Bank of Ireland will not be able to pay salaries until tomorrow morning

Some public (and private) workers woke up today to find no salary in their bank account.

BANK OF IRELAND has confirmed that a delay in their own processes meant that many public and private sector workers were not paid as expected this morning.

They will now not be paid until tomorrow morning.

There was a flood of complaints this morning from workers in the public service that salary payments have not been lodged as expected in their bank accounts. A similar issue appeared to have occurred for private sector workers banking with Bank of Ireland.

Gardai, nurses, members of the Defence Forces, primary school teachers, university staff as well as some employees with Irish Rail and An Post took to social media, email and online forums to ask why they have not been paid.

After several hours of investigating the problem, Bank of Ireland confirmed that there had been a delay in one file and this had affected some payments. This was their spokesperson’s statement:

I can confirm that a payment of credits was delayed last night and will not be processed until this evening.This delay only affected one file and the majority of BOI payments processed in a timely manner.The Bank apologies profusely to those customers affected and wishes to reassure them that the credits will be in their account by first thing tomorrow morning.

The spokesperson also told TheJournal.ie that additional charges normally associated with late payments from accounts to service direct debits etc. will be waived on this occasion as the fault is with BoI. “If anyone has serious issues, they should contact their local branch immediately,” she said.

Earlier this morning, Financial Shared Services (FSS), which operates the payroll for the public sector out of their offices in Killarney, Co Kerry, said that they could confirm that it is the case that no public servant had received payment this morning into their accounts.

The assistant principal of FSS said this morning that it was an issue with processing through Bank of Ireland.

FSS uses Bank of Ireland to send out payments for the gardai, for civil servants who are paid fortnightly and a few smaller groups. This means that even if an individual employee has their personal account with another financial institution, their payments this morning will have been affected by the BoI issue.

Employees with the Prison Service were not due to be paid this week, so even though FSS processes their salaries, this issue will not affect them.

However, it appears that it is not just workers in the public sector that are affected. From the comments section on this article alone:

A spokesperson for Bank of Ireland originally suggested to TheJournal.ie that the issue might have been related to how SEPA payments are made. While the Single Euro Payments Area system has been in place for several months now, she said:

We are not aware of any major delays. It could be a consequence of SEPA payments which are processed throughout the day, rather than once at the start of the day.

Although that turned out not to be the case, there has been a problem with SEPA payments when they are due around a bank holiday anywhere in Europe – a similar delay popped up on the Thursday before the June bank holiday, according to a Government department source.

TheJournal.ie also contacted Government Information and a spokesperson said they were investigating where the process had broken down.

One of the departments whose payroll was affected by the delay is the Department of Education. A spokesperson there told TheJournal.ie:

Salaries due for payment on 31 July 2014 have not transferred to the bank accounts of primary teachers, special needs assistants and other non-teaching staff paid on payrolls operated by the Department.In addition pensions due for payment on 31 July 2014 have not transferred to the bank accounts of retired teachers and non-teaching staff paid on payrolls operated by the Department.

The Department has been advised by Bank of Ireland that on Wednesday, 30 July 2014 the bank experienced a technical issue which resulted in some customer files being processed a day late. Bank of Ireland disperse all salary and pension payments to all other financial institutions on behalf of the Department.

Therefore, all salary and pension payments that were due to be credited to all accounts today - 31 July 2014 are expected to be credited first thing tomorrow morning – 1 August 2014.

Understandably, especially in the run-up to the long weekend, people are not happy:

The delay in paying salaries to primary teachers had caused a great deal of worry, disruption and unnecessary hardship. No-one affected by this situation should be at any financial loss as a result of the delay.

    I don’t understand this constant vitriol towards public sector workers. We don’t go around rubbing our hands with glee if there are problems like this for private sector workers so why are all these nasty comments toward us so acceptable? We’re just doing our jobs the same as anyone else and for the record-we’re not all permanent, we’re not all loaded, and we don’t all have “a peach” of a job.

