THE HEALTH SERVICE Executive has handed a number of proposals to the Department of Health and Children in order to save hundreds of millions of euro.
The proposals include placing a cap on the issuing of new medical cards between now and the end of the year, which would save €18 million euro and affect 42 thousand people.

The measures referred to are a range of suggested policy proposals put forward for consideration by the Department of Health and Children in the context of current financial pressures facing the health services.
It is important to note that these are merely proposals.
It said that in keeping with the current legislation, there will be no cap placed on the issuing of medical cards for the remainder of 2011.

However, it is likely that the current funding will fail to meet the planned output for many services for the remainder of this year.
Speaking on RTE’s Morning Ireland programme this morning, journalist Gordon Deegan said he had seen a document that contained the proposals.
As the HSE needs to make around €300 million euro in savings he said the document also proposed reducing home help hours, and reducing personal assistant hours.
If a cap is put on issuing medical cards, the document states there could be policy and legal implications.
The HSE has set up a committee to deal with contingency plans for if it runs out of funds by the end of this year.
While it could not comment on the proposals, the Irish Medical Organisation said that in its 2010 pre-Budget submission, it stated the HSE should double the carer’s allowance and increase the provision of respite services.
It also said that IMO doctors believe that savings in the region of €300 million on the State’s drug bill can be made through a coherent generic medicines policy.

Same should apply in the cinema. People continually checking their phones. If you can’t go into a cinema for a couple of hours without constantly checking your phone you have no hope.

I can never understand why people go to gigs and spend it pointing their phone at the stage for the whole show
It’s the same at football matches these days too. I remember at one point during the Sweden versus Italy game, Sweden won a corner and all you could see was thousands of Swedes taking their phones out to film it. Ridiculous.
Still not as bad as Christy Moore asking people not to sing along during concerts.

Never understood why people use their phones to record a song or sometimes the entire gig. What is the point. Just watch it online from the comfort of your couch. Live in it. Enjoy the atmosphere.

I was at Vicker St last week and two @r$€h0les sitting in front of me had there big widescreen phones up from the moment the gig started. I didn’t pay €50 for some douche nozzle to ruin my much anticipated evening. They should be banned from all indoor gigs and phone blockers installed in venues.
Concerts ha ha. Seen people using their phones to take video of funerals. Some people can’t help themselves
If they are real fans they will adhere to this. Remember seeing Prince in London and anyone with a camera or phone got a light shone in their face by security and a telling off by real fans …Oh what about the needy types and zlisters who have to Facebook and Instagram every moment ?
I was at a King creosote gig in cork last year and not one phone was taken out for the performance. It was much nicer than sea of screens you normally have to look through. At the Pixies gig last year a woman in front of us was recording it with an IPAD!!! And she had the gall to give out to some girls in front of her for waving their arms and blocking her view.
I won’t be going to see this burn out.

The other half told me this happened at the Alanis Morissette gig in Dublin some 15 years ago, but it wasn’t phones then, it was cameras. Everyone had to leave their camera outside in a cloakroom set up.

Was at the Muse gig earlier this year and it was the opposite. The band invited the crowd to photograph and video as much as they wanted just not to use the flash.
And it was savage!

Was at the eagles concert last year. Same thing. Heavily enforced. I agree with the motives behind it but you can take it too far….
My wife was texting home to see of the kids were ok, 45 minutes before they came on stage and she was asked to put it away.
Bryan Adams got everyone to take theor phones out during his concert. Looked cool.

In my opinion if I paid 50 or 60 euro to see anyone I’d like to be able to use my phone as I see fit! Within the law that is. No piracy of course.
