Column We need to create Irish jobs. Here’s how we can do it

Foreign investment is all well and good, writes Aaron McKenna, but only homegrown jobs will pull us out of recession. Here’s what we need to do…

Aaron McKenna wrote for TheJournal.ie about the ‘Lost Decade’ Ireland is facing into, and why we need a new vision for the nation to bring us through it. In this third part of his series on ways forward he sets out some options for creating the jobs we so desperately need at home.

OUR GOVERNMENT LIKES Foreign Direct Investment, and we tend to hear a lot more about foreign companies than what Irish companies are doing for our economy, though FDI directly accounts for just eight per cent of employment today.

That FDI forms a cornerstone of our strategy towards growth is clear, as it indirectly supports much more than that number, but we must consider what we can do for home grown jobs for growth.

About 300,000 jobs have been destroyed and 100,000 fewer people are in the workforce altogether since the recession. Most went from being contributors to recipients of government funds and their lower income contributes to lower growth.

We need to create jobs to grow our economy, simple as.

Government does not create jobs. It can help job creation, it can mother it along and it can get out of the way; but apart from public sector jobs that add to the national debt or are paid from one-off sales of State assets, the government does not create new high value jobs.

We must focus on high quality jobs specifically, which means technology and export jobs. From these jobs everything else flows, from retail to services. Before we can sell to ourselves in Ireland we need income from abroad.

My focus is not short term stimulus, or endless bouts of Keynesian deficit spending on roads to nowhere and walls around nothing.

My focus is on creating a sustainable environment for entrepreneurs the likes of which we have already created for foreign companies.

We need a culture of encouragement

Getting someone to set up a business is a mixture of making it easier to take ideas into practice and giving encouragement to do so. Things like start up incubators in universities and courses on entrepreneurship and business management help. So too does creating a culture of encouragement for those who are willing to brave the step.

We ought to recognise the risk taken by entrepreneurs and provide material support like allowing them same unemployment benefits as anyone else should the venture fail. We also need to introduce 12-month insolvencies rather than debtors prison for those who dare to fail.

We should also encourage our unemployed to take their business ideas into the world, continuing to provide benefits until their company can support them. It beats leaving them idle, with a chance of creating new jobs for them and perhaps others.

After lightning has struck you in the bathtub one evening and you’ve developed the next best thing to build a business around (cloud based bio-tech apps, right?) you need one thing more than anything: Cash. It is oxygen to new businesses, be it to pay for salaries, research or stock. Investment and cash flow are more important than projected profits will be.

With all due respect to civil servants, they probably shouldn’t get into the game of investing directly in new companies. Instead Ireland should become a friendly place to come with a Venture Capital fund or any other type of investor willing to put their money into start ups and expanding businesses.

This can come in two forms: Firstly, let our enterprise bodies play chaperone to prepare and introduce our start ups to VCs abroad and help bring their cash to Ireland. Secondly, lets do what we’ve done for corporations and cut their taxes on successful ventures to near or just plain nothing.

If we accept that a new job created from a VC backed company wouldn’t have existed had the VC not invested, why tax the investors at all? Zero per cent of something is better than 10 per cent of nothing if that something creates jobs and exports. Properly regulated this could attract VCs like we attract foreign companies.

Lets also make it easy for foreign entrepreneurs to come to Ireland, getting easy access visas and support if they transplant their idea – or even their partially gestated start up – to Ireland, so that VCs can invest in these companies in Ireland rather than at home. It’s economic piracy and we’re good at it with FDI, why not start ups?

Screw it, let’s do it

To support cash flow in these new businesses we should cut their tax liabilities also by giving them breaks on things like employers PRSI, commercial rates and anything else government imposes as a cost on doing business. As long as they’re creating new jobs and until they reach a certain size or ability to sustain themselves government ought to stay off the backs of businesses so they can invest more of their cash to be successful in the long run.

Government could get in the business of investing but I would suggest indirectly and without strings attached. It could also push our banks to contribute their fair share to investment and cash flow to viable businesses. That’s an ongoing argument, but in my opinion putting the foot down on lending to viable businesses is a lot more important to the economy right now than mortgage or other private debt lending that banks are loath to engage in.

