No Taoiseach, no government: Enda resigns but will stay as a caretaker

TDs have failed to elect a Taoiseach for the 32nd Dáil.

ENDA KENNY HAS has resigned as Taoiseach after the Dáil failed to re-elect him or anyone else as Taoiseach this afternoon.

Despite the resignation, Kenny will continue as an acting Taoiseach until such time as he is re-elected or a successor is found.

The Fine Gael leader failed to win the confidence of TDs in a vote this afternoon after he was proposed for re-election by Fine Gael’s new TD Noel Rock.

This evening, the Taoiseach’s office confirmed that Kenny conveyed his resignation to President Michael D Higgins.

Efforts to elect Micheál Martin, Gerry Adams and Richard Boyd-Barrett to head the next government were also defeated.

The proposal to re-elect Kenny was defeated by 94 votes to 57, with seven Labour TDs joining Fine Gael deputies in supporting Kenny. Six TDs abstained.

A proposal to make Fianna Fáil’s Micheál Martin the next Taoiseach was also defeated by 108 votes to 43, with abstentions from independent TDs Denis Naughten, Mattie McGrath, Noel Grealish, Michael Collins and Michael Harty.

The vote to elect Sinn Féin’s Gerry Adams as Taoiseach was defeated by 116 to 24 with 16 abstentions, while a proposal to make AAA-PBP’s Richard Boyd Barrett was also defeated by 111 votes to 9.

With none of the four nominees elected Taoiseach, no government can be formed and Kenny will now tender his resignation to President Michael D Higgins later.

Speaking in the Dáil following the four votes, Kenny confirmed he will resign as Taoiseach in accordance with his constitutional obligation.

He remains on as caretaker Taoiseach, heading a caretaker government, until a new government is formed. Kenny confirmed he will continue to fulfil his obligations as Taoiseach, including travelling the United States for St Patrick’s Day next week.

Kenny said he is committed to working so that “the people get the government they need and deserve and that they have given their verdict upon”.

“It seems to me, from many of the contributions, as if a substantial number of people do not want to serve in government,” he said, adding:

Those of us who accept the responsibilities of the mandate given have a duty to face up to those responsibilities and deal with them in the best way.

The process of forming a government is expected to take a number of weeks but may not yield a government at the end of it.

‘Do not let the Irish people down’

Prior to the votes, a lengthy Dáil debate heard several speakers urging Fine Gael and Fianna Fáil to go into government together.

Among them was Labour leader and outgoing Tánaiste Joan Burton who urged Fianna Fáil and its leader Micheál Martin to do what her party did five years ago and put the national interest before party.

“Even though Fianna Fáil presided over and created the crash, I believe there is an onus on that party to step up to the plate and seek to remedy their wrongs,” she said.

In 2011, the Labour Party didn’t stand idly by in our own best interests. We stood by the Republic. Fianna Fail should do likewise now.

She said that Labour, with its seven TDs, will provide “principled responsible opposition”.

Her colleague Brendan Howlin called for parties in a position to form a government to do so.

Green Party leader Eamon Ryan told the Dáil how his two grandparents hated each other’s politics ”but they got into bed together for 50 odd years and it seemed to work”.


Sinn Féin’s Pearse Doherty said that Enda Kenny “betrayed” the mandate he received at the last election.

The Donegal TD was heavily critical of the discussion around Dáil reform in recent days, saying this was not an issue raised on the doorsteps during the election

The Independent Alliance leader Shane Ross said that the grouping would not support any nominee for Taoiseach but will “enthusiastically” support those who embrace the alliance’s charter for change.

“You cannot simply unite to block radical reform in this country,” he said.

Newly-elected independent Danny Healy-Rae said the two largest parties had to form a government and “give over the posturing because time is slipping by”.

The people voted, the people have spoken and it’s up to the parties to throw away the past, the future is what we want for today.

    Economic growth rate of 8%, is that some sort of lube we should use as they continue to rape us? Paying off other peoples debts? That the next generation will still be paying off.     Why are other EU countries not growing at same rate if EU policy is so great?
    What had Europe to do with our Tourism growth. Michael O’leary credits the gov for scrapping travel tax.
    What had Europe to do with opening up new markets for exports such as Irish beef?
    What had Europe to do with defending our corporate tax (first introduced by Lab) that was up 3 billion in rev in 2015? Europe if they could would drive Google, Facebook and Apple out. Seems people want to blame FG and LB for anything bad and give credit to Troika for anything good.

