Co Clare wave energy project awarded €23m to develop technology

ESB-led renewable energy project aims to generate electricity by 2018.

An ESB-led wave energy project based in Co Clare has been awarded €23 million by the European Commission.

The WestWave Project is the only Irish proposal to receive funding under the Commission’s NER 300 programme, which uses revenue from 300 million emission allowances sold in the EU Emissions Trading System to allocate its funding.

WestWave is led by the ESB and involves a consortium of tech and wave energy developers. The ESB said today that it aims to start generating wave energy in 2018, with WestWave initially generating electricity equivalent to the amount consumed by homes in the Clare towns of Kilrush and Kilkee.

A site for the project is being developed at Killard near Doonbeg, with construction expected to start in 2016.

ESB Head of Innovation John McSweeney described today’s funding announcement as a “huge boost” to both the project and to ocean energy development in Ireland and Europe:

Ireland’s oceans have the potential to provide large quantities of indigenous, renewable energy and reduce our dependence on imported fossil fuels. Demonstration projects like ESB WestWave are critical if we are to realise the ultimate aim of progressing to larger commercial scale projects and a low carbon future. 

Minister for Communications, Energy and Natural Resources Pat Rabbitte also welcomed the funding for Ireland’s ocean energy development, adding that it is “critical that the sector moves ahead with device deployment”.

“Ireland’s position at the Atlantic edge of the EU provides us with an almost unparalleled ocean energy resource,” the minister said.

“As identified in the Offshore Renewable Energy Development Plan, which I published earlier this year, the ocean energy sector holds real potential for growth in the green economy and jobs in our coastal communities, both here in Ireland and along the western seaboard of the EU.”

The Irish project is one of 19 awarded funding by the Commission today.

Speaking about today’s funding awards, EU Climate Action Commissioner Connie Hedegaard said that these projects “will help protect the climate and make Europe less energy dependent”.

“The €1bn we are awarding today will leverage some additional €900m of private investment. So that is almost €2bn of investment in climate-friendly technologies here in Europe,” Hedegaard said in a statement. “This is a contribution to reducing Europe’s energy bill of more than €1bn per day that we pay for our imported fossil fuels.”

    We, as in Ireland, should be investing in this on our own. If it is successful then we should be selling on the energy to Europe. Knowing the way we do things, any or all profits will probably be given away…

    Two current contenders for http://www.westwave.ie so far are:

    Hopefully the Irish Government will enable Irish people to crowdfund some of our ocean energy projects so that the people benefit, not solely international corporations. Renewable Energy Banking can enable people to actively participate in and benefit from the development of our offshore ocean territory (9 times the size of the island of Ireland).

    These future ocean energy farms can ultimately be connected to the planned European Supergrid (www.friendsofthesupergrid.eu). It makes more sense to use our renewable energy locally first as a lot of electricity is wasted during long distance transmission. Ireland should be a carbon neutral country 1st and promoted as a top ecotourism destination.

    Ireland has great potential as an exporter of renewable ocean energy in the future and hopefully people will start to question how this energy should be harnessed and how Irish citizens should benefit.

    Finally, any proven wave energy converters should be manufactured in Ireland, to reduce transport costs and maximise local jobs.

    Not the first investment of this kind in this country, proving very hard to find a way for wave energy to generate electricity.

    The only device that I have seen that could work long term was an underwater concrete chamber with a vertical ‘chimney’ coming from it to way above the water-line. It had a double acting stainless steel turbine mounted in the chimney and if located properly should work on the power of the Atlantic swell for most of the time, not all the time but perhaps enough to make it viable. A very expensive undertaking but vastly superior in all respects to wind and solar. Let’s hope it delivers.

    Technology can’t create energy out of nothing. What may be technically possible often isn’t economically possible.

    Hey Ciaran.

    Nuclear is not a solution, it’s really uneconomical and we would have to import all the Uranium which mostly comes from Australia. Our main problem is we are importing more than 90% of our fuel and Nuclear would just add to this problem.

    People who advocate nuclear just love the energy density of the refined Uraniam. Complete overkill for Ireland, trust me.

    The spirt of Ireland project (pumped hydro) would be a solution if it went ahead. We could store intermittent renewables and use them when needed and possibly export to Europe.

    If it’s uneconomical why is there 60 reactors currently being constructed around the world.
    Uranium deposits have been found in Donegal and the south easy.
    We could mine and develop out own technology for a nuclear sector.
    It’s a stable,constant form of energy that our economy needs

    You cant run an industrial / manufacturing economy on wave energy but since our European masters want us to have a poor economy, we will be fiddling around with wave and wind etc.

    Btw, crude oil is a small part of our electricity generation. The old crude is used mainly in transport, which EU does not want Ireland to do anything about because Germany’s booming economy is dependent on Paddy buying its huge oil guzzlers.

    We manufacture hardly anything, and more wind and wave power will mean we wont be able to manufacture anything.

    One could easily argue that our main problem is that we import 90% of the products we use from China, Germany, India etc – steel, aluminium, clothes, cod (comes from China), washing machines, fridges, cars etc etc and this trend will continue the more we fiddle about with wave and wind

    I believe wave energy technology on our west coast is the way forward. There were problems with the Portuguese project, but I think these were more to do with funding and politics than anything else. I wish success to all involved in this project.

    William while I’m an advocate of nuclear power, your statement is quite wrong. Nuclear still relies on imported fuels irrelevant of what type fuels it uses. These are and will be subject to currency and market fluctuations. Renewable like tidal or wave can create stability to the market and provide a secondary supply. That helps match the system load.

    Brian, “imported”? Haven’t you heard of globalisation?

    So what happens when the wind doesn’t blow AND there is little or no wind or waves. Do you sail? Obviously not. The sea can be flat calm for days or so rough your little fantasy gadgets will just get broken. Look up the rule of 12ths and tell me tidal can work.

    100 MW of tidal energy going into the water off the coast of Fair Head, NI, commencing 2015. Seagen S is the technology, owned by Siemens. The Seagen 1.2 MW prototype has been deployed at strangford lough since 2006 which is fully grid connected. Tidal power is highly predictable. There are a further 100 MW of installed capacity planned beside Thor Head also in NI, as well as developments in Anglesey and the Isle of sky and also the bay of fundy in Canada.

    Brian, you too need to look up the law of 12ths. For about 3/4 of the time the tide barely moves so 3/4 of the time the tide won’t generate any electricity so we’re back to a backup system. Your comment about “uranium stocks” is complete nonsense. There’s no shortage of Uranium nor will there be, there’s lots of it and you need very little. Tidal and wind are useless and will never supply more than a tiny fraction of power needed.

    Doesnt matter William, as Ireland imports everything we need so we dont need a good supply of electricity – just enough to keep lights on and computers running so we can tot up the financial transactions.
