Robots should be given legal status as 'electronic persons' and fitted with 'kill switches' - EU

An EU committee has made a raft of recommendations about the future of AI.

THE UNSTOPPABLE RISE of robots in our everyday lives requires urgent EU rules such as “kill switches”, European Parliament members have warned.

It came as members passed a resolution urging Brussels into action on automaton ethics.

Mady Delvaux, a Socialist MEP from Luxembourg, led the campaign and warned that Europe is passively standing by as robots take an increasingly powerful role that will grow even stronger with the emergence of driverless cars.

To encourage EU action, Delvaux tabled a resolution at the European Parliament that also includes the need for an EU agency specialised in dealing with artificial intelligence.

Once passed, Delvaux’s resolution could force the European Commission to begin work on laws that deal with these issues head-on.

“A growing number of areas of our daily lives are increasingly affected by robotics,” Delvaux said after a committee vote on her measure.

In order… to ensure that robots are and will remain in the service of humans, we urgently need to create a robust European legal framework.

Delvaux’s resolution was easily passed by the European Parliament’s legal affairs committee yesterday  and now faces a plenary vote, probably in February.

Her report is a broad overview on how robots are creeping into the lives of humans and what the EU can do to stay in control.

Its recommendations are wide-ranging, including the kill switch allowing humans to shut down a robot at the smallest sign of danger.

‘Apocalyptic scenario’

Without such rules, “humanity could face the apocalyptic scenario where robots turn on their human masters,” Delvaux warned in an interview with EU affairs website EurActiv.

Delavaux also warned that robots cannot be your friend, no matter how emotionally involving they may become.

“We always have to remind people that robots are not human and will never be. Although they might appear to show empathy, they cannot feel it,” she added.

The report also recommends that a specific legal status be created for robots and that the most sophisticated autonomous robots could have the status of “electronic persons”.

The report states that this would give them:

Specific rights and obligations, including that of making good any damage they may cause, and applying electronic personality to cases where robots make smart autonomous decisions.

recommends an EU agency for robotics to oversee all European regulation involving robots, like the bloc already has for food safety or aviation.

Most urgently, the report demands that the EU draw up a legal framework for driverless cars.

Auto builders want to see robotic cars on the roads by 2020, but difficult questions remain on who would be legally liable in the case of a car crash.

“If all decisions of a machine are no longer directly attributable to the actions of a person, it must be clarified who is liable if something goes wrong,” said Greens MEP Julia Reda, who backed the report.

To fill this void, the MEPs called for an obligatory insurance scheme and a fund to ensure victims are fully compensated in cases of accidents.

The report also called for the EU to find ways to help the millions of workers who will inevitably lose their jobs as industries become increasingly automated.

    @TR909…every other politician from every other party doesn’t even have to offer to act as a conduit, it is taken as a given. SF (and Gerry) have to make this offer because of their past actions of condemning and disowning ‘informants’ and condoning punishment beatings and murders.

    Sure they threatened to pull their support for policing and justice because Gerry was lifted as part of the investigation into the murder of Jean McConville, that would have been as good as pulling down the whole agreement. It’s as if he’s untouchable or something, arrest everybody else but don’t dare touch the hierarchy or else. Surely if the police believed he was a suspect then they had a right to pull him in for questioning, if they’d charged him the SF Brigade would have likely went mad.

    Why would anyone believe what Gerry Adams says in relation to ‘passing on’ information related to the murder of Adrian Donohue? We all know that he knows perfectly well who carried out this murder and that any information through an intermediary is evidentially useless so it’s just platitudes from the head hypocrite of this island. Gerry and his cronies & henchmen stood beside Pearse McCauley and co when they murdered Gerry McCabe in 1996 and nothing has changed since then obviously. He went on to try to kill more people since, thanks to the support of Gerry & co, He’d still happily speak at the funeral of whatever Provo murderer killed Adrian in such a cowardly manner or raise money for their defence if they’re eventually brought to justice. He should show a bit of respect for the memory of Adrian by never speaking his name again – and keep his chief apologist, Mary Lou out of the matter too.

    is this why the government are dragging their heels on bringing the murderers to court, they are inflicting serious pain on the O Donoghue family to try and use rumour and innuendo to try and implicate the ira in the murder. Believing that this will damage sinn feins election prospects. The fact is the gardai know who done it and that it had nothing to do with the ira. The government is disgusting and cowardly.

    The guys who did this are closely involved with an ongoing fuel smuggling operation between North and South. This operation is run by senior IRA figures well and truly known by SF and the entire community in South Armagh.

    Pity Mr. Adams wasn’t so forthcoming in relation to Maria Cahill’s allegations. Anything for a sound bite on the six o’clock news, worked a treat, king Gerry to the rescue.

    Allot of Gerry bashing here again, while it’s obvious that if anyone is holding onto information doesn’t trust the gards, at least Adams is trying unlike that usless lot in government.

    You don’t really believe that GA is ‘standing up for law and order’ as you put it surely? The very point is that secondhand information is actually useless in any real world legal/criminal case – it’s called hearsay. It’s GA posturing as if he cares about bringing Adrian Donohoe’s murderers to justice. He’s a politician, and one of the best on this island – but that’s not a good thing in my view. It just means that he’s capable of double speak and the art of not answering real questions honestly and openly. He should keep his useless, vote-hunting offers of ‘help’ to himself. Adrian Donohoe’s stood for all that was good about Irish people through his work and community involvement and GA isn’t, wasn’t or never will be fit to be mentioned in the same sentence as him.

    Gerry’s not trying to help either, he’s electioneering. He knows well that the case will require witnesses to give direct evidence, and that anything said to him which he then passes on is hearsay and not admissible; he just wanted to get his face on telly again. The gardaí know well who did it, they need someone to come forward and put it in a statement. He obviously doesn’t understand the meaning of hypocrisy either, since he campaigned hard to get Gerry McCabe’s murderers out as part of the GFA then had his mate Ferris greet them like heroes on their release. It must not be ok to kill gardaí anymore.
