UNESCO warns Trump against targeting Iranian cultural sites

Donald Trump had threatened to target cultural sites in Iran.

UNESCO HAS SAID that both the US and Iran must protect cultural sites after President Donald Trump threatened to target cultural locations and sites in the country. 

Trump had insisted that Iranian cultural sites are fair game for the US military, dismissing concerns within his own administration that doing so could constitute a war crime under international law.

This afternoon, the UN’s cultural agency said that both Iran and the United States must observe a convention obliging states to preserve cultural sites. 

UNESCO director general Audrey Azoulay said at a meeting with the Iranian ambassador to the organisation that both Tehran and Washington had signed a 1972 convention obliging states not to undertake “any deliberate measures which might damage directly or indirectly the cultural and natural heritage” of other states.

Trump also warned Iraq he would levy punishing sanctions if it expelled American troops in retaliation for a US airstrike in Baghdad that killed a top Iranian official.

Trump’s comments came amid escalating tensions in the Middle East following the assassination of General Qassem Soleimani, the head of Iran’s elite Quds force.

Iran has vowed to retaliate and Iraq’s parliament responded by voting on Sunday to oust US troops based in the country.

Today, a huge crowd of mourners gathered in Tehran to attend the funeral of Soleimani. 

Prime Minister Boris Johnson, President of France Emmanuel Macron and German Chancellor Angela Merkel, have also called for working towards an urgent easing of tensions in the Persian Gulf.

The three leaders released a statement saying while they were concerned by the “negative” role Iran has played in the region – including through forces directed by General Qassem Soleimani – there was now “an urgent need for de-escalation”.

“We call on all parties to exercise utmost restraint and responsibility. The current cycle of violence in Iraq must be stopped,” the joint statement, released late on Sunday night, said.

“We specifically call on Iran to refrain from further violent action or proliferation, and urge Iran to reverse all measures inconsistent with the JCPOA (the Iran nuclear deal).” 

Trump first raised the prospect of targeting Iranian cultural sites on Saturday in a tweet. Speaking with reporters as he flew back to Washington from his holiday stay in Florida yesterday he doubled down, despite international prohibitions.

“They’re allowed to kill our people. They’re allowed to torture and maim our people. They’re allowed to use roadside bombs and blow up our people. And we’re not allowed to touch their cultural sites? It doesn’t work that way,” Trump said.

The killing of General Soleimani sparked outrage in the Middle East, including in Iraq, where more than 5,000 American troops are still on the ground 17 years after the US invasion.

Iraq’s parliament voted yesterday in favour of a non-binding resolution calling for the expulsion of the American forces.

Trump said the US would not leave without being paid for its military investments in Iraq over the years — then said if the troops do have to withdraw, he would hit Baghdad with economic penalties.

“We will charge them sanctions like they’ve never seen before ever. It’ll make Iranian sanctions look somewhat tame,” he said.

“If there’s any hostility, that they do anything we think is inappropriate, we are going to put sanctions on Iraq, very big sanctions on Iraq.”

He added: “We’re not leaving until they pay us back for it.”

The administration has scrambled to contend with the backlash to the killing of General Soleimani. Though he was responsible for the deaths of hundreds of Americans, the American strike marked a stark escalation in tensions between Washington and Tehran.

Secretary of State Mike Pompeo said the US military may well strike more Iranian leaders if the Islamic Republic retaliates.

He tip-toed around questions about Trump’s threat to attack Iranian cultural sites, a military action that likely would be illegal under the laws of armed conflict and the UN charter.

Pompeo said any US military strikes inside Iran would be legal.

“We’ll behave inside the system,” Pompeo said. “We always have and we always will.”

One US national security official said the president had caught many in the administration off guard and prompted internal calls for others in the government, including Pompeo, to clarify the matter.

Oona Hathaway, an international law professor at Yale and a former national security law official in the Defence Department’s legal office, said Trump’s threat amounted to “a pretty clear promise of commission of a war crime”.

The administration also pushed back yesterday on questions about the legality of the strike on General Soleimani.

Pompeo said the administration would have been “culpably negligent” in its duty to protect the United States if it had not killed him.

