Gardaí will no longer check passports at Dublin Airport

Instead, the responsibility will fall to civilians in the Irish Naturalisation and Immigration Service as part of reforms launched today.

CIVILIANS WILL TAKE over responsibility from gardaí for manning immigration booths at Dublin Airport as part of plans launched by Justice Minister Frances Fitzgerald today.

Fitzgerald has launched a major programme to civilianise immigration functions that are currently undertaken by gardaí at Dublin Airport.

The changes will mean that civilian immigration officers from the Irish Naturalisation and Immigration Service (INIS) and not gardaí will check the passports of passengers arriving at the country’s largest airport.

The initiative will see the deployment of an additional 80 civilian staff at the airport at border control booths on a round-the-clock basis, releasing around 125 gardaí for other policing duties.

However, An Garda Síochána will retain a number of key immigration functions including investigations, arrest and detention.

“This initiative makes sense both from an efficiency and economic perspective,” Fitzgerald explained in a statement.

“The programme, starting with Dublin Airport, will free up Garda members for other core policing duties while also allowing the immigration service of my Department to both reduce costs and continue to discharge the effective management of our border and immigration system.”

Fitzgerald said that the changes are part of overarching plans to reform policing in Ireland and “to get gardaí out from behind desks and provide a visible policing service on the ground”. 

Already 16 INIS staff are deployed on passport booth duties in Terminal 1 at Dublin Airport between 9am and 5pm.

Terminal 1′s immigration booths are expected to be fully staffed by civilians by next summer with Terminal 2 completed by December 2015.

Fitzgerald also outlined plans today to make greater use of e-gates facilities at the airport where travellers have their passport scanned instead of having to show it to an immigration officer.

She said that border technology is one of the key ways of ensuring the entry experience is “as smooth as possible for genuine travellers who constitute the vast majority of people travelling through our air and sea ports”.

    Agreed. A clerical officer in each station handling all the paper work. The amount of time wasted by gardai having to fill out paper work where they could be doing something else.

    I was always relieved to get through Dublin control, especially when coming via Heathrow or similar.
    They were quick – and as a non-terrorist, or whatever, that appealed to me.

    Never found them grumpy.

    I remember going through Dublin Airport on a regular basis from the late 90′s up to 2005 and it was quite common to walk by two empty immigration booths in pier A…now its quite common to see up to 10 empty booths…with 2 manned and a massive queue…but at least they’re checking now. Had they been doing the job that the taxpayer was paying them to do the country wouldn’t have been swamped with the Illegal Immigration that besieged us over those years…about time it was taken from them…an easy life for the privileged few who daren’t go out and detect crime!!

    Sure Ireland has been an open border for every non English speaking immigrant under the sun.We got the ex convicts from the East and Africa together with ordinary economic immigrants. All coming here for welfare.And they are allowed to vote!!!!!THIS IS SO WRONG.

    The key word here being ‘additional’. If you are querying why 80 are replacing 125. An additional 80 staff, suggesting the additional 80 are supplementing and in addition to civilian staff already employed in this service.

    Can’t agree with that John. The article implies that the ‘additional’ 80 will free up 125 Gardai, nothing to do with the pre-existing civilian staffing.

    According to the article there are already 16 INIS civilian staff working in this area. It then refers to an additional 80 being employed to free up 125 Gardaí. That’s 96 civilian posts by my calculation. I’d imagine the balance of 29 between Gardaí released and civilian replacements may possibly be explained by different rostering arrangements/shift patterns and some efficiencies being introduced.

    John you’re so naive, I’d say this was the cushiest job in the Gardai and they’re sick to be losing it! Looks like 45 extra Gardai had managed to get into this than were needed too, hopefully this leads to an extra 45 bodies on the ground outside now.

    If you read the article it says that Gardai will still be arresting & investigating etc. so it won’t be freeing up Gardai. What it means is that like the Airport Police, civilians will do all the ‘look at a passport’ and then when something happens they’ll call the Gardai. So really the Gardai will still be retained in the same area. Just now they won’t be in the booths.

    Sunday morning 12:45 Dublin airport, gruff customs lady screaming at people for using the blue channel as nobody should be using it, I was on a flight from Lithuania, now last time I checked it was in the EU, couldn’t be arssed doing her job properly, then greeted by two passport stations open with 4 flights landed within a few min and 2 I uniformed Gardaí who looked scruffy checking passports

    @Wayne… In fairness, I’ve never had that experience at Dublin Airport in any of my travels and I’ve been through there five or so times this year to-date. Some Gardaí are in uniform, others not, but those not in uniform are always in business attire.

    Well to be fair they weren’t checking them properly anyway. Last time we arrived in Dublin airport the gard I went to didn’t even look at me or my passport, just waved me on while reading an article on independent.ie on the monitor next to him!

    Cork and proud is what I get from the regular lad checking me in . Not a smile but a wave of a hand and in I go . When I return back her to Kuwait I have to give passport over , visa is scanned and I put finger in the finger print checker . Once that goes green then I can go in .

