'I've seen children using e-cigs and that is terrifying'

If passed, a new bill will mean ‘vaping’ becomes subject to the same regulation as ordinary cigarettes

A NEW BILL seeking to regulate the booming e-cigarette industry will be going before the Dáil in the near future.

The Public Health (Regulation of Electronic Cigarettes) Bill 2015 was launched at Leinster House this morning by Senators Averil Power and John Crown.

E-cigarettes have become an incredibly popular quit-aid in recent times for hardened smokers, although lately the battery-powered ‘vaporisers’ are being marketed as much as an alternative to tobacco as a helping hand to kick the habit.

If passed, the new bill will ban:

  • the sale of e-cigarettes to under-18s
  • ‘vaping’ in public places and workplaces
  • advertising of e-cigarettes
  • sponsorship by vaporiser manufacturers and importers
  • smoking e-cigarettes in vehicles in which under-18s are present.

In other words, all the sanctions that apply to regular cigarettes.

The chief objection to e-cigarettes is that it has not been firmly established whether or not their effects are actually less harmful than smoking cigarettes.

“My chief concern is that I’ve seen children using e-cigarettes, and I think that’s terrifying,” Senator Power told TheJournal.ie.

We had the support of James Reilly when he was minister [for health], and hopefully now we can get Leo Varadkar on board.
If people want to smoke or use an e-cigarette as a quit-aid that’s their own choice obviously, but given we don’t know what the effects of these newer products are it makes sense to have them regulated the same as any other tobacco product, that is, a workplace ban and children not being able to buy them for starters.
There’s a lot of cynical marketing going on at present, specifically towards children and teens. It’s being said that ‘vaping’ is completely safe, and we simply don’t know if that’s true or not, some tests have shown these e-cigarettes are even more toxic than regular cigarettes.

Electronic cigarettes do not contain tobacco, although they do use nicotine.

The liquid cartridges used in these vaporisers are usually a mix of propylene glycol, glycerin, nicotine and flavourings.

Ireland would be relatively early to the party with such legislation as thus far certain American states have been leading the charge (California’s version of a regulatory bill has just been passed).

If successful in the Dáil the new bill could become law by summer 2015.

    I was a smoker of 12 years and I tried every thing to give up smoking and no luck then I tried the e-cig it was a great help I used it for 6 weeks and now I have not smoked for over a year

    I’ve been vaping since June and, while I haven’t kicked the nicotine, I’m certainly a lot healthier. I run every day at lunchtime so I’m fitter. And no longer do I struggle financially for the last two weeks in the month. So yes, I think that’s something to celebrate.

    It seems that it is fine to wear a patch and have nicotine going through your blood stream or chew gum with nicotine in it and to even use a nicotine spray but it’s not OK to inhale it .Why ? One reason and one reason only , they ain’t making no money on them ! 27 years a smoker and now 15 months off them ..

    Panorama did an investigation into e-cigarettes and tested the effects of using them on a group of users and compared it to non users and found no difference. Also found no effects on heart or lungs. To say that tests found there effects worse than ordinary cigarettes is beyond stupid. I smoked for yrs and in my early 40s could hardly catch my breath and now I use e-cigarette n I run 10k every day. I’m 47.

    Great stuff John. I’m in the same boat. Smoked for years and started on e-cigs 6 months ago. Couldn’t walk up a flight of stairs without getting breathless previously. Now I’m running around a 5-a-side pitch like a lunatic twice a week. Feel like a new man.

    Cigarettes cause cancer and heart disease. These E cigarettes don’t.
    If they ban them from indoors they’re making a statement about how they just don’t like the look of someone smoking and they can’t care less about their wellbeing. It’s the epitome of a Nanny State policy. Children were even mentioned in the article which has nothing to do with the issue at all. It reminds us of how these politicians see us.

    Thing is a lot of these people will let their kids play Xbox for 8 hours on a summers day or fill them with muck in McDonald’s n not see a problem with it. Of course ban e-cigarettes from under 18s but don’t ban adults from using them in public places. Anyway I smoked when I was under 18. My parents didn’t know but just like me kids will always find a way to do what their not supposed to do. That’s just life.

    The problem is that regulating them as tobacco gives the incumbent product, cigarettes a huge protection. This might not be senator Doyle’s intention but it is what will happen.

    Sugar is bad for you. Maybe you should go outside to eat sugary foods as children might see you eating sugary foods inside and want to emulate that behaviour. Sounds ridiculous when you think of it like that but it is as equally ridiculous.

    jack, cigarettes were around for decades before people realised they were dangerous, I’m not saying e cigs are but seeing as they are relativity new to the market with no historical studies done on them yet, it would be very naive to say the are safe.

    Actually the pg liquid used is the same as what’s used is asthma inhalers so we do know it is safe. The other main ingredient nicotine is about as harmful as caffeine when not administered through smoking.

