Opinion An opponent like ISIS cannot be defeated through standard military action

Conventional military action by America, along the lines of their previous tactics in Iraq, will be ineffective in defeating ISIS.

THE ONGOING CRISIS in Iraq is an example of why “nation building”, “democratisation” and western interventionist policies generally have exacerbated existing conflicts in the Middle East. The situation in Iraq can trace its origins to the American invasion of 2003. By removing Saddam Hussein, who had through his despotic policies kept Sunni and Shia religious extremists suppressed, the American coalition opened the Pandora’s box of toxic religious and ethnic conflict in Iraq. Saddam was a despot, but the alternative to his regime has proved to be far worse.

Over 100,000 Iraqi civilians have died since the American invasion, and that number is growing every day. Meanwhile, the country is coming apart, as Sunni Arabs, marginalised by the new ruling Shia majority, have turned to fanatics like ISIS, who seek to form a new “Caliphate” straddling Iraq and Syria. The Shia Arabs, who form the majority of Iraq’s population, have turned to hardline clerics like Muqtada al-Sadr and foreign backers like Iran, forming haphazard militias to fight ISIS. Meanwhile in the north, the breakaway Kurdish government has used the chaos to seize territory and cement its independence.

In the middle of all of this, America is sending advisors and troops back to Iraq, less than three years after they pulled out. Renewed intervention, whether by airstrikes or by “boots on the ground” is not the answer. It did not work a decade ago, it will not work now. The Americans have no good options. If they back the Shia government then they will drive more Sunnis into the arms of ISIS. If they try to force the Shia to accept Sunni participation they will have to fight the militias and maybe even Iran. If they look to the Kurds for support they will alienate both the Shia and the Sunni parts of Iraq’s population.

A strong core ideology to motivate followers

In addition to the multi-sided nature of the conflict, ISIS has integrated itself into the civilian population. The Iraqi government is already being accused of killing dozens of civilians while attempting to retaliate against ISIS through air strikes, and the increased firepower America can bring to bear will just increase the number of civilian casualties. Added to this, ISIS has a seemingly endless supply of suicide bombers who can attack on foot or by vehicle. Conventional military forces are very vulnerable to suicide tactics, as the American experience in Afghanistan and Iraq has proved. An opponent like ISIS, which has a strong core ideology to motivate its followers, and is willing to inflict civilian casualties in pursuit of its aims and to use civilians as human shields, simply cannot be defeated in the normal military sense of the world.

Vietnam, Iraq and Afghanistan all proved the same point; the American public strongly dislikes high casualties among their own troops and high civilian casualties among the people they are supposed to be protecting through military action. These are two very laudable traits, which have no doubt saved countless lives. They also make America almost incapable of defeating ISIS, who are well embedded in the Sunni Arab population, and will only become more so as American and Shia military action escalates. ISIS cannot be defeated without a high cost to its opponents, and a massive cost to the civilian population caught in the middle. In these circumstances, conventional military action by America, along the lines of their previous tactics in Iraq will be ineffective and may actually increase the power of ISIS by encouraging more Sunnis to join them.

Iraq as a country

Iraq is an artificial construct, a relic of the Middle East’s colonial past. Its constituent Sunni, Shia and Kurdish populations were always more inclined to go their own way, and were held together through dictatorship and force. The ongoing crisis is an inevitable consequence of Iraq’s haphazard formation, and cannot be stopped until all of the key players want it to stop. The Kurds have no wish to live under the rule of the Sunni or Shia Arabs. The Sunnis, being a minority, wish to break away from Shia domination, while the Shia government is essentially governing for a Shia state. Attempts to force Iraq back together through military force will simply prolong and intensify the crisis and bloodshed.

Iraq’s ultimate fate is uncertain. While it cannot continue as it is, it is unclear what the alternative is. A radical Sunni state comprising western Iraq and eastern Syria is unpalatable to most of the region’s other players, but the Sunni Arabs will require some form of self-determination to assuage some of their grievances. Likewise the Kurds will now demand more autonomy and maybe even full independence, while the Shia will look to exert their dominance over the areas where they are a majority. America cannot hope to solve this entanglement through force. Iran’s influence and proximity to Iraq, and America’s insistence on including the Sunnis and Kurds in a power-sharing government mean that Iran’s hold over the Shia government will increase as American involvement drags on.

Washington’s best strategy may be to stay out

The Iraq crisis is in Iran’s backyard, and the Iranians will take a leading role in trying to solve it. In many ways America has nothing to bring to the table, and Washington’s best strategy may be to stay out and let Iran, and Iraq’s other powerful neighbours like Turkey and Saudi Arabia take the lead in managing the crisis. They have more at stake, and they also have leverage over some of the key players that America simply does not have.

It is time for the Middle East’s main powers to step up, learn to work together and start healing their region’s many wounds. This new crisis in Iraq should be an opportunity for America to step back. American military force cannot improve the situation, and will only serve to make it worse. Let the lessons of the past decades finally be learned: it is time for America to stop trying to fix Iraq with force.

    That was FF. and once you you agree to take on debt, you lose credibility (and hence borrowing power) if you default.

    It only costs €3B to service anyway, what about the other €10B we throw at public sector, quangos, welfare etc?

    Originally it was Churchill who said that we have no sense of outrage.

    I always find it strange though that people are so absolute about this topic. Yes FF wrecked us but when you look at how FG are dealing with it all it’s hard to see that either of these parties are vote worthy.

