This nursing home has been reprimanded yet again after a FIFTH inspection

Mullinahinch House nursing home had failed to rectify old problems and had accumulated a host of new ones, according to inspectors.

A HEALTH AUTHORITY report on a Co. Monaghan nursing home has identified serious issues with the standards of care and abilities and training of staff in general.

The Health Information and Quality Authority (HIQA) inspection, which took place unannounced in late December 2014, was the fifth such inspection carried out at Mullinahinch House private nursing home, just outside Monaghan Town.

The report ruled that the nursing home had failed to comply adequately with rulings from a previous inspection carried out in July 2013.

Staff training in fire safety and fire drills, resident restraint management and care planning, and staffing levels/skill mix and staff supervision were all deemed not fit for purpose at that time.

The December inspection found that these problems had not been rectified long after the initial deadline for action.

It further found there was evidence of major negative outcomes for residents especially at night.

The facility’s high-dependency room was not adequately staffed to meet the needs of residents requiring 24-hour high-support nursing care.

The two HIQA inspectors also found failings in relation to standards for the prevention and control of infections.

Mullinahinch House has responded to the findings and said it will review staffing levels and skill sets, and that its high-dependency unit had been recategorised to a four-bed unit.

It said that fire safety training for all staff was now fully compliant with regulations.

The nursing home said a new policy would be developed in relation to procedures for the prevention of the spread of healthcare associated infections, and appropriate training would be provided to all staff.

The latest debacle regarding the standards of care in Irish nursing homes follows hot on the heels of the Áras Attracta scandal in Swinford, Co. Mayo.

The nursing home had been the centre of an RTÉ Prime Time special last December, with shocking incidents of staff abuse of the elderly residents exposed.

    Let’s remember who’s collecting our rubbish now following privatization. The Buckley brothers (an investment banker and an accountant) who own Greyhound are ruthless employers cutting their workers’ pay by 35% in 2014, locked out the workers who resisted and used scab labour in an effort to break the strike.

    In addition the Buckleys are tax dodging parasites who have gone to great lengths to avoid making any contribution to the society which they prey on having transferred their shares to limited liability companies in the Isle of Man. This is the same firm who were forced to make a €1.3 million settlement with Iarnroid Eireann for overcharging on a previous contract.

    Spare us the risible revisionist guff please. The Socialist Party fought the introduction of bin charges as they knew it was the first step in the privatization of the service and the loss of good council jobs, exactly as occurred. In fact, 2 SP members Joe Higgins and Clare Daly spent a month in jail as part of the battle to prevent the introduction of the charge.

    It will be a cold day in hell before any of the pampered elite spend a minute in jail on a principled stand.
    We now have tax dodging corporate parasites like Greyhound operating the waste disposal service and maximizing their profits by exploiting their workforce and their customers.

    But that’s the neo liberal model that we’re encouraged to worship by our entire political establishment of FF,FG and Labour.

    And they tried exactly the same strategy with the water charges (banker tax) but have had their asses handed to them on a plate. Sweet.

    Privatisation is not the problem. My service is efficient and strike free, unlike in parts of the world where public servants (an oxymoron if ever there was on) provide the ‘service’

    The cartel pushes up the prices, resulting in black bags in the country roads. The black bags on the country road are then used as justification for bringing in a law that requires mandatory rubbish collection by one of the companies in the cartel. The cartel then further pushes up the price and lobbies for legislation to prevent new rubbish collection companies from starting up.

    Boyd Barrett has promised to encourage people to “march” on the dail. May I suggest that everyone that takes part in the march bring a black bag with refuse (make sure no identification of the owner is inside) and deposit it at the gates of Leinster house. An address label for the attention of Enda would be a must.

    I’m paying 150 pound a month here in council tax. Includes bins and services like the cops fire brigade and council. Pain in the whole but I think it’s a better way of paying for things like the police etc.

