The occupation of Apollo House has ended – but what happens next?

THE OCCUPATION OF Apollo House has ended.

Complying with a court order, the remaining residents left the Nama-controlled building in taxis yesterday morning, followed shortly by the activists and volunteers.

One homeless man held out and remained in the building as of Thursday night, but campaigners say they are confident he will leave.

It’s exactly one month to the day that members of the Home Sweet Home campaign – a broad coalition of housing activists, artists and trade union members – took over Apollo House in Dublin and repurposed it as accommodation for the homeless.

In that time, the campaign has garnered huge public support, brought government ministers to the table and has been hugely critical of the situation facing homeless people in Ireland.

On Wednesday, it seemed as though activists were prepared to defy a court order and stay in the building. But in the end they said that, in the interest of the needs and well-being of the homeless residents, it was better to go.

So, the occupation has ended, but as Home Sweet Home insisted yesterday – the campaign has just begun.

But what will happen to all the donations given and money raised? What is the next plan for activists? Can the Home Sweet Home campaign call this a victory?

So what happens to all the monetary, clothes and food donations given to the campaign?

The Home Sweet Home campaign and Apollo House occupation was at the receiving end of Christmas benevolence from the public from the beginning.

This support has continued into the New Year and translated into massive amounts of donations. More than 2,500 people have also come forward to give their time and skills to the cause.

A GoFundMe page for the campaign has collected more than €170,000 to date, and continues to raise money. Organisers have also been inundated with clothes, food and other donations in the month since the occupation began.

In terms of monetary gifts, funds are being transferred into a bank account operated by a member of the Irish Housing Network – one of the key groups involved in the campaign.

Oisín Fagan – one of the prominent activists with the Irish Housing Network – runs the GoFundMe account. Last week, he told reporters that this was because “only individuals can run the GoFundMe page”.

Fagan claimed the Irish Housing Network does not own the money raised, but that the HSH campaign administered “those funds for the running of Apollo House”.

He added that the campaign was fully accountable in terms of finance and kept records of all transactions and what the money was used for. He said accounts would be released in due course.

In a press conference on Monday, trade union official and HSH spokesperson Brendan Ogle said that the occupation “hasn’t been a particularly expensive campaign” and that the group will liaise with the people who donated to decide how the excess money will be spent.

He pledged that the funds would go towards tackling homelessness and that accounts of spending and donations would be published in due course.

Speaking to reporters, Ogle said that the people Home Sweet Home was accountable to were those who had donated to the campaign.

In terms of food, clothes and other donations, Rosi Leonard said earlier this week that excess supplies have been and will be donated to other charities and used by the campaign in its outreach operations.

What’s next for Home Sweet Home?

It’s clear from all the comments made by Home Sweet Home campaigners that leaving Apollo House is far from the end for them.

Ogle said on Monday that the initiative would set up a full-time permanent support centre in Dublin for people seeking accommodation.

He reiterated that statement to reporters outside of Apollo House yesterday morning.

Ogle said that Home Sweet Home would not be registering as a charity or formal organisation and would remain simply a “campaign”.

Its members have already started nightly outreach operations, providing food, supplies and support to people in need.

On top of this, campaigners say they will continue to work closely with former residents of Apollo House and others to ensure that Dublin City Council and the Housing Department meet their demands.

A challenge for campaigners will also be keeping the disparate bodies and elements of Home Sweet Home together in the future for any further action.

Home Sweet Home is an amorphous and changeable coalition of different bodies and personalities. It’s three key elements – the Irish Housing Network, the trade unions, and the artists – are completely distinct and are themselves made up of different groups and bodies.

For example the Irish Housing Network itself is made up of a series of different community housing organisations, while the artists are all autonomous individuals.

It’s a testament to the organisation and intention of Home Sweet that it managed to keep a unified front throughout the occupation.

However, without a common symbol and goal like Apollo House, it will be all the harder to direct the intentions of the group in a single direction.

‘A sad victory’

It is clear then that the Home Sweet Home campaign has been successful in getting people off the street for Christmas and into accommodation.

In terms of what they have gained in terms of concessions from government and the council is still disputed by both sides.

Home Sweet Home say it is responsible for securing six-month accommodation for the former residents of Apollo House and setting new minimum standards for homeless accommodation.

Both these claims are disputed by Dublin City Council, which says it already secures minimum standards in all accommodation used to house the homeless.