    A lot of sour grapes methinks. A lot of private sector workers were getting bonuses unlike public sector, they were making great money but we were earning steady money. Now that’s all gone for them and they want to have a go at us. Our wages are too high etc etc. I can guarantee you that even though we didn’t get our nett wage the govt got their taxes out it. How much tax does the now unemployed private sector worker pay?

    Well said pat. A lot of private sector wasters doing nonsense work got shown the gate because they were not necessary. Snorted most of they’re wages up their noses and now have a difficulty with others still being in employment . It’s a typical irish attitude where it’s ok to dislike somebody because they earn more or have a job.

    I’d guess if there is any negativity toward public from private, it’s probably more a case of them having had to deal with the average public workers ineptitude; rather than jealousy.

    Ah because begrudgery is a national pastime in this country, it doesn’t matter what people have or have not, if it’s different in any way from some others, they are going to hate on you constantly and think because you have it and they don’t they are somehow hard done by…the Celtic tiger ‘good times’ only made this worse, and even though the times dictate that we all scale back, some people haven’t grasped that they need to scale back their bad attitude, plus if we all tear strips of each other on public forums like this, it lets the real culprits off the hook….

    It’s because when public sector workers strike “they hold the country to ransom”your not allowed strike in this country if it affects the general population .but if your a small company that will have little or no affect you’ll have all the comments .like fair play to them .on another note the monies that will be held in boi accounts for an extra day will boi be donating the interest to charity???

    Not just frontline staff, regular desk jockeys like meself too. I’m sure many think it’s hilarious and even deserved, but we’re PAYE workers with direct debits for mortgages, bills, loans etc too.

    In fairness, @lunadoran, the issue was believed to be first just among public sector payroll. It was updated as soon as information came through that the problem was more widespread than that.
    Now, as you can see, it is updated again with the information from Bank of Ireland on what exactly happened.

    Why is there so much hatred towards public sector workers.??I work between 48 and 69 hrs a week, have had pay cuts and pay tax on what I earn. My wife is a nurse and works hard for what she earns. We have bills to pay like the rest of the country

    It’s endemic in the population Robbie . The Germans think they invented schadenfreude . The irish would give them a lesson in it.     Hi there, It was originally believed that the problem was limited to public sector workers and that was the initial headline.
    As more information came through that the problem was more widespread, I immediately updated the story and headline.

    To be fair to the Journal, when the story broke, it was fortnightly paid PS workers who raised it. Then private sector workers said they were affected too so the headline changed.

    Sorry Susan, while I accept what you’re saying about updating the story after it became clear that there were many more people affected than first thought I think most people would feel that it could have been updated better i.e. Reported that workers were affected and not just added in ‘(and private)’

    Politicians salaries go through Houses of the Oireactas which are paid in exactly the same way as the majority of civil servants. So no they won’t have been paid either..

    Nope. This has happened before. Had to wait for days.

    You’re quite right Tim – I had been looking into that (that was a line that came from the Bank of Ireland spokesperson) and have included the fact that this appears to be an issue with SEPA and payments around European bank holidays.
    We are investigating the ongoing knock-on effect on consumer credit ratings and fees such as you mention there.

    Be the first time they ever admitted anything… beats me why not just boi but all banks still use windows xp when there is no support for it anymore… surely they would get a brain and upgrade to windows or mavericks on a mac system… Sick to the teeth of boi as there is always a delay in my wages going through & today I really was depending on my wages being on time as I have debts to pay like other ppl also..

    I didn’t get paid. But Boi had no problem taking their personal loan repayment out via SEPA this morning. I am a Boi customer and a SNA who didn’t get paid :’-(

    When the money is transferred to Bank of Ireland from the Exchequer and it goes into limbo-land – does anyone know if the bank makes money by way of interest while it ‘holds’ this money?

    Quarterly fees to Boi need to be looked at over this, if there is an outage with your phone provider they make a deduction. I’ll be writing to financial regulator for the inconvenience, even if it’s only a few cent, we bailed them out.

    I’m a private sector worker and we had the same problem with BOI lodging our salaries into our accounts. At the same time I also discovered that my BOi mortgage was being taken from my account 2 days earlier than previously agreed with BOI. I had previously set my mortgage to come out one day after my wages went in. So now I had no salary and my mortgage payment bouncing. When I contacted BOI they blamed both problems on SEPA. The problem happened for 3 months so our company brought forward our pay date by one day to minimise delays and I changed my mortgage date.