    Our property tax goes to pay off the bankers debt. It provides no service whatsoever to your property or your local area. It is played to the revenue service not to your local council.

    we also pay 100 a year to get the grass cut on our greens and huge griselinia hedges need to be trimmed as they grow into road and cars passing..and the LPT over 320 euros for a small bungalow in the burbs is forcebly taken from our salary and any tax back ie med 1 forms,are grabbedd. The estate is in charge by the council but we still do all cleaning cutting ourselves etc.. when is this farce going to be fixed…this charge bin thing is more money being gouged outta us schmucks..

    Jason, I’ll explain it better.

    While Dublin was getting free bin collections from their local council, the rest of the country had no form of bin collection at all.

    Neither from a public service, nor private companies.

    It was only during the mid ’90′s that private companies started to supply a service to these areas. A service that was never previously available.

    This country’s government is a joke. The country nearly came to standstill with Water charges of 80 euro yet this companies can give 2 weeks notice when gouging us. My yearly bill will go from 160 to 270 and nothing can be done about it.

    I pay by weight already. So I know the last bin that was taken was 69.5 kg and it cost me £17.70, Including a 50 Euro once a year charge. My provider is going to charge me 2 Euro a lift and 35cent a kg. So that means I will now pay €26.32 per lift. That’s around 60% of a rise per lift.

    Mark we have the small black bin and last lift was 38k. The journal article and price breakdown is based on large black bin with 40 kilo weight. Thats misleading as you will fit a lot more in it as you stated by your bin history. Home store and more are selling burners at half price this month. Nicely timed !

    Stop buying stuff that has unnecessary packaging, take all ads out of news papers and magazines and remove surplus packaging and leave it at the till in the shop or supermarket, put a note on your door that says “No unsolicited mail . (Politicians in particle argue that the waste of paper and ink they push through your letterbox is not junk but it is certainly unsolicited). This will ensure you don’t pay by weight for stuff you don’t actually want.

    I think most people feel that they are going to be ripped off by the new charges. I’m with Panda and used to pay €110 yearly and then €10 for my black bin which didn’t go out very often. Now, my yearly charge has been reduced to €86 but my black bin is 27.7 cent per kilo on top of a €3.20 lifting charge and my brown bin is 16 cent per kilo with a €2.56 lifting charge. The weight from nappies is going to wipe out any savings in the yearly charge and brown bin waste is probably the heaviest for most people, so I can’t see how people will save money.

    Nappies take the bulk of our bin weight. I know of a nappy recycling plant in West Brom, in Birmingham, so nappies CAN be recycled in the right facilities.

    The companies just want our money.

    Yes I do and this is with Panda in Dublin 15. I don’t know if that’s their charges everywhere but I think it’s absolutely disgraceful. I’ve already emailed Varadkar about it (no response obviously) but I wanted to voice my concern and that of my elderly parents and in laws.

    I always felt I was playing my part with seperating everything, and they still want to rip people off. Feck them now, the fire will be getting everything. I’d rather give the extra few bob to getting my chimney cleaned an extra time each year, than to these companies ripping people off.

    I was told by Greyhound that Going by the weights for last year I would be paying €750!! Household of 5. I asked how could they say that only 5% of households would be paying extra, they told me that they never said that, the government did, that they knew that wouldn’t be the case.

    Anyone know what actually happened to all the council bin men anyway? Were they made redundant, redeployed…? This cartel and extortionate price hikes will see large amounts of dumping taking place now in the suburbs, ironically putting pressure on council services and having the opposite effect to the intended forced recycling objective. Like the insurance industry, banking, utilities – there is only ever one winner and that isn’t the customer.

    Funnily, the council still empty all the street bins and are responsible for cleaning up illegally dumped rubbish. That problem is only going to get worse now but the companies causing it will make massive increased profits and the councils won’t be making a penny from the collections.

    That is exactly what happens in my area Andrea.
    I pay to have my rubbish collected while the people who choose to take it to the local park around the corner and dump it there get theirs taken away for free.