    As an ex-smoker who now uses an e-cigarette, I would be in favour of sensible regulation of the products, especially as far as sale to children goes, but the key word is “sensible”.

    The key questions are whether good quality properly produced liquids are in fact less toxic than cigarettes, and whether there are any other separate health issues likely to arise from their use.

    Fact of the matter is I smoked 30 a day, now I don’t thanks to vaping. Also the improvement of my skin and not being short of breath is conclusive evidence in my own personal case that e fags are a quit smoking aid. As for teens using them, I’d expect they would, along with drinking, smoking, drugs, underage sex etc. we were all school kids once and anything that’s deemed as adult is like a magnet for teens. Certainly was for me when I was 15

    @Patricia I don’t see it quite like that. Any reasonably safe product that can help get someone off something as damaging as tobacco can only be a good thing, but they are not designed as a gateway to potentially introduce young children to tobacco in the first place, which appears to be what’s happening.
    It’s not that long ago that many parents would find it disturbing to se a toddler holding one of those white cigarette sweets like a real one and mimicking the action of smoking it, in fact I don’t even know if they are sold any more for this reason. But now we’re actually aiming flavoured e-cigarettes towards teenagers who have never smoked before. Why? Stop and think about that for a moment. Many of these products have flashing LED lights and snazzy flavours to mask the unpleasant tobacco flavour a teenager who has never smoked would otherwise find very unpleasant, and nobody questions this. Kids can smoke them anywhere and see it as a little bit of rebellion, and of course they enjoy doing things like this.
    We should be protecting children and teenagers from things like this, it’s one thing to make them available as a product to wean smokers off cigarettes but quite another when they’re used to introduce our children into smoking.

    I see it as terrifying when a gang of Debt Collectors, are sent by a Government agency, (that purports to take care of peoples health); to a family that must be already stressed out of their minds, trying to cope with a seriously ill child. Stress is the major cause of cancer in Ireland.

    NO second hand smoke, NO health impact found and NO proof that e cigarettes are a gateway to smoking and yet the nanny state wants to stop people using e cigs in pubs etc. Why can policy makers not understand what these are all about? See the post I put up yesterday regarding the flimsy report saying ecigs produced more toxins than normal cigarettes and you will see that the study was flawed as they ran the test in a way that ecigs would not be used which is the same as saying that if you drink 1000 pints of water a day it might kill you. Therefore water is bad for you??

    Yes restrict sales to over 18′s and look at some quality control and standards but let us Vape in peace please.

    Folks, If by magic miracle, ALL of Ireland gave up Smoking tomorrow, The Government are down Millions in Excise taxes….These are gonna come out of somewhere , be it VAT , Income Tax , USC….That hole in revenue will HAVE to be met…. The Government are NOT interested in saving your life from smoking and NEVER think they ever will be , They are only interested in ONE thing , YOUR Taxes….and NOW , with this new technology , they see it as another cash cow for taxes , if a pack of Ecigs pays the exchequer a tenner or a hundred euro in taxes , its still not gonna stop Children smoking them…..The Nanny state wants us all to quit (on the surface) , but wants us all to PAY excise as well !!!!…rant over , carry on……

    Yeah, the government would be out of pocket for a while since it would be left paying for the damage of previous smoking such as COPD, lung cancer and cardiovascular disease.
    Eventually, it would cost the country less with lower health costs and higher productivity.

    Her point is that a non smoker was stupid enough to try vaping, became addicted to the nicotine in the juice and is now a smoker. In saying that, this person should have also had the sense to get themselves a nicotine free juice if they wanted to try it that badly. It is the equivalent of somebody who has never used heroin deciding to try methadone, utter stupidity.

    I don’t believe for a second that nicotine alone is very addictive. Probably no more so than caffeine. It’s probably a combination of the ritual of smoking and all the other chemicals that make it addictive.

    Think about it. Would you get addicted to nicotine patches if you started wearing them.

    Also I’m sick of people spouting nonsense about it being more addictive than heroine etc. I’ve seen people who stop long term opiate use, benzo use and ssri use and they get very sick. To the point they can’t function. Benzo withdrawal being the worst as it lasts for months, at least opiate withdrawal is mercifully quick though a hellish experience. When I see people quit smoking even after 40 years, at worst they get a bit moody.

    Just to clarify, not saying smoking isn’t addictive. Had a hard time quoting myself but was made a lot easier with e cigs.

    Munster. You said the the one word thats sums up this e cigarette , Addiction. That is the craving for the nicotine in these. Whatever wyay you dress it up its smoking.     I’ve seen kids smoking, never seen kids vaping. But I know which one is scarier. If they pass this bill they are going to destroy the progress that vaping has brought. I’m genuinely concerned if they try to regulate the use of them in line with cigarettes. Nicotine isn’t the killer, smoking tobacco is.