The government could also free up a lot of cash for businesses to invest if it loosened VAT requirements. Today businesses that deal in VAT must both pay and hold the tax and give it to government or receive a rebate every two months.

For some businesses this can tie up more money than it brings in, and government should let growing businesses – or those with the capacity to grow – away with paying out so much of their lifeblood to hold for up to two months while waiting for government to rebate them.

This will create more work and inconvenience for the taxman to police, and I’m sure your heart is bleeding already. More importantly it would free up cash that could be turned into jobs.

Government could also do better on red tape. The IDA cuts it like a knife through butter for foreign companies coming to Ireland. I once saw them get a building connected to the water supply four weeks earlier than the local council had insisted it would take.

Small businesses need this treatment, and they need the red tape to not exist in the first place. It’s wrong when you have more civil servants at your door than customers, with many of the bureaucrats regulating the same thing from different directions.

These are just some of the things Ireland could do to grow new businesses and quality jobs. What we don’t need is a big fancy study, report or PR launch of thin air. We need government to act like an entrepreneur and take action, take it with gusto and find out what works along the way. Have a business plan as a guide, but as Richard Branson says: “Screw it, lets do it.”

    I spent time in that hospital once. One of the nights a woman in her 90s was admitted to my ward. Her daughter pleaded for a private room but none was available. Turned out a perfectly healthy young offender spent the night in a private room under Garda escort as there was no room for him at the local young offenders institution.

    I’m sure the staff tried their best to get a room or even a ward bed for that unfortunate man… but this is the reality of the ward bed shortages in our hospitals. As a nurse I can picture the scenario and the indignity this family has suffered. Is this the vision of palliative care that the HSE has?

    Damien. Nurses are over worked and under paid,but still, you people always put the patient first and there’s no doubt the staff done all they could for this man. If nurses ran the HSE, we would all be better off.

    Even with private insurance, nothing guaranteed. Dont be fooled. They money is going into the system and into the HSE except it is pen pushers and contractors benefitting from it, not patients or front line staff. The amount of health quangos doing sfa is shameful.

    But where’s the usual excuse Leo, surely it was someone else’s fault? Hmmmm who can he blame this time? Perhaps whilst your contemplating on how embarrassed you actual are, you might consider the 78 year old lady interviewed on drive time last night. She has had her respite care for her 52 year old (yes 52 year old severely disabled daughter) whom she has looked after all these year’s removed without explanation other than cut backs. When questioned the HSE spin the usual crap about current care not being suitable (well sort it f£&king out ) absolutely scandalous and Leo continues to be embarrassed. As a doctor one would think he would have a slight clue but then again we thought the same of O Reilly.

    My mam had to wait a long time on an ambulance the night she died. The crew were excellent but those precious minutes wasted because of depleted resources.

    Deepest sympathies to the family. So tragic to lose their father, but under such circumstances must be horrendously traumatic.
    Personally having had to call emergency services out to my parents house for my father in the past few years you enter a realm of unimaginable anxiety.
    There’s the initial stress and upset of witnessing a parent so ill, but then when you call the ambulance you’re terrified that it will not come as quickly as needed, as in this country’s that’s no longer a given. This is followed by the fear of when the ambulance finally reaches A&E how long will it be until the person is removed from the ambulance and when they are how long until they are finally seen by a doctor.
    This has to change, in 2016 Ireland’s people deserve better.

    Fine Gael elected again by people who dont know what a public hospital is . MR Varadkar’s job is to privitise the public hospitals that is what he is there for. Fianna Fail and Micheal Martin set up the money pit of HSE to feather their friends nest. Martin when asked about health spending in those years and where had the money gone went off on a tirade about the troubles. So reap what we sow but the core voters of both parties wont ever use a public hospital and people that will use it want to vote these two back into power. Absolutely daft .

    Was in A&E with a relative on Friday night just gone. I counted eight people under the influence of alcohol / drugs that needed treatment, just in one hour alone. Two very sick vomiting toddlers in the waiting room. A young baby with a high temp and vomiting whose dad was begging someone to help her, after being referred from Shannon Doc.
    And once inside, so many mostly elderly, gravely ill people on trollies.
    One old lady was given her last rites in the midst of chaos, bright lights and noise. It just made me cry.
    A health service is no longer a right but a privelege it seems.