    Def got the rudest incompatant person on the phone this morning when i called enquiring about my wages… Sick to the teeth of all these stupid banks having technical issues… There still running on windows xp which is a joke as there is no longer support for it… Being paid tomorrow doesn’t cut it #bankofireland my bills need to be paid today not tomorrow… Already had this problem last year with Ulster Bank as my company banks with them & i had no wages for 3 weeks so sick to the teeth of these banks and their problems i don’t want to know anymore… We all worked hard for our wages & to discover there not there is so frustrating…

    The average public sector worker is not lazy or incompetent. There are some bad apple, like in all walks of life. Most of us don’t like that fact any more than members of the public because we have to do their share of the workload.

    It’s an outrage that people have to wait another day for their wages. It’s great to say BOI won’t charge late fees but that doesn’t help pay for your shopping or with anything else that requires cash payment.

Expect this to be a regular occurrence just like other bankrupt nations, I believe it happens in Argentina for instance all the time with public servants there working for weeks on end without pay , we are no different in reality, just another butchered economy which relies way too much on the euro. Time for a bit of pain and an exit from it, in the longer term we will be better off by far.

    I work for a small business and our payments are constantly delayed since the new regime kicked in. Unfortunately. B of I are a common denominator in all of this . I really don’t think they are processing payments quickly enough .

    Is there no way to take the contracts of boi for this mess up now for paying wages and move them to TSB they seem to use have the most stable systems of the banks. I didn’t get paid today and it’s because of another bank I’m paying the price. Internet, phone bill, and no electricity and to top it off I’ve just run out of food too as Thursday is my shopping day. And all boi say is its a glitch sorry? My boss has turned his phone off as he’s gettin bombarded with calls from employees when really there should be a run on this bank. Everyone who has an account with them should just switch and teach them a lesson!

    If you read the article this is a bank error. Bank of ireland has a glitch in its system so it’s effecting people who bank with it.
    Unfortunately this has a knock on effect as it’s the bank that all private section wages are paid out off.
    I’m with ulster bank and they had this problem before. They honoured any direct debits coming out and also told customers if they came in they would give them cash as their accounts could tell them how much they normally get paid.

    Agreed Mary! How does everything become a public vs private sector debate? There are technical problems in the bank and it will affect anyone having monies processed through them! Massive inconvenience for anyone involved but this is just another technical issue with a bank that seem to have become far too common in recent times.

    Dept of Pubic Expenditure and Reform have told civil servants that Bank of Ireland have resolved the issue but payments will not be made until Friday morning due to SEPA processing timeframes. However, they did not specify what caused the issue.

    They have said that payments due for tomorrow (including social welfare payments) will not be affected.

    DPER have asked the bank to treat late payment issues as a customer service matter.

    Still no wages. I was meant to travel from Dublin to Galway this morning for work. Got into town, still no wages. Feeling like a right plonker. Do the banks not realise we don’t all have savings we can just dip into for extra cash. I rely on my wages month in and month out. I cannot do my job today because of BOI. Ridiculous.

    STILL NO WAGES. I’m beyond livid. I’m so screwed it’s not even funny. Have had to go running back to mam for a loan like a child cos I’m that broke. And you KNOW we will have to wait til after the bank holiday to get access to our own money we break our backs to earn. I was meant to do my big shop today for the food for the week.     This has been happening with BOI in the private sector for months. Ever since the first bank holiday I do not get paid on the value date even though it is processed in time. I have investigaed through IPOS and they confirmed BOI are causig the delays by not sending the payment files on time. NEXT STOP OMBUDSMAN

    Don’t understand the glee some revel in when something like this happens to the public sector as it was originally believed. Yes they have a lot of perks, some are very much overpaid for low skilled work and some are almost guaranteed a job for life.

    However plenty have bills to pay like us martyrs in the private sector, plenty have mortgages or rent to pay just like the rest of us.