    Now it looks like my charges will more than double.

    Makes me wonder why I bother.

    Who has a scales in the house to weigh the bin before it goes out. We are depending on the company to be honest. Then the first 2 kilo charged will be the cost of an empty bin. I’ve received no information from the company to say what are their charges. I’ve contacted them & was told it will be sent out in a few days. Am hearing that from them since early May. Where I live I have a choice of 2 companies Thornton’s or Greenstar.

    I’m going yo weigh my bags before I put them in the bin and keep a little diary of the weights. Tot them all up when I put it out for collection so I’ll know if they don’t deduct the Wright of the actual bin or if they so much as add an ounce.

    My bins are in my back garden and I only put them out in the morning. I’m there all day and can see them through my window. I doubt my neighbours would do that anyway, most of them are pensioners.

    The privatisation of domestic waste services has been a complete fiasco from the start.
    Instead of one local authority service, city streets are cluttered with various waste containers, & invaded by numerous compacter trucks, in total disregard of all environmental measures.
    If privatisation was necessary??, then it should be based on area franchises, awarded on public tenders, to single companies.
    Then non compliant, & presumably waste dumpers, could be identified & dealt with.
    This would address the widespread dumping ,reduce the continuing cost to local authorities of clearing it, & enable better economies of scale to the operating firms.
    Personally, I will eliminate the brown bin by doing my own composting,feeding food waste to wildlife(maybe in Kildare st.), & reduce my black bin by incineration. As for the green bin, which offers recyclable recoveries to the firms, I will leave packaging at point of purchase, go online for newspapers, etc, etc.
    In other words, play them at their own game, & f/u their rip off scheme.

    I’m with panda in Louth. I currently pay 26 euro monthly. With the new bin charges. I will pay 118 service charge. 3.50 per lift black bin Not sure how much brown bin is. So basically before I even put out any rubbish I’m already at the current cost. It will double . This government better act and and sort this out

    Something needs to be done to tackle the amount of rubbish left around the place after bin collections. I started work recently in north inner city and the amount of rubbish left around is appalling. Burst bags, liquid running all over the footpaths it’s disqusting. Need to adapt a large central bin site for each street and do away with plastic bags!

    It’s not just the capital! Barna waste changed their service charge from €20 a quarter to €8.50 a month & increase the recycling bin charge by 50% last year. Still haven’t seen anything from them in terms of the new system for charging from 1st July. They have a monopoly where I live, so I guess we don’t have a choice. Our black bin can cost anything from €12 – €16 per lift.

    There’s a protest organised for July about the rising cost of insurance. I’m definitely going! My brother’s friend had his insurance rise from €1400 last year to €3200 this year, no claims or accidents. He had to give up his car, he used to drive almost 2 hours back and forth to work each day and now he has to get buses and the odd lift sometimes. It’s disgraceful.

    With Greenstar in Cork. Paying 21euro p/m now. New charge is 19.50 monthly, then 18c for waste, 14c compost. No charge glass or recycling. Done the maths and I’m looking at min 50% increase based on my average weights per month(about 60kg waste) My recycling bin is full every fortnight, only way I could maybe reduce waste is by composting a bit more, but with such a small difference between waste and compost cost, its not worth it, especially since you’d have to buy those compost bags which aren’t cheap. Government said that “90% of households would see a reduction in costs”, looks like 90% will see a substantial increase.

    In Cork when the council sold off their waste collection service….they got €6.2 million for the whole lot, that was for all the equipment, all the trucks, including every wheelie bin. But they couldn’t get rid of the biggest overhead….the staff.
    Those staff had to be redeployed to other areas…..that already had staff.
    So….what was achieved?…….a source of income for the council was lost and the cost of the staff they had to keep lost a way to help subsidise them….all for the short term bonus of €6.2 million which was spent in the first year.

