Derek Brockwell: Search for 'violent, hardened criminal' continues, as Minister orders full report

The two prison officers stabbed by Brockwell as he made his escape are said to be recovering well in hospital.

THE HEAD OF the Prison Officers Association says that questions need to be asked about the escape of a prisoner from custody yesterday.

Derek Brockwell (53), a UK national, had been serving a seven-year sentence at Portlaoise prison for robbery and possession of firearms.

He escaped yesterday, stabbing two prison officers while being brought to Tallaght Hospital. He fled the area on a waiting motorbike.

In the Dáil, Taoiseach Enda Kenny said that the Minister for Justice, Frances Fitzgerald, has sought a full report on the incident and expressed sympathy over the stabbing of the two prisoner officers.

“They’ve shown great courage in dealing with some very difficult situations,” Kenny told the Dáil while denying that the escape was a result of cutbacks.

Earlier, speaking to RTÉ’s Morning Ireland, Stephen Delaney said that Brockwell was a “violent” criminal.

This event highlights the dangerous job of the prison officer. These officers faced a violent, hardened criminal with a lethal weapon who was trying to escape.The advice from the gardaí to the public is not to approach a man.

He said that the planning of the escape was “meticulous” and it had raised questions on the arrangements of the escort.

“We are requesting a complete review of all prison escorts. He was in a maximum security prison, with army personnel on the walls, yet he was sent with three unarmed prison officers for a regular hospital

He said that Brockwell was handcuffed, but the stabbing occurred inside the hospital after a “violent struggle” with officers.

Brockwell had an armed Garda escort until last year, and Delaney said that his incarceration in Portlaoise, coupled with his record, indicated a “dangerous, violent criminal”.

He said that there were “less and less” armed Garda escorts leaving Portlaoise Prison.

Routine

Retired Detective Chief Superintendent John O’Brien — who worked as a garda in the Portlaoise area, and with Interpol — said routine was an enemy of any security operation.

The predictability thing is something you would look at very, very clearly because this was an individual who is — as you can see now in his publicly available profile — someone with a previous history of violence, previous history of escape and previous history or armed and violent crime.

He said that in terms of the search operation, Interpol would play a role circulating information worldwide.

“But, you know, criminals — and I’m sure this guy is no different — are creatures of habit. They tend to return to the same nest that they’ve been before,” he told RTÉ’s Sean O’Rourke. 

O’Brien said the criminal clearly had “someone looking after him” based on the manner in which he’d made his escape.

Recovering

Both prison officers are said to be recovering this morning, having undergone surgery last night.

Gardaí are appealing for information on Brockwell’s whereabouts, and have released the above image.

Brockwell is described as being 6’03’’ tall with brown hair and broad build.

    He went on the run after being let out on day release from the UK!!!!!!he came here kept up his criminal ways and then stabs two officers and escapes.
    Maybe it’s time we stop Molly coddling criminals,maybe we stop worrying about their “rights”.
    We are way to soft on these people,

    I know,can they not call a doctor to the prison to see if a trip to hospital is necessary,and if they have to attend hospital,just chain their arms and legs and blind fold them,equip prison guards with tasers,so at least they would have a fighting chance against criminals!!

    Ciaran. Tazers are you for real!!! They won’t even issue batons to Prison Officers as standard on escorts. Every single Officer in the service is trained in the correct procedures for using a baton. Years ago when a escort left the Prison especially for Hospitals batons were issued as standard to every Officer on the Escort. In todays more “PC” service. They are not only not issued as standard but if you look for just 1 for a three man escort you are looked at as if you had just asked to sacrifice their first born. And you get the Why,Who,Where, What etc questions. They are terrified that an Officer might actually use it.
    But as every Officer knows it use would a last resort. It would only be used to defend one’s self, your fellow Officers or a member of the public in the case of attempted escape. If both Officers yesterday had been issued with batons there may have been a totally different outcome.
    But as I said there is the fear by management that it would be used. And to them that spells possible legal costs. Money outweighs Officer Safety everytime to the bean counters.

    I wonder how long he waited for a hospital appointment too. I’m sick of criminals and their Yooman rights seeming to be more important than the Yooman rights of most of the rest of the state… Just because they’re in the care of the state? Well tell that to the abused in state homes, the elderly living in fear, the victims… And the list goes on. The government has a duty to care for the people as a whole and when they call for better conditions for perpetrators of crime than the rest of society it just becomes a farce.