Campaigners also say they are directly responsible for two new supported independent living hostels to be opened in Dublin in the coming months.

Yesterday campaigners declared a measured “victory” in how the occupation played out.

They point towards the concessions they claim they gained from government, saying this is the first step towards “ending homelessness”.

But as we have reported previously - and as the HSH campaign concedes – emergency shelters are not homes.

Coveney once again reiterated his commitment this week to pursue Housing First as a means towards ending homelessness – that is, taking the most entrenched, severe cases of homelessness off the streets and giving them their own property with support.

The beginning of the Home Sweet Home campaign and the Apollo House occupation captured the public’s imagination and sympathy around the issue of homelessness like few before it.

However, people will remember the death of homeless man Jonathan Corrie just over two years ago outside Leinster House. Corrie’s death generated huge public sympathy at the time and put pressure on the government to act immediately to address the spiralling homelessness crisis.

Two years later, and the enduring legacy of the action taken then is yet more emergency beds, and levels of homelessness at their worst.

It is commonly accepted in homelessness services that once an emergency shelter is opened, it is very difficult to close it. And these shelters do little to address the actual, long-term problem of homelessness.

Campaigners have stated repeatedly that Apollo House was just the beginning of Home Sweet Home, and that long-term homes for homeless people and to “end homelessness” in Ireland is its goal.

The occupation has been a huge success in terms of direct action, public support and raising awareness of a serious issue. Whether it is a victory in terms of working towards ending homelessness remains to be seen.

    If they really want to help homelessness rather than get on the soapbox, the most efficient way would be for the money and clothes/food etc be given to the Peter McVerry trust and for the volunteers to give their time to the trust. Otherwise there will be the bf learning curve, expense etc to make a new volunteer homelessness organization functional and thus waste some precious resources.

    Bearing in mind of course that it is the government’s duty to solve the homelessness / housing crisis – and not charities.

    Council houses are essential.

    Why can’t they all work together instead of opening up two mor shelters ? If there is a problem with standards and hygiene in other shelters then why can’t they use some of the money to help improve conditions ?

    @Peter keogh: No Peter…once again it’s very easy to cast that one out…but in rural Ireland especially, the foreign invasion on jobs is really something else..it may not be politically correct to say it, but i’m sorry, many young people, from students through to single people from 21 right up, and then married men especially can not get work. One local factory is almost completely polish , whilst towns and villages are awash with Irish people walking around with their hands in their pockets, my own local town especially who crave a job.

    Also, putting and end to that myth, our social welfare offices do a sterling job, and will not put up with people lazing on the dole these days..but in places like Leitrim & Roscommon etc, they are banging their heads of brick walls…the forigners are coming in on special buses..so i’m sorry…I dont agree with you

    The government are responsible for our most vulnerable we as a nation of people of good will we are responsible, falling over homelessness when your doing Christmas shopping is the Fine Gael way! Johnathan Corrie died on the doorstep of The Dail that wasn’t this year !
    10% haircut for social housing through nama ! Up to 80% for vultures on a charitable status ! Loop hole is shut they shills will say, but the door was left swinging, no legislation to stop evictions, Simon Coveny has property he could give to a trust !     The scarcity of affordable housing is a political choice of the Irish state. So homelessness will not be resolved without confronting the politics that create the problem. Ireland lacks none of the real resources (land, building material, skilled labour etc.) to provide everyone with a decent and affordable home. Yet we have a homeless epidemic and hundreds of thousands of families crushed under extortionate rents and mortgage debt. This isn’t an unfortunate accident. It’s policy which enriches the elite at the expense of the working class and our governments fully support this state of affairs while pretending otherwise.

    @Lar Cooney: You are surely aware that the homeless ‘charities’ received €95.5m from the gubberment in in 2015, and an increase on that of €38m last year – so the view that the state are letting charities pay for the homeless is disingenuous at a minimum and in my opinion populist hype.
    I don’t think you should be using Jonathan Corrie RIP as a tool for populism either – the facts are that in an effort to get him off the streets his parents bought him TWO houses, both of which he sold in quick succession. Every effort was made by his family and the homeless agencies to get him off the streets but because of complex mental issues and addiction he refused to stop rough sleeping. He died of a multiple drug overdose. All of this information is in the public domain.

    The state has been abdicating its responsibilities to the charity sector for generations. It’s the neoliberal way. This strategy also allows the state to replace previous entitlements with discretionary charity which can be revoked at any time.
    And of course the existence of the huge charity sector itself is an indictment of the capitalist system and it’s compliant governments which fail to meet the most basic needs of large sections of the population in even the most developed countries like Ireland.