    1} we already pay for water , it is legislated for
    2} ye may be beyond the pale and paying for your water, separately, but if you have a usable road on your route home, if you have traffic lights , if you have libraries ,and schools available to you, if you have a Garda or hospital service available to you, chances are this is subsidised by those bloody city dwellers that live and work and pay taxes within the pale

    Its swings and roundabouts ok?

    People do actually understand that to treat water costs money, that is not what people are objecting to

    Bank bailout preceded the Coalition gov. Other European countries had bailouts too (Spain, Greece, Portugal). The Irish growth and reduced unemployment numbers are in complete contrast to these other EU areas. So my question remains: if we are crediting EU policy, why aren’t the rest seeing similar results under this marvelous EU fiscal policy.

    I`m sincerely hoping that Enda going to Michael D and tendering his resignation is live on RTE this afternoon, live on RTE news @ 6 and @ 9, also is shown on TV3 later tonight.
    Will be spectacular seeing his final fall from grace,after he snatched defeat from the jaws of victory,
    you should have gone to the people in November when you had the chance ya big eejit.
    Matter of time until Varadkar or Coveney gives him the old heave ho,
    He is nothing more than a walking political corpse at this stage, and I for one am delighted.

    I can guarantee you that if FG manage to strike a deal making them the leading party in a coalition, then Kenny will 100% be Taoiseach.
    If FG loses out to Fianna Fáil, then there’s a chance he’ll go.
    But If you agree that there’s a chance for a FG Taoiseach, then it will definitely be Kenny for the next government at least.

    Open a newspaper, maybe read a book.
    The leader of a political party who won the most seats in an election, even if they lost a large amount too, and in contention to form a government will never get the boot immediately after said election.
    This isn’t me being a FG fan boy, if you disagree you actually don’t understand the general basics of politics.

    Your confusing what’s theoretically meant to happen with real world politics, all expectations in politics depend on context, if he’d come back going from 40 to 45 still biggest party but didn’t do great he might b ok but loosing as many as he did he hasn’t a hope. Ignore the protestations of loyalty, bigger the smile the sharper the knife that’s real politics not the one you read about in CSPE or a political science class.     Okay. so Ignoring your sad little attempt at a putdown.

    These are negotiations going on with real people. Theoretically what you’re suggesting could happen but it won’t.

    There is no way FG can form a coalation government as the leading party with Enda as the leader.

    Those going into coalition with him would NEVER be re-elected! And considering how likely it is that whatever government is formed is unlikely to have any real longevity they’d be fools to consider it. Enda will be replaced, it’s only a matter of time.

    Tricia, read my comments again.
    I’m not debating about the likelihood of a Fine Gael government.
    I’m debating the likelihood of Kenny being Taoiseach. Putting your party loyalties aside, Fine Gael have 50 seats and therefore the best chance at forming a government.
    If they form a government, Kenny will be at the head of it.
    Agree or disagree? (Forget about whether they form government or not, my argument is that as long as they can, Kenny will remain).

    You cannot honestly believe Kenny has any chance of leading FG into a coalition government.

    His party members know that the only way they have a chance of forming a government is by replacing him as leader.

    He will be gone, and sooner rather than later.

    No, that won’t happen.

    So Enda is off to the USA for the St Paddy’s Day jollies – what about the important EU leader’s meeting next 17/18 March in Brussels where they are discussing/voting on key issues including allowing 80 million Turks access to the EU Schengen and paying a 6 billion euro bribe to Turkey (we will be paying part of this). This guy is beyond a joke. I sincerely hope that Ireland has someone of substance present at this meeting to represent/protect Irish interests in all this.

    Introduce a salary cap to this shower. If they all earned €50k instead of €80k which seems like a reasonable wage above the national average, over the term of a government the country would save over €30m euro. It’s about time they were brought down a peg or two and made to feel the austerity that the people they claim to represent are feeling.