    Mark. Politicians of every party and political persuasion are afraid of the Criminal’s Rights Groups. They spew forth their sound-bites about how terrible this is etc. But when it comes down to actually doing something about it then come the excuses why they can’t. And that is all they are excuses. They simply don’t have the bottle to stand up and say “I don’t care if it’s not PC, I don’t care if these Groups scream the house down, I am going to do what’s right”.

    All too often the do-gooder brigade overlook the human rights of our protectors, Gardaí and Prison Officers, there never seems to be an emphasis on their human rights.

    The law here should reflect on preseñt Scottish recommendations, that prison sentences for serious crime should be for the full term as handed down by the court. The idea of giving remission for good behaviour while in prison is wrong in my view.

    Leslie. I am a serving Prison Officer. I think I am aware of what we do have and what we don’t have. And as current standard proceedure baton are Not standard issue on escorts. As I have already stated several times since yesterday a Prison Officer has to jump through several hoops and be able to make a convincing case as to why a baton should be issued.
    But you seem to know more about it than I or every other Prison Officer does.

    Everyone, that’s everyone, sent to an Irish Prison gets an automatic 25% reduction of their sentence, before they even start !! It’s their victims rights I would be worried about, not theirs.

    Yes, we were in the hospital when the whole thing erupted.
    He passed within inches and we seen the injured prison officers.
    There was blood everywhere and I could clearly see the officers wounds.
    There was also a lot of paitents (mostly pensioners) that witnessed the whole thing and were in shock.

    It’s a disgrace that the armed security escort was removed from this man. Now there are 2 poor prison officers badly injured because of these cuts, both could have been killed and all to save the government money. Are the lives of the prison officers and the general public not more important than saving a few pound. I say the security issue needs to be reviewed and fast before any one else is injured or even killed.

    David. Have you actually read or heard any part of this guys history?
    He is an extremely violent thug. He was serving his sentence in the countries Maximum Security Prison. His security status was downgraded from “Armed Escort” by Civil Servants who are far removed from Prisons. Now why does he require and Armed Escort one day and the next deemed sufficiently low risk to remove it? Did he find “Jesus on the road to Damascus” moment and suddenly become a cuddly old codger?
    And of course we come to managements decision to stop issuing batons to staff as standard proceedure. Neither decision was made by the Staff on the Escort. So yes this was the fault of Prison management.

    There was only one garda with the two prison officers yet the Garda in Dublin can afford to send between 6-10 gardai each time to arrest water protesters. Serious questions need to be asked of senior Garda as to why only one garda was sent to mind a dangerous criminal with a history trying to escape yet in some cases ten times this amount were sent to arrest Jobstown protesters. I would love to hear a FG politician or garda management explain this situation.

    It was reported when the story was breaking that there was one garda and two prison officers but that has now changed to three prison officers. Mick I’m making a valid point about the use of garda resources, which has resulted in this situation happening. The stopping of armed escorts has now resulted in a dangerous criminal on the loose, yet there is still unbelievable waste of garda resources in the Jobstown arrests. It just goes to show where garda management priorities are, that they deem Paul Murphy a greater threat than this fellow.

    Greg. The Prison Service is a completely different Section to the Gardai. It has it’s own Budget completely separate from the Garda budget.
    And as for not listening to your argument. Why should I or anyone else when your argument has absolutely nothing to do with what happened yesterday. All you are trying to do is score political points off the backs of two injured Officers and one ecsape convict on a totally unrelated subject.

    And you are not reading my replies. The Armed Escort was downgraded. Not by the Gardai but by some civil servant in IPS. If the IPS deemed it was required they could not only have an armed Garda escort but a military one too. None of which would come from the IPS budget as it would be part of the security of the state each department would bear its own costs.

    Firstly David. How do you know his cuffs were removed? As is standard operating proceedure all handcuffs are to the prisoners front. Now taking that into account do you think that wearing handcuffs inhibits your ability to grip? And if you can grip a knife you can stab or slash every direction you are facing.
    Secondly. This “Grey Haired man” as you put it is only 51 and is 6’3″ and about 18 Stone. He is well built from his days working out in the Prison gym.
    Now you may fancy yourself as a Bruce Lee/Ninja that could disarm a large strong man armed with a knife that is willing to use extreme violence to get away. But faced with the reality of facing him down you would most likely shit yourself.