    How come the charges are always burdened to the peasants. Why are we always stuffed when it comes to paying for the charges when it is mostly company’s who come up with fancy packaging to get us to buy THEIR products. Unfortunately we have all been conditioned to believe that it’s all our fault and we must be punished for being such bold and wasteful boys and girls. No wonder we always have teachers in charge. We will be getting the cane next and you know what we all deserve it. Sitting on our fingers for 5 years and saying “I can’t wait for the next election” well guess what, we just had an election and what changed, Nothing absolutely nothing. Honestly if you think elections are the way to change anything you deserve what you get.

    I do not have rubbish service where I live so I have to bring to the local recycling centre. But, if I did have service I would be putting a lock on all of my bins to keep others from dumping into my bins. Pay by weight looks like a good idea from one perspective but then….definite disadvantages!!

    I know that’s my next question. We can’t all sit around on collection day waiting for the binman to come. Maybe a magnetic lock with a QR code that the binman can scan and unlock the bin? I know that it will be too tempting for people to put their rubbish in someone else’s bin.

    You can purchase a “Gravity Lock” for your Wheelie Bins. Do a Google search. Basically only you can open the bin with the key, and the bin automatically opens when tipped upside down into the back of the refuse truck. These are going to become necessary as people start dumping their rubbish in neighbours bins left out overnight (Mine are collected at 6,30am – there’s no way I’m getting up that early to put the bins out)

    The bin companies know that they have to operate at a minimum financial gain level – if only to meet a daily level for covering operation costs – as well as adding on any profit. They know the public is going to try lower their bin weight. They therefore are obviously going to find ways to up and keep constant a minimum level of operation financial gain.

    Kenny and co either have to understand this or they are completely thick.
    * If they are thick – they don’t deserve to be in office!
    * If they know this – but still lie about prices – they don’t deserve to be in office!

    I just spent half an hour on the phone to Greenstar. Their letter quite clearly says that the green bin is free. But how they equate this with a more than doubling of the service charge to 156 per year regardless of whether or not I put our a single bin all year is beyond me. It’s misleading in the extreme, also the price per kilo has gone up from .28 to .33. So now I can’t regulate my black bin at all. If I put zero bins out I still pay? How is that to promote recycling. Also as a mother of a child in nappies where else am I meant to dispose of the nappies. The council don’t provide a recycling bin for it. I lived in the UK and the local council provided a bin for the block for everyone to use for nappies. I feel I’m being strong armed into paying for a service for which I have no other option.

    You pay a service charge as the bin company commits to calling to your house every week to collect the appropriate. Just because you don’t put the bin out doesn’t mean they don’t incur a cost. As regard the nappies etc, yes the UK is better but they have an economy of scale with a population that is about 12 times our population. Why is this concept so challenging for people? More people means more tax which is more money and as such better services

    Nick. Take a look at the letter if you can. It clearly says that the green bin is free. That’s what it says and it’s actually underlined to highlight that fact. I live in an estate so they round be there anyway so saying that they have to come to my house incurs a cost is really not my problem. The letter says it’s free. Simple. It’s not free. I also live in a built up area of Dublin so the economies of scale is a rubbish argument. I can no longer regulate the amount of times I put out my black bin as I’ll be hit with a charge regardless of how many times I put it out. Where’s the logic in that. The letter is disingenuous in the extreme and anyway the government has now admitted that it’s not the way it was intended so feel free to contact fianna Gail with your counter argument.

    Saying they will be driving past your house anyway is a bit silly now. If everyone had that attitude the system wouldn’t work. Wages have to be paid, trucks purchased and maintained, rubbish recycled etc. To avail of the service everyone needs to be pay service charge and in return you get your bins collected each week if you want to. Each week you pay a usage charge and the people that put out the most rubbish pay the most and people are incentivised more to recycle. What sort of system would you suggest is fairer than that?