    Actually e cigarettes are extremely harmful for your health so of course they should be regulated. And after speaking to my three teenage sisters (who do not smoke or use e cigarettes) I can confirm that there is a large number of students aged 14-18 “vaping”! It is the new “trend” apparently. This is disgraceful! Anyone who thinks e cigarettes are ok are only fooling themselves…

    The only tests that deduced that they were harmful openly admitted that it was when the liquid was heated at high temperatures far outweighing the temperature at which they are heated in the pipe.     I read about that test and basically the temperature needed for it to produce the necessary toxins would mean the vapour would coming out of the inhaler would cook your windpipe and lungs in one drag.It would be like breathing super heated air.Not a nice way to go but not possible from any of the devices on sale.

    As for kids smoking them ? Considering the initial cost of even the cheapest unit its more likely they whipped a parents inhaler rather than bought their own.That’s just bad parenting and could happen regardless of controls .

    I think we all know what this is about and that’s being able to lob a ridiculous tax onto e cigarettes.

    Was a smoker for 10 years. Was going through 20 a day, I’m off them 2 years due to ecigarettes.. and feel much, much better as a result. Hopefully this isn’t just a tax on ecigs.

    The amount of nicotine in three standard tobacco cigarettes if taken in one dose is enough to make the body react with severe bouts of vomiting. Nicotine was the preferred drug of assassins at one point in history, so of course it’s toxic and you don’t need to be an expert to declare this.     well E cigs have also been found to contain heavy metals, I have also noticed a trend that e cig smokers never seem to put them down taking a hit every 5 mins or so. the amount of nicotine they intake seems to be more than from normal smoking. defiantly more studies are needed on content and habits, as well as more regulation to restrict access to they younger generation. I also do not agree with the TV advertising that seem to glamorise them, they look a lot similar to the smoking adverts we fought so hard to get rid of.

    One has to be very careful how you intrepid what you read – remember there is huge pressure from the tobacco companies to get them penalized . There is no smoke from them to cause passive smoking annoyance . Only water vapor – that in itself is a good thing . They are most certainly the way forward in helping to quit the habit altogether .

    The reality is there is no conclusive evidence if vaping is bad or good for you. These reaults will come in time.. One reality is though, its proved to be more successful than patches, hypnotherapy etc.. When your up against the large pharmaceutical companies who create the patches who have a lot of pull in government, it is going to be an uphill battle for vaping. I am now an ex smoker for the last 2 years after a pack a day habit for over 22 years thanks to vaping. But one major concern I have is that it’s unregulated . I only vape liquids which the ingredients are produced and bottled in Europe. Most liquids for sale in Ireland are direct from China and or ingredients from China, but bottled in Europe . I would strongly advise to stay away from these as they do not have the same quality controls in place compared with REAL European produced e-lquids.. my two pence worth anyway..

I personally have no intention of quitting smoking, but I have directly observed friends and family quit or substantially reduce their smoking with these aids. However, the new puritanism will not allow even the appearance of smoking “cos we don’t like it “. Professor Crown, you may know plenty about oncology, but little of human nature.     The sooner these things are seriously regulated the better it will be for all concerned as currently there could be any kind of substance in the “nicotine liquids” used, there is no list of ingredients and no regulation governing the sale or manufacture of these devices or the liquids used in them!

    They are dangerous and even moreso than the real cigarettes because they use a pure form of the drug! it is like someone who smokes weed changing to smoking heroin.

    So, according to you it is safer to smoke Nicotine with 2,000 + other chemicals than it is to vape the “pure nicotine” sans the other 2,000 + plus chemicals ?
    I can see how a clean list of ingredients would fool you though, Is there a list of the 2,000 + chemicals in tobacco displayed on the packet ?
    I take it you work for the government or excise, or maybe your just a bit of a thicko.

    Munster, it’s the prevailing attitude in this country, particularly but not exclusively the middle classes. Basically it is two fold, 1. I don’t enjoy that particular thing, so those who do enjoy it must be stopped, and 2. Someone, somewhere is having a good time, We Must put a stop to it. U say this as an over 60, what a sad, farty, disapproving country this has become. If they ever introduce a “boring the tits off people ” tax, widespread poverty may ensue.

    The I have absolutely no knowledge about the subject, have never seen or experienced it nor done the slightest bit of research but I will shout the loudest against it crowd!

    I switched to vaping, my blood pressure is now at the lower end of normal rather than border line hypertensive and my heart rate is 30 beats per minute less, from 90 to 60. How can this not be better??

    I have been vaping on and off for two years, saved money when vaping, that’s the problem, the government does not want us to have that money in our pocket, they want it in theirs. I have never once seen a child using an electronic cig.

    It seems like most people are supporting the sale, use and advertising of addictive drugs, my mind boggles. Thankfully I’ve been nicotine free for 2 years and would support any method where the end goal is to quit smoking and quit nicotine. But these are sold in shopping centers by sales people and advertised in similar ways to apple gadgets etc. Long needed regulation in my opinion. Saying that I think the government could do more to make NRT more accessible in terms of price.