    Neither Kenny or Martin have a mandate from the people to form a government as both promised they would not do so prior to the election.     @ 65 Euro a bill the water charge may seem insignificant. Have you looked at your bill for what they call the true charge? That is the amount you could be paying and more when inflation is taken into account. We cannot do without water. We need to wash, cook, clean. The charge can be raised so that the USC pales into insignificance. Wake up smell the roses, before the water that sustains them becomes too expensive to keep them alive. We need as a people and as a nation to rid ourselves of the Fine Gael Quango. I cannot define rich, I have never been even close to it. Come to think of it I have never had a 500 euro note in my hand nor have I seen one in my life. Rich is someone who has something left over after all the expenses are paid from payday to payday. I haven’t known that experience in a lot of years.

    They struggled hard today and had to bite their lips but the FG boys and girls will be unable the keep a tap on their Arrogance and believe that their superior intellect will regain the upper hand.     Considering that our country is investing so much in commemorating 1916 and selling the event worldwide, surely it would be the greatest valediction to our past if FF and FG were to down swords and say- WE ARE CONCERNED FOR THE WELFARE OF THE POPULACE OF OUR COUNTRY. We are bigger than the past…We are overseeing the creation of a Museum of Tenements in Dublin while we walk by and see human beings bedding down early in the evening all through our city to ensure a relatively safe/dry spot? It hits a very jarring chord.

    Not gonna be popular this, but I’d take him and his govt over FIanna Fail any day. I’d take another 5 years of the last administration over any of the potential alternatives that are emerging, and I didn’t vote for any FG.

    WTF is Burton talking about “responsible opposition”?
    In a FF/FG coalition SF would be the official opposition surely?
    Labour and more so Burton are an irrelevance only scraping enough seats to have speaking rights . She is deluded if she thinks the country takes her or her rump of a party seriously
    The nation has spoken and although there is no clear winner I repeat a rainbow coalition based on cabinet portfolios linked pro rata to Sears gained should be the order of the day . It’s logical and its novel and probably anathema to the big two but NTL the country needs policies that are fit for the future not the civil war and which will address the dreadful effects of austerity especially immigration. If nothing radical happens and we return to the old style of government then nothing will change. Greece was a case in point and is still a long way from being anything like normal

    For me none of those nominated are worthy of the job – Kenny ‘ s no charisma, Martin’s made a mess already and the others couldn’t lead a hike! So why not take ‘seconds’ from FG and FF – for instance – Varadker/McGrath or such like Failing that- what about Joe Schmidt – he can certainly lead -or Brian Cody?

    Imagine our economic growth rate here in ROI over the life time of our last Government was/is close to 8%.The rest of Europe with GB as an exception are struggling to achieve a growth rate of 2%. Yet WE THE IRISH PEOPLE in our esteemed wisdom chose not to vote for the Government who achieved this huge growth rate but instead we voted for the party that economically destroyed US as a Nation and a people. We also voted for a party that has a background in all kinds of abuse,terrorism,and dangerous lies.If all that wasn’t off the wall enough we then searched around for any old stray to give a vote to. Result, the Irish cannot cope with success and strive to destroy it at all costs.Is it Jealousy,begrudgery,denial,low self esteem as a nation,love of whinging,or just being comfortable in the doldrums. We punch away above our weight in self flagellation. It’s such a pity….We had a fighting chance to become something if we’d given our last Government another chance to complete our re development as a people and we’ve blown it. WHY WHY WHY.

    Look at the damaged cause by the imbeciles, no government which means our recovery is at risk, no leader now that enda kenny stepped down, I would of nominated Joan or Alan to be our leader, but the people betrayed labour after all the hard work they put in.

    Now talks on scrapping the water charge…Whats next? Income tax? Water charge will never be scrapped, thank god we still have fine gael but Lets face it, without Labour we are screwed. You all might of aswell voted in sinn fein

    The recovery is our top priority and now has been pretty much wrecked, without stable leadership we will start to falter, Paddy needs to be told what to do and what to think, It is highly dangerous if they feel that they can think for themselves.

    But at least many in this country had the sense not to vote when they were going to make the wrong choice, I hope this continues.