    Sorry but I don’t agree with you at all. For example say aviva have an ad up saying they have free insurance for your car and on foot of that you ring up to find out that it’s not free but a charge applies. That’s misleading. And anyway they’re loaded and registered in the Isle of Mann so as to avoid paying taxes. I’ve no sympathy for them and they’re treating people like they’re stupid. The government heralded that the new charges would benefit 87% of people. It’s not true. Please research the facts before you side with a tax dodger that withholds vital funds for our schools and hospitals.

    I suggest an open and transparent service for a vital part of our existence. I.e. the proper and safe disposal of our waste. This is nothing more than a money racket like they had in new York in the seventies. It’s indefensible. It’s a further taking of the pay of the ordinary people for a private business. We have no choice but to dispose of our waste and they’re taking advantage of that.

    Greyhound have notified us that they will charge 3.25 per week, and then 35c per kg black bin and 23c per kg brown bin. Our annual charge was 59.95. It’s a huge increase with no visible justification. Our choice is Greyhound, Thortons or Citybin

    Got letter off Thornton’s. They’re partially refunding last year’s service charges into the account like that will make a difference. I don’t understand how they can justify a €2 weekly service charge even if you don’t put the bins out. The green bin is the only one I put out every time it’s due and this charge will put a stop to that.

    I already compost everything I can and recycle as much as possible and yet I’m still going to see a substantial increase in my costs……it’s simply bad economics and is going to increased fly tipping, people.stori g rubbish leading to vermin infestations. I actually agree with pay by weight – why wouldnt I, even as a family of 4 we actually generate very little waste when compared to a family of the same size next door to us. Coupled with the fact that I have no choice in company that I use – a semi state owned company by the by – so I’m a victim of a state sponsored cartel! Can’t wait for a TD to call around my estate but as no election is due that’s highly unlikely seeing as how I didn’t see a single one during the election. Banana republic

    Here in Donegal, we’ve been paying €429 per year for at least the past 10 years.

    €11 per fortnight for general waste.
    €5.50 per fortnight for recycling.

    I was surprise to hear that Dublin was getting recycling for free for all these years.
    But then again, we paid for our general waste for years before Dublin too and when the bin protests were going on, the rest of the country looked on in amazement at the entitlement attitude of our city dwellers.

    What an idiot, the dubs are paying more hey, now I’m glad they’re gonna pay more hey, I’ll glady pay over €400 now hey knowing that dem dubs are paying more too hey. Seriously your bins should be reduced to the same cost as everyone else and you should be able to shop around for a cheaper price instead of paying more and being glad cos someone else will pay more. Hey.

    Fran, outside of Dublin and some of the other cities, there has never been any form of free bin collection.
    This is service that was only ever supplied by some councils.

    The rest of the country paid for any service that has been provided. A service that up until relatively recently was non existent.

    When there was no service whatsoever and a private company is set up to provide that service, people are more likely to appreciate that service.

    When you get it for free, and then are told you must pay and you protest at this, the rest of the country can only look on in bemusement. As we did.

    Dublin City Council should get an award for the laziest group of people in the world. They sold off the council houses as they did not want to repair or maintain them, now we are left housing people in hotels. Nobody lost their job as a result. They want to sub contract everything and do as little or no work as possible. Will any of them be fired or let go? Never.

    Greenstar is charging the following- €19.20 monthly service charge, then 18 cent for residual waste, 14 cent for organic

    everyone should cancel bins on the 1st July, roll on people power

    Higgins waste in Tralee have exploited customers since the council gave them exclusive rights to waste collection by introducing a monthly standing charge of 12 Euro before any bin is collected. A local man tried to set up his own collection and Higgins complained to the council. A council representative met him on the pretense of becoming a customer and then told him he was effecting Higgins business and if he didn’t stop he would be prosecuted. It’s an absolute joke.

