MICHAEL NOONAN BEGAN his sixth budget statement saying the Irish economy is in ‘good shape’ and that his government plans to cut taxes and spend more next year.
The first of this minority government, Budget 2017 – with a larger-than-anticipated package of €1.3 billion – has a stamp of approval from both Fine Gael and Fianna Fáil.

Noonan faced the Dáil first, giving details of how Budget 2017 would impact Ireland’s tax system, leading with a heavy warning about how a hard Brexit could negatively impact Ireland’s finances. He notes there will be €500 million worth of tax cuts.

@Yenreit: It a huge benchmark that rather than getting rid of USC when tax revenue is beyond expectation, they keep it and commit to spending it for the forseeable future on public expendature. It’s essentially saying we could bring down the tax bill for everybody, but instead we are handing it over to the people that vote FF/FG.

So a worker on minimum wage will benefit 20% less than someone who has never worked in their life (€208 vs €260 per annum), this budget discourages work and rewards idleness!
During the last decade, the unemployment rate hovered around 4% for the 8 years before the crash in 2008. This means that 96% of people, a huge majority will work when there is work available. This leaves only 4% unemployed and only a tiny fraction, 0.25% were long term unemployed for over 12 months. 96% employment is considered to be full employment in practical terms for a modern capitalist economy. It doesn’t get any higher. The unemployment crisis is caused very simply by a lack of decent jobs and has very little to do with the “idleness”.

Right up to that point there was nearly full employment 96% ( not much room for the ‘generational unemployed” is there Gary?)…yet suddenly all these people who lost their jobs, livelihoods, were suddenly branded and ‘lazy’ and ‘scroungers’ even as they desperately sought work!..the Dept of ‘social protection’ even allocated extra millions of euros into fraud prevention the fight these ‘lazy scroungers’ who suddently had decided that life without a wage was somehow desirable??

@The Dude: In a nutshell: taxes will remain high for everyone, public servants will all get their pay increases and we’re saving putting aside cash for another bailout or PS pension “crisis”, then we are going to give a tonne of cash to local councils to hand over to developers – got it. @Peter Cavey: Commentators on here seem to concentrate on the minor elements, such as how much extra they will get, completely forgetting this is a budget, which says more than this. What is noticable is that revenue from tax is up €1b – this means that people are generating more, but are handing it over to revenue instead of spending it, how do we know this? because VAT revenue is significantly down. People are not spending as much, so how do we spark the economy? By making people have more opportunity to spend money locally. This is not what is in the second part of the budget. The increased income is being used to hand over to a small section (public services/semi states) and developers. The end game is that we will again increase inome next year, but primarily down to employees working harder, and again this will be handed over to a growing sector until eventually this bursts, and we have massive unemployment (but the 350k in PS will retain their positions and salaries), while retailers, SMEs and tradesmen go out of business, abroad or on the black market. But all the while, the same people who make these decisions will continue to be elected, because they are keeping their voters in this position.
Not the worst budget in the world? It’s the start of a self-centred disaster for the country.
And we have enuff money to support our water n/w without charging the public … so why were the government so forceful in try to rail road us in to privatization …oh yeah so their mates could profiteer off the backs of irish citizens . Era Nua my ar@e

A bonus is usually given to people who have earned it through hard work.

My husbands company has folded. Some company pulled out yesterday and they (all the staff) got the news this morning. Sure it will hit the headlines when word gets out. I got a phone call at lunch to let me know before the media got hold of it.
I’m in bits at the moment. But sure, it is what it is, I can only hope he gets another job soon. But it doesn’t ease the worry or anxiety. Heading into work now so hopefully my mind will forget about it for a few hours… but this has been hanging over our heads for 2 years so at least now we can move on and *HOPEFULLY* he gets his redundancy.

@Lily: Keep your head up Lily – fortunately if it is the company I think it is, they are well trained and have a good reputation and the staff should be in demand, and some of us are working hard to make new positions in this country. Don’t hesitate to look abroad and go for it – it is soul destroying waiting here for the govt to help. I’m currently in discussions trying to bring jobs to Ireland, and it’s horrible trying to defend getting the positions to open here when we are being pummelled with no reward in the private sector, and today doesn’t help.

@Seamus Keogh: It’s the tax reilef you get for being a carer
@Kevin Power: it’s actually the “Home Carer’s” credit – effectively the housewives credit (obviously applies to househusbands as well). If one person in a jointly assessed couple is not working in order to care for the children, the person who is working gets this credit.
It’s not really correct for the Journal to have it listed under “Carers” as that implies people caring for the disabled etc.
Incapacitated tax credit can be paid to parents who do not qualify for carers allowance
@Liam Kennedy. The credit does actually cover caring for an elderly person i.e. Your mother or father or a person with a mental or physical disability who is related to you.
@Alan Deegan: They are two separate things – the carers allowance is giving if you are looking after someone (this is the means tested one), while the home carers credit is an tax credit for those that are not sharing their PAYE, but have someone at home caring for someone else (so you don’t get it for your mother, bu t if they are incapacitated and your partner looks after them, then you receive it).
Carer’s Allowance is for disabled, Carer’s Credit is compensation for loss of PAYE sharing.
Social units ? Didn’t think so, why do you think the private sector is so out of control.

Christmas bonus should only be given to people who have worked for a min of 10 yrs. If you never work then you should get no bonus. I’ve worked 40 yrs & have never gotten a bonus in my life. I’m still working to keep the welfare claimers who have never worked a day in their lives with their christmas bonus, free medical cards, and everything else they can claim for.
Pretty flat budget. Minor USC reduction, preschool places still being funded. Doesnt give me much more money in my pocket but at least they’re not taking any more. Bit annoyed with the Xmas bonus for unemployed……would cap it for those who have lost their jobs recently or are ill. I am working every day and won’t be getting a bonus. This measure also takes incentive away from people returning to work
What happens to first time mortgage holders who bought too late for the interest relief and too soon for the new help that’s been introduced today.

I would like to think it’s the only budget of the year I think it’s about a week earlier than last year but increases are delayed until March for pensioners, USC I presume is January, no change in minimum wage, which to me is awful, no encouragement to work.

You have to hand it to Noonan. He knows how to save money. Everybody knows that old people die of the cold in winter.
Also January and February are often the coldest months. So Noonan will bring in a €5.00 a week in March which many old people have died because of his saving methods. How mean spirited can you get.

@Eric: definely not. I imagine it is going to be ok. The budget a load of horse trading. Look at other tax reductions for yourself like flat rate expenses, carers tax credit if one works while the other stays at home. If you are a diabetic or have Chorons disease or gluten intolerant you can claim yearly tax relief on those foods once certified by doctor. But banks and mortgage interest very little in this budget for anyone.
Not the worst budget they could have done, although when that pointless sugar tax comes in it will seems less so