    @Benjy Dempsey: Bullocks! Subvention to homeless agencies alone is over €20k per homeless person. Add to that City Council homeless budget, mental health agencies and HSE. To infer the state is somehow shirking its responsibilities is a bit of a stretch. The Venezuelans agree with your style of politics and they’ve over 2,000,000 homeless, 6.7% of the population as opposed to our 0.09% which is obviously a capitalist plot, right?

    I’m tired of this..the band wagon is being jumped on by a bunch of do-gooders, hippies and camera bombers…..We all accept there is a homeless crisis, but take it to Enda Kenny’s door..that’s what we pay him for…

    we cant turn into a nation of squatters..enough is enough..it will only set a precedence here, law and order must be respected and the govt equally have to sort this.

    Lets not forget Enda Kenny’s well televised walk around the homeless ..it was a con job, hold him to account, hold FF & FG to account..this govt needs to be held accountable for it’s inaction, occupying buildings only falls on their deaf ears and they will character assassinate any leaders or spokespeople who stand forward to represent the homeless.. So it should be a mass protest outside Enda Kennys office door, legal and justified…

    @Peter keogh: Point taken Peter, but squatting isn’t the answer.. lack of proper govt action needs to be addressed, not just on homelessness but the madness we Irish call the property market as well.. there is only so much greed the developers, estate agents and property professionals can push on people..there is fast approaching a breaking point and the Govt needs to act against this relentless greed, it’s simply not affordable for ordinary Irish people..homelessness is a direct result, but we can’t fight it with anarchy …why people continually vote FF & FG is beyond me

    I’m not saying it can be sorted overnight but you could take a large percentage of the homeless of the street or out of hotels and hostels if they were prepared to leave the greater Dublin area where housing is extortionate for well paid people let alone the unemployed

    @Peter keogh: ..on that we both agree..I moved from a city to Leitrim, but that was my choice..these people seem to have no choice..to be fair we have no proper transport infrastructure, there is no jobs and a lack of proper services inrural Ireland..I couldn’t see how a young Dublin family would survive least alone fit in down here in Leitrim, but then one must ask..why should they ? ..why should they have to ? ..because of others greed

    The criticism of Fr Peter McVerry by any member of HSH was absolutely disgusting. I heard at least two people do that live on radio. I voluntarily withdrew my criticism of Glen Hansard unprompted because I hadn’t heard it personally.

    Much better to dilute the money into this new enterprise rather than, say, an established player like:

    Well said – imagine if all of these thousands of volunteers wanted to hold press conferences every time they tied someone’s shoelace.

    I find it sickening to hear “Home Sweet Home” slagging off the other charities , and saying that they are now a benchmark for how charities should be run .

    I hope all of these pretenders (Ogle Included ) are out on the soup runs tonight , doing real charity work .

    @Mad Mike: All these charities have two things in common that differentiate them from the HSH lot. Firstly, they are accountable, and must abide by regulation. Secondly, they are not part of any political movement such as the Eirigi/Ogle/AAA mix involved in HSH.

    Well thanks to the vulture/cancer funds’ campaign to throw residents onto the street Ireland’s homelessness emergency is set to worsen.

    Because our monstrous neoliberal government supports the vultursoe/cancer funds we cannot trust it.

    HSH knows that as this homelessness crisis worsens then Irish people will support them should they decide to occupy other buildings.

    It’s only reasonable – direct action that threatens big business seems to be the only way to get things done in our country.

    Unfortunately this is set to worsen.s. Foreign investment looking to buy properties because of failed investments due to our f@ked banking system. With huge profit.
    Irish people are generally good people but the current system has failed the good working people of this country. The banks have failed the Irish people since the 80′s !
    Vulture funds are just another clothing item to disguise and misinterpret interest!
    I have very ill feeling for the future. The only result of this will be capitalist or socialist. Short or long term.
    It’s our children in their 40′s we should consider and their children.
    People have lost the run of themselves and projected concern too much on themselves to consider that!

    Homelessness should not exist! Unfortunately it is just proof that systems are being planned by wolves and accepted by sheep. And in no way is introducing megatronics going to solve this, that will only become accepted once things have settled down, ie ireland and other countries accept abortion and promote it; societies overall accept socialist like political agenda etc etc