    EU says 11c a kg minimum we are being charged 35c a kg and 2e a week service charge by thortons how can they justify this people of Ireland have to stand up about these cartels they think they have us over a barrel bad enough with all the other charges all the increase especially motor insurance aswell the icing on the cake

    It will more than treble for me. I never had a contract with any bin company as I used the option of their refuse bags. I would put out 12 to 16 per year. Have a composter going for year and so much stuff goes into that. Majority of other stuff I recycle. Now the plastic refuse bags will not be an option, I will be forced into getting a black bin which would take me couple of months to fill at least. So for charges of about €50 per annum at the moment, I will have a service charge of €2 per week plus the weight of the bin. Average weight of the bag I put out was 20kg. so from €50 p.a. my new charges will be increasing to about €214.

    @the journal it’s not just Thorntons and Greyhound doing this, for City Bin Previously I paid a yearly charge of 183euro for all 3 bins, then recently they said I needed to pay an additional 27euro as I had gone over the fair weight limit (42kg a month and I’ve no way to verify whether I did or not), now they sent me the following email (you can add to you article):

    service charge = 2.49 a week, 35cent black bin, 25 cent brown bin, free green bin OR
    service charge =2.25 a week, 39cent a kilo black bin, 32 cent black bin, free green bin.

    Effectively this brings my bill to over 300euro (1/3 of an increase) if I throw out 40kg a month. Not really sure how this increase can be justified, I’ve also noticed that for new customers the price is slightly lower then for existing customers .

    I had thought the same but it was diverted to my spam folder. The above prices are correct. Over the last 5 years I have put my black bin out 12 times so the weekly charge is outrageous for people like me.

    How about this for a radical idea, you could set up a system for managing for the entire country and call it the government, then you could set up local authorities for each county and to give it a local identity you could call them county councils. Then you could create a system of managing public services and infustructure. This could look after things such as road and street maintenance, water and sewage, street cleaning waste collection and disposal, social housing and all that sort of thing. Of course, you are wondering how is this all going to be paid for right? Well seeing as how this is for everyone’s benefit you could introduce a system by which everyone contributes to this, a deduction could by made from everyone’s income and a charge could be introduce on every financial transaction, you could call this general taxation that has a nice ring to it. You could also introduce a vast amount of other charges and licensing where everyone would have to pay the government for the right to do things that they already do! You could continue to invent new ones and fabricate some kind of plausible justification, something about improvement, administration and management costs. Then finally if you are totally without principles or scruples, you could keep charging for all of this, and then suspend and privatise large areas of these services, with some complete crap about giving people choice, allowing private enterprise and competion in the sector!

    So Enda says if there is evidence of a cartel! Really? IF there is evidence. Well let’s see if we can’t find evidence right now. The new charging system comes in and they all hike prices, hmmmmm. No drop in prices, no one company undercutting the other hmmm. If you shop around you find that they will all charge you basically the same amount per year no matter what way you choose to have your bin collected and the charges are always the same from area to area, hmmm. No lads lay off the bin companies, definitely no evidence of price fixing. The market is healthy and competitive.

    They protested because they knew it was going to be rivatised, and price hikes would follow.

    Same thing with Irish Water – it will be privatised once it’s set up, and then we can look forward to yearly increases.

    According to my usage of bin collection services for the last 12 months, the new charges would mean a 40% increase in cost, and that’s recycling whatever I can.
    Well, Mr Coveney and his Cartel robbing buddies can whistle dixie if they think ill pay one cent more.
    Instead I’ll dump my rubbish outside Leinster House. Rubbish with rubbish, I’m sure it will blend in well.

    I just phoned Panda for info on my charges.
    Last year I paid €356 for 33 lifts 2 ton in weight aprox.
    If I have the same weight for next year it will cost me €651.
    Mental I know where all my rubbish wilm be going to my nearest Td’s doorstep

    What do you mean “if”?

    When the council started charging it was less than €4 for a bin lift. Now if you include the service charge it’s €18.
    Now the politicians are surprised that Joe public was correct in predicting that costs would multiply considerably.