    As I sit here I wonder at times what exactly is wrong with Irish society. As an individual who has nearly twenty years service with the Irish Prison Service I wish to bring just a few facts to the attention of others.
    You turn on any television documentary looking at the prison system in the United states and the initial reaction from most people is that prison must be a tough place and I would hate to experience that. Let me assure those reading this that life in an Irish Prison is a far cry from what you see on television, in fact it is quite the opposite.
    Over the years I have witnessed some unbelievable changes in our prison service, some were good and productive but in the last number of years I really just cannot believe what is going on.
    The aim of an individual being sent to prison in an ideal world is to serve a punishment for a particular crime and to rehabilitate themselves with the ultimate aim upon release of not to re-offend thereby reducing recidivism.
    What turns my stomach and angers me beyond what words can ever express is what prisoners get away with while in custody. You get a prisoner with 70, 80, 90 previous convictions for various crimes and he enters the prison system in this country and he can have the free running of the prison.
    He now has a prisoners complaint system at his disposal whereby if he asks an Officer for something and he is given the response of no, all he has to do is this; fill out his complaint form, place it in the relevant box on his landing, he receives a photocopy of it from the Governor and an investigation is launched. Fair so far? Let me continue.
    The Officer is at this point removed from the area of the prison where the offender is kept and placed in another part of the prison, an external investigator comes in and as with most investigation results the allegation is found to be malicious on the part of the prisoner, his punishment? A caution………
    Why do I mention this? I mention this because this could be the same offender who has just raped, assaulted, abused, YOU.
    He has now entered a world whereby he knows that at his disposal he has The Inspector of Prisons, The Irish Penal Reform Trust, The Visiting Committee and a wide variety of agencies/organisations willing to jump at his request once he sheds his crocodile tears………..
    What help for the victims of crime in this country? Very little and it is a disgrace.
    There are individuals within our prisons who I genuinely feel sorry for as they had very little hope from day one but PLEASE PLEASE PLEASE, all we ask for as Officers is fairness and to be shown some small bit of respect from our ‘leaders’.
    It is hard to imagine that in 2015 in Ireland a Prison Officer is no more than a porter, there to facilitate the wishes of a prisoner for fear of repercussions from his superiors when asked ‘Why did you not give the prisoner what he wanted’?
    May I wish my two colleagues who were injured yesterday a speedy recovery.

    This whole fiasco reminds me of the time Charlie Bowden was being taken to and from court. Remember that picture when he was being lead out of the court handcuffed to an Officer.
    The Gardai were wearing Bullet Proof vests and had Ballistic Shields even Bowden himself had on a Bullet Proof vest. And what was the Officer cuffed to him wearing? The Prison Services “Magic Blue Shirt”.
    For those of you that are unaware of this miraculous shirt, the Prison Service believe it to be Bullet Proof, Stab proof, urine and feces resistant and have the strength of medieval plate armour. But most importantly it’s cheap. Much much cheaper than supplying Prison Officers with the same Stab Vests that are issued to every Gardai. But then as far as every government to date has decided that the lives and health of Prison Officers are worth less than those of convicted criminals. So why waste the money buying proper equipment for them.

    I never had any insight into what prison officers had to put up with until now and when I rang Portlaoise last night to enquire about the officers I was stunned at the reaction.
    The gentleman that answered the phone was actually taken aback that a member of the public had taken the time to show concern about their colleagues.

    I wouldn’t do that job for any money at all.

    The reason Mike is that we are the Forgotten Service.
    People see Gardai, Medical Personel, Fire Fighters and the Military regulary. We on the other hand are for the most part hidden behind high walls and steel gates. We work is what could be described as an alternate world to the normal everyday world the Public inhabit.
    And so usually the only time the Public become aware of our existence is when something happens like the events of yesterday.
    So I think I can safely speak on behalf of all my collegues and say Thank You for you your thoughts and concern.

    Mick, I know a few people through 3rd parties who are Prison Officers, and I would fully support an enquiry into the mismanagement of the whole organisation. You lot do a dangerous job, and it’s only fair that you’re properly equipped to do it.

    There were NO Gardai on the Escort. Therefore there was NO waste of Garda time and resources as this Escort had NOTHING to do with the Gardai. His “Armed Escort” status was downgraded by the Irish Prison Service not the Gardai.

    Ian. This was his third or fourth visit to this clinic. He would have been aware that he would have had follow up appointments but not have know exactly when. So when he was being processed for the Escort every other Prisoner on his landing if not the Wing would have known he was going out that day for his treatment. As Prisoners are permitted up to two phone calls per day it would have been a simple thing for someone to make a call and because of the travel time between Portlaois prison and Tallaght Hospital it would have given his associates ample time to prepare the ground for his escape.

    I was just closing my car boot this morning when this very guy jogged up to me looking to borrow some kit to get his car started.

    As someone that practises martial arts that involve knife defences. Their is one thing your always taught, the knife nearly always wins. Also seen as Irish prison service staff receive absolutley no relevant training as regards self defence your argument is completely invalid
