Government 'reluctantly' grants second year long extension to Grace case inquiry

The Farrelly Commission to provide its final phase report by 15 May 2020.

THE GOVERNMENT HAS ‘reluctantly’ granted a 12-month extension to the Commission of Inquiry into the Grace case, meaning the inquiry will now take three times longer than originally intended. 

The Grace case concerns a young woman with intellectual disabilities who was in care. Allegations arose that she had suffered years of abuse, but despite the claims she remained at the foster home for 20 years.

Details of the case emerged after whistleblowers who are employed by the service provider which now cares for Grace made protected disclosures about her previous care.

In April 2017, a €6.3 million settlement for Grace was approved by the High Court. A Commission of Investigation into the case was later established by the Government into the Grace case and a further 46 other children who passed through the home.

Minister for Health, Simon Harris and Minister of State with Special Responsibilities for Disabilities Finian McGrath yesterday granted the second 12-month extension to the Farrelly Commission which was due to submit a phase 1 final report on 15 May 2019.

The Commission was granted a 12-month extension in 2018 after the sole member of the Commission, Marjorie Farrelly, asked McGrath for extra time to complete the required work.

Last year’s extension had been sought and granted due to the volume of material the Commission was being asked to deal with. It said there had been a large number of adjournments to witness interviews as many of them were elderly and sick 

Simon Harris has advised the Commission that he considers this extension to be final and expects the Farrelly Commission to provide its final phase 1 report by 15 May 2020. 

McGrath met with the sole member of the commission Marjorie Farrelly S.C before the extension was agreed to.

In granting the Commission’s application, the government said it took into account that “considerable progress” has already been made in the investigation. 

According to the Commission’s statement, it anticipates that the results of these investigations will provide a detailed response to the terms of reference.

    No excuse at all for an error in a Leaving Cert exam paper. These papers should have all been tested before being given to the candidates. What an insult to the students. It shatters their confidence.

    Maybe I’m missing the point but if there’s two possible answers doesn’t that mean a student is more likely to get the an answer if they know one technique and not the other?
    “Two possible answers, I couldn’t get either so give me extra credit” ? I’m confused

    By including the 36 degree angle it turned the question into a jc trig ratio problem. If anything, the students who used the 36 degrees had a time advantage.

    It’s not just the case of two possible answers though, it’s the time taken to check and re-check as the students who noticed the discrepancy would in the first instance think they had done something wrong. Similar to the balance sheet a couple of years ago in an accountancy question that wouldn’t balance. Time was spent trying to make it balance. The student thinks it’s they have made the error and loses confidence for the rest of the paper.

    With the 36 making it so simple, I don’t believe students would bother checking the long way with time being such an issue. Still, it is totally unacceptable to have such a basic error like that on a trig question plus miss the opportunity to fix it when they realised the Irish version was different. Why didn’t someone check to see which version was correct?

    Perhaps the Almighty himself would prefer he was tormented with fire and burning sulphur until the end of time, or maybe Sean should look to identify the accountable person and take appropriate action.

    I’m voting for Sean Sherlock ,he wore a lovely cricket jumper in Galway U.C.G. ; red and green stripes , over his shoulder ;
    Seriously Sean didn’t decide anything he was given a line to spin , our politicians don’t decide what happens , corruption is in the Civil Service not the politicians ;
    Almighty seeing as you are in heaven can you answer me this ;
    Do you see a day when we the people forgive our politicians, all our politicians and they turn whistleblower on the real corruption that is destroying our people , our relations , and hang the Eurocratic sleveens at the Ardilaun ;
    the way I’m beginning to look at it is our politicians are the key to a great future , they have the inside track and if they point the finger they deserve every penny they have legally or illegally , who cares if they have taken too much they won’t be able to spend it !
    Let’s all take a step back and say yes Elizabeth you have fed your people cheaply for years , yes Angela you think you will secure our oil reserves and all that is o.k. but please your method is driving good honest people to suicide and total despair , your methods are wrong and cruel, yes you can eat our excess food and yes you can have our excess oil , but we own it , please respect that and stop winding us up , we don’t do it to you !
    Our children are growing up without father’s because their father wish to honour their debts and the only way they can do it is with a rope , don’t see your people doing the same!

    I would agree re the firing but the Irish don’t do accountability so I can’t see that happening. The exams are half way through though I don’t expect there’d be an appetite amongst students for a re-sit.

    Probably find whoever wrote the exam was a pensioned out ex teacher, who was brought back on more money to cook up the exam!

    Do you not remember the furore when the English paper had to be re-sat?! They’re not going to re-sit a paper over one question, no matter how much potential damage it did to students.

    An absolute disgrace in the first instance.
    Very hard psychologically on the students in the middle of their exams.
    Someone should be held accountable for this farce.

    I had a teacher who continuosly referred to third level as “Lower institutes of Higher learning” . he was without a doubt the wisest and ost philosophical an I have ever met ; Chuck Feeny’s interference in Irish Education should not be under estimated or over praised ; watch the History teacher’s objection to the changes in the curriculum !
