.

    Bad and all as the rubbish is my bugbear is the dog dirt, you have to walk with your eyes on the pavement or your shoes would be completely ruined. I agree with deducting from peoples wages or SW payments.

    Not every household is living in local authority housing. Those that are the rent they pay could be increased to cover the payments for bin charges.

    The problem is not facilities, the problem is the soap-dodgers who refuse to pay for the facilities and think it acceptable to spew their crap all over the streets or in my case the Poodle river backing onto my house. It’s like a scene they use to highlight the horrific conditions kids live in in the slums.
    The problem is is that you wouldn’t confront one of these guys. I’ve seen them openly do it without a care in the world. I value my teeth too much to approach them.

    Rented properties are a blight on far too many suburban estates. Legislation is need to address a lot more than “behavior that encourages dumping.”

    True Matt. My area has gone from mid range desirable to antisocial kip in the space of a few years. Landlords with multiple properties on state sponsored funding accept the dregs of society and their feral litter of sprogs. These people are all Irish btw lest someone thinks I’m having a go. All don’t work and have cars. Standard sprog equipment includes scrambler bikes, quads, horses, iphones plus the obligatory Nikes.
    Am I mad or are they????

    Christy was elected as a Sinn Féin councillor in 2009, but he left the party not long afterwards and he is now an independent councillor.

    This will be as shambolic as the TV licence. DCC will call to the door, the tenants will give a fake name and basically ignore any post that comes in the name of that person. And for the ones who do give a real name and are prosecuted (like the TV licence), will many of them pay their fines and then start paying for their waste disposal regularly? Until such times as fines are deducted from salary or SW payments, this type of behaviour will continue. And DCC need to be entitled to somehow ascertain the tenants name via utility bills. Then you can give as many false names as you like, but the person paying the bills will also pay any fines.

    Ms. Sue is quite fetching, and in my experience, and much more cogently, the epitome of charm, however, I would counsel you to exercise caution, sir.

    I made similar flattering remarks regarding Ms. Rebekah Brooks and the way she might look at me, which, although in quite good taste, were summarily removed some hours later, as were some good natured conversations surrounding my quite understandable interest in that lady, elegant copper haired siren that she is.

    It seems we are not allowed to compliment each other for fear that some meddling third party will consider such niceties sexist and report us to the authorities.

    I do hope that this belated outbreak of timely enforcement shall be replicated elsewhere within the confines of the jurisdiction of the Republic of Ireland.

    Fly tippers should, upon swift conviction, be sentenced to one hour of communal street cleaning for each separate items discovered within the bags of detritus they expect others to deal with.

    To wit, the empty shells produced by means of the consumption of one”slab” of a well known Danish beer, should result in the loss of one’s liberty to sit about watching At The Races, for a period of 24 hours.

    Alas, Carlsberg do not do punishments, but if they did…

    People on the northside (where im from) are dumping and burning their rubbish under or beside big expensive cctv systems on a huge 360° mass to view everything. I would love to be able to post a picture and show you, its a joke. At least 60+ burnt rubbish bags under one of these cameras. The estate in question has at least 10 of these cameras and you cannot walk 10 feet without crossing heaps of rubbish. Point being the council wont do $hit about dumping and the dirt that dump it.

    Dublin 8 is a total mess ,dumped bags ,broken bottles ,dog shit everywhere , my workplace has no road sweepers in the last 5 years, James st is Dublins busiest street for tourists visiting the brewery …….. I am embarrassed for them, there is a wet house for the alcos ( drunks) who wander around drinking out of cans & bottles. Dublin is a total sh1t & I was born here.

    I’ve been listening to shite talk from the council for years now about going after litter louts and when push comes to shove, nothing happens. The council is badly run and the existing litter bye laws were never properly enforced. What’s different this time? Oh yes…they have less money…or at least that’s what they always claim. I would love to see some action on litter louts, but I have no confidence in the council.
