THERE HAS BEEN a lot of angst – and rightly so – about how bin charges are going to be structured for Irish households.

One of the suggestions from Environment Minister Denis Naughten has been to place large-scale recycling facilities directly outside supermarkets so that consumers can dispose of excess packaging before they go home.