    It definitely looks like it was the wisest decision to take our sick daughter out of here (A&E in Limerick) to native Poland. What ended up after 6 hours with “keep hydrated her at home” at the Irish A&E, turned out to become URGENT admission in Poznan, Poland. Ten days of hospitalization in total due to severe form of gastroenteritis. After 3 days we lost count of intravenous drips…

    I’m afraid the truth is that there is no quality emergency medical care available in Limerick:-(

    The Health System needs reform and a total rehaul. This idiocy of a small shitty local hospital for every town in the country needs to end. We need fewer, but much larger top quality hospitals instead of dozens of local crap hospitals. Remote areas of the country should be covered by an air ambulance like in the rest of Europe and the UK.

    When the system is so fundamentally broken, throwing more money at the problem isn’t going to be change anything when the system just eats up money with little to zero impact on results.

    My sympathies to the family of this man. The only thing the HSE has to show from itself is a vastly increased budget yet worse outcomes. Something is seriously wrong and it’s not due to money.

    Sorry but we need local hospitals for example in the North East people have to go to Drogheda from Cavan to get treatment, they closed the Louth Hospital and Navan… We need more hospitals and in every major town..Not one big dirt hole like Lourdes in Drogheda……….

    Limerick has become completely overrun because of the closure of Ennis and Nenagh EDs. That is a big part of the overcrowding problem there.

    Condolences to the man’s poor family.

    This is third world healthcare at it’s worst, where corruption and wealth can get you treated while Joe public can die in a hospital corridor.

    Another failed government compounds the poisoned chalice that is the health service. Varadkar, Martin and Harney should all be held accountable for this. The damage inflicted by successive incompetent health ministers is cumulative. Lip service is the only service we’ve received from these burdens to society. We will hopefully destroy #finegael #labour and #fiannafail in the coming election.

    Fact is that they have been pumping billions into the health service for years, across various administrations and it still leaves a lot to be desired. There have been a few candidates who have suggested depoliticising the health portfolio and creating a cross party initiative to manage it. I would agree with this, its too important to be used as a political beating stock and, let’s be honest, its a poisoned chalice for whatever minister is unfortunate enough to manage it (which is one of the reasons I admire those who volunteered to take on a doomed role)

    Nobody was expecting Varadker to turn it into a shining stanard bearer of global health systems. We just thought maybe they could open a few bed and possibly stoo people dying on trollies like some kind of war zone. You should be ashamed Varadker not embaressed.

    the two tier system contributes to the mess in that in many areas in ireland you have a public and private hospital located in the same compound. Madness, a doubling of the services required within a 300m2 area. No wonder the health system cost in ireland is one of the highest in the oecd countries. One thing that really shocked from last night was Leo’s inference that he cant follow the health system expenditure paper trail. That the system isnt properly digitalised?? How can this happen in a country that is the central emea hub for amazon cloud technology, google, microsoft, facebook, twitter etc etc It beggars belief!!

    My own mother died on a trolley she was 71 fell down stairs broke her leg and they weren’t sure if she also broke her hip she lay on a trolley from 18th March till she died on 21st march in Connelly hospital 2013 no explanation why she died or why she was left on trolley no apologies from anyone Leo won’t be getting my vote as he is in my area which we have never seen him

    he cant fix it in a year and half. He took over in july 2014. Not long enough to make an impact on something as broken as this in fairness. My guess is Enda purposely put him into health as he knew he would fail to make an impact and hence reduce his leadership threat.

    The only thing that changes in health is the minister Every thing stays the same like ques, front line staff under pressures and poor pay, budget over runs etc etc Another government and failure

    No Minister has to sit in A&E waiting for hours to be treated, or lie on a trolley in a noisy corridor with no privacy. No beds in hospitals for sick people is the sickest joke of all.

    Here is a thought… How about banning alcohol altogether in Ireland, or simply, if you come drunk to hospital you get to share a nice room with concrete walls and floor with the rest of the drunkards, so that REAL patients in need of REAL medical attention can be attended to properly?

    They can bail out banks, bankers, bondholders and hedge funds but not look after hospitals, does that not tell people who they are then???