    And when you look at it that way – it’s not that terribly easy to see any other party that look all that credible. Labour certainly don’t.

    Results like this say far more about the “cleanest dirty shirt” effect in that it seems more like those polled are being asked “if we put a gun to your head to vote – who would it be for?”

    Personally, I can’t see anyone in my own constituency who really deserves a vote. Politicians are completely apathetic about it too. I’ve lived in the same house for over 8 years and have yet to have a politician canvas at my door. The most interesting conversation I’ve ever had at my door was with some people interested in checking in on my “relationship with Jesus”.

    If we had a sense of outrage we’d demand more from the batch of chancers we have. Instead, when a group protests in this country, those with no interest in the particular topic on the table tend to just criticise – which only gives the politicians a chance to say that it’s not that big an issue.

    It doesn’t matter who is on government. They’re all as bad and as corrupt as each other. Listening to the news this week I was disgusted. All of them arguing that this fella said this in 2010 and this fella said that in 2007. We have people being let go from jobs / signing on every day of the week along with families being thrown out of their homes yet the idiots in the dail are more worried about what their opposition members said 6 years ago? It’s a disgrace! Long gone are politicians who actually give a sh*t about the people! The people who pay their ridiculous wages, their 3 assistants. Their flights to different countries, 5 star hotels, 1st class flights etc. it’s sickening!

    what imbecile would vote for Fianna Fail again just goes to show that parish pump politics are alive and well in this country we can only move on when we learn. we have to change the way politicians are utilised in this country local politicians should deal with local issues roads, lights etc if a politician is voted into the dail they deal with national issues nothing else this is the way it should be. part of the problem with the last administration was the government of the day needed the support of the likes of healy rae and lowry that only had their constituents interests at heart and not the nation as a whole so they would be voted in again and again so the nation suffered as a result, we have to change who we put in power to move on to repair and grow our nation

    Well this shouldnt really be a surprise,even though FF were 100 pc responsible for the disaster that befell the country,it was left to a group of school teachers and others to man the lifeboats and attempt a rescue, a big ask by any measure,but its just as well the Troika are in the driving seat and not the teachers, like the old saying goes, the attemped cure can very often be even more painfull than the desease.

    Be careful. FG now want to increase mortgage interest rates so that banks we rescued (with significant tax increases) can make more profits at our expense.

    We the taxpayers have already rescued the banks, developers and builders at great cost to our families.

    Now FG want to put more pressure on us to ensure banks can make profits.

    The same banks we rescued from bankruptcy can then prosecute us if we don’t pay our mortgages in full! No relief! no sympathy!

    No relief for home owners! How sad!

    The Government is behaving like “Turkeys voting for Christmas”!

    Not one developer, banker or builder have to date been prosecuted! Why?

    Austerity is not the solution to economic problems created by FF.

    150,000 good Irish people have emigrated in the last few years. How sad!

    Unsecured bond holders have been paid in full by Irish Taxpayers because the Irish Government decided we the taxpayers should pay.

    In Spain the Spanish Government converted all depositors on Bank Bankia into shares. The Spanish taxpayers did not rescue the Spanish banks!

    The Irish Government should have converted all Bondholders in Irish Bank into Ordinary Shares.

    Shame on Cowen and all TDs in his Government. Hang your head in shame!

    I have always voted because some of our ancestors died for us to have a vote. But until I see someone worth voting for I will be spoiling my vote for the foreseeable future. The system as well as the politicians failed the Irish People. What jobs have they created? 0

    FG and labour continue to pacify us with their lies.

    Personally I lost my job. Tried to start a business . Survived for 3yrs. Plenty of work but could not get paid in the 30days agreed. Asked the bank for an overdraft. I was offered have of what I needed so shut down in the end.

    Now on a casual contract , no overtime, no holiday and earning less per hour than I got 16years ago when I started thanks to the euro change over!

    Both FG and FF have the same political policies.

    They should go into coalition and try to run the country in an honest way, if possible!

    Long term FG and FF should unite and form one political party.

    All future TDs should be asked to swear an oath that (they) TDs will not accept “bribes” for any political reason.

    Legislation should also be introduced for mandatory jail sentences for any TD found guilty of taking a bribe or breaching legislation like fiddling expenses or filing false VAT Returns!

    Such legislation should be Retro-actively dated for 5 years!

    When is Enda going to hand over the Lowry tapes??

    Just paid my property tax as many will do this weekend, I paid 33.000 euro stamp duty in the day, borrowed money. So you can guess how I feel about Enda and his band of f**kwits.
    I think we need a strong right wing in this country, we need balance between the people that do the paying and those that don’t. A Irish version of UKIP would be a party I would consider voting for. I voted for the half-wits now in power based on the lies they told, more fool me.

    This is a very poor reflection on Fine Gael that they are now as popular as
    Fianna Fail after only 27 months in office. How they managed to let a party
    which faced extinction after the last general election back into the fray is mind boggling. At the rate they are going it could be Fine Gael which will face extinction after the next election.
    They would do well to remember that they were elected to represent the Irish People. They are not representing The Troika. Sometimes I wonder they do realise this !!!!!

    The next election will see either ff or fg getting into power. The following election will be the same and so on. A new viable powerful alternative is not really on the cards as ordinary decent honest people are too busy trying to pay off mortgages and basically survive. the majority of us are in a debt prison.It’s a catch 22 really and the political status quo will continue. Then again there is always hope. At least they have not taxed hope yet!