    Other dubious chaps running on false passports go red on the fingerprint unit and 2 burly armed army types gather you up and into the strip room for a check then down to the nick . Some have come back in and arrested on entry as they are criminals and have court orders against them and it’s taken seriously

    They also stop you leaving leaving Kuwait if you have more than 200kd or about 500 euro in traffic fines accumulated and not paid . This you must pay and it used to be you could not pay at the airport only in designated police traffic fine places which wouldn’t be open so you miss your flight , spend next morning paying the fines and then trying to rebook another flight at sharp rise in fee . Now you can pay on the airport . Also you couldn’t reinsure your car until it’s paid , residency renewal ? If not paid you don’t get renewed . Would be good to introduce fingerprints checking on way in as you’d catch some of hardy boyo’s coming in from East European ex army types , you know who I’m talking about.

    poles would be fine, might take the job seriously, when I travelled to Poland, it was scary, when you arrive military lads with guns as you arrive and soldiers checking your passport and not a smile in the place

    Virtual Architect, Irish civil servants don’t have a reputation for corruption! So you need not worry. This is good move that INIS have being trying to implement now for several years. They finally got permission from the Dept of Public Expenditure and Reform for the new recruits. This will improve the situation hugely in Dublin airport and leave Gardaí to do what they should be doing – arresting and charging law breakers.

    I travel quite a bit and rarely meet officials as rude as the Gardai in Dublin and Cork airports.

    JFK TSA get my vote as the pushiest and rudest.

    Makes sense really. Land in Sydney and you will meet Australian immigration who will check your passport….in USA they have TSA etc etc….you don’t have police officers checking your passports there.

    Yes you do. Immigration in the US is done by CBP, customs & Border protection- a federal agency with full police powers. The TSA is only responsible for passenger screening.

    I went through Gatwick airport a few months ago and if your traveling from the Republic of Ireland they dont check your passport.The boarding card is all they want from you I suspect they must check the names at a later date.

    You’re right I’ve flown aer lingus to gatwick with no passport only my driving licence and I haven’t had to show it at either end – free movement with the uk and all that

    When I flew into dublin last Thursday there were trying to get people to go through the machines. However they were not working and people had to join the normal queue. Normal queue only 2 lanes open and it took forever.

    Well that’s a bad Idea, The Garda do a great job and know how to spot some who should be coming in to Ireland and this only comes with experience, So my Question is to Frances Fitzgerald is if some who comes in and commits a crime or acts of terrorism will she be responsible for letting this happen, By all means add to mix and train long side the Garda until they can spot one or else she is going to let every Terrorist, but not only that they will be open to bribe’s and scams not only that who keeps an eye on them, There should be a Border agency just dealing with this working a long side with the police, I will be a little bit more worried now that its passing to people that won’t be Irish people and that a hole new treat, So if you get a chap with a thick ascent that is showing his passport and you have a non Irish person who doesn’t under stand him so what happens then, you call the police so in fact what the point in them been there if you have to call the Garda …………..

    There is an agency, it’s called INIS, have you actually read the article?? As for your comment about new staff being “open to bribe’s and scams”, regardless of who is working there whether it’s Gardaí or otherwise, each and every person is oen to accepting bribes or scams, whether they do or not comes down to moral and legal judgement and not what uniform they are or are not wearing.

    Noel this is a good move by Minister Fitzgerald and will improve customer service while leaving Gardaí to do more important things. Can’t see the basis for your criticism of civilianisation and automation. It’s called progress.

    With the amount of illegals already in the country, and the phenomenal drain they are placing on the exchequer, I would have thought that increasing security was the order of the day. Not decreasing it.

    This is another headline grabbing exercise by a Government Minister. Do you not know that everything they touch turns into a disaster. I’m not sure that civilians are best placed to do this job. As for civilians at the desk in Garda Stations, this is a definite no. Enough to have them in offices typing stuff, but not taking statements in front offices.

    It will be interesting to see if they tell us how many Gardai actually went back out into frontline / core policing. If it’s anything like the previous attempts of trying to replace desked Gardai with civilians, you can be sure that the majority of the immigration Gardai will be given cushy numbers or promoted to Sergeants … Time will tell !!!

    Maybe now they can get rid of some of the loops on the queue at Dublin Airport. I thought we had a common travel area between the UK and Ireland, spent 30 mins last week getting through passport control, no doubt the boys in blue were down in numbers due to a touch of the flu associated with losing out on a cushy number. There were only two on duty for hundreds of people disembarking from planes at approx 7.30 pm on a Friday evening. When I complained to the guard on duty as I passed him I was addressed by my Christian name (over familiar as usual) alluding to the lack of resources bla, bla, bla, – I thought the recession was over, maybe not, seems like it is getting worse maybe they will have to think up something useful for these lads to do like cancelling penalty points for their friends.

    Would you be able to pass immigration passport control if your passport only have 3 month left before it expires?
    I am visiting Dublin on the 2nd of November 2014 till the 9th of November 2014, my passport expires only on the 10th of January 2015.

    Any advice would be helpfull.

    Ireland has changed since the last time I used to live in and or study in the early eighties etc.It is a good move to put civil service staff to check in the airport as they are more in tune with incomers/ strangers from different countries.No offence to strangers, but the current affairs are not looking good as a lot of terrorist groups send their gangs to the west to manage their affairs without being noticed ,hence Ireland would be too good of a destination and no wonder it was reported that at least thirty people from Ireland(not Irish as such) joined the nasty and evil ISIS in Iraq/Syria over the last weeks.Attention is now needed to stop Islamist cultist terrorists to come into Ireland from the point of entry and or when they are already in Ireland and leave for a while and back.All Eu countries are on their guard for those new era of Islamist terrorist groups under various names all over the world.