He did not provide evidence for his previous claims that General Soleimani was plotting imminent attacks on Americans. Instead of arguing an attack had been imminent, he said it was inevitable.

“We watched him continue to actively build out for what was going to be a significant attack – that’s what we believed – and we made the right decision,” he said.

“We continue to prepare for whatever it is the Iranian regime may put in front of us within the next 10 minutes, within the next 10 days, and within the next 10 weeks.”

    @John Black: That not really true. The statistics show that racial minorities in the USA are more susceptible. This is suspected to be based on socio-economic and health reasons rather than racial.
    The theorised lower uptake of solar Vitamin D has not been proven so far.

    @GinandJetfuel: Darker skinned people are 4 times much likely to suffer severe covid.When socio economic factors are taken into account they are twice as likely to suffer severe symptoms. Vit d is the working hypothesis but we don’t know why same as we don’t know why men are more severely affected. There is a pretty good Indonesian study on it by Pradowo Raharusan.

    For Christ sake, this will potentially undo an enormous amount of sacrifice we’ve all made the last few months. This is undoubtedly an important issue, I am not disagreeing with that, but these muppets gathering in enormous groups will do significantly more harm than good.

    Half the people going to this protest will be approx 18, have friends or relations with underlying health conditions, and will have only two months ago been posting ‘stay safe’ and think of others when you’re grocery shopping ect ect. This virus hasnt gone away, people! Youngsters love a good protest, regardless of the cause, and this is now the cause de jour, but i wonder how conscientious they were about these important issues before the hashtag was invented? Whats more important right now is to keep up with social distancing. Or were we just wasting the last two months?

    Maybe all of us healthcare workers will say feck off and decide to not work on any more because we were the ones working in fear while everyone got to stay at home, people not seeing family members for months. It’s disgusting to even consider holding any form of protest in person. There are ways of getting ur message across but the absolute audacity of the people who attend this. I feel so so sorry for the essential workers, the healthcare workers, the medically vulnerable & the people who are caring for family members. I hope people will be held responsible for this if it goes ahead. I have no respect for the people who feel it’s okay to attend these.

    @Tommy Roche: did you not read where I said I feel sorry for “ essential workers”- as in everyone from postmen, delivery drivers, shop assistants, receptionists, truck drivers, administrative staff, cleaners, porters, pilots, cabin crew etc etc. I maybe “us healthcare workers might not go into in” as that is the profession I am in- our work will be directly affected by people’s stupidity if they decide to start mixing and protesting for something that can be done another way.

    @Tommy Roche: yea they did sure I have total respect for them. I said “us healthcare” because I am in that profession, I would Say the same if I was a pilot, shop assistant etc but I said healthcare workers as that what I work at. And out of all essential workers I feel sorry for people in shops like Lidl/ Aldi etc. I don’t bang on about anything but this really pisses me off as this is going to kill people

Many many non-healthcare workers had to work though Covid-19 too, so get off your condescending high horse. If you’re frustrated or annoyed you had to work and couldn’t “stay home”, then consider another profession.

    @Tommy Roche: Healthcare workers have been a group of people who have been suffering the highest rates of infections (as well as meat processing workers) I’m not disrespecting other public facing workers, and I minimise the time I spend close to my bus driver to 3 seconds approximately, but healthcare workers, nurses, doctors dealing with patients who have Pneumonia etc have been placed at extremely high risk.

    @Shane Brigdale: Exactly. Nurses, Doctors, hospital Porters and also cleaners, are hugely more likely to be exposed to the virus because they are always dealing with sick people. Other public facing staff deal with nearly always healthy people. (NOT to understate the risks that they faced, compared to me and my computer, at home) #CrushTheCurve

    @EvieXVI: I’m not quite sure what we are talking about, but my job is based entirely on working at a PC, and it has been moved to my home, and I have been logging in remotely and working that way, meaning that I have always been exposed to markedly less risk than public facing non healthcare workers, if that clears thi up.

    @Greeneyes17: you won’t get any sympathy here .Even though a third of all cases were health care workers #not all hero’s wear capes was last months bandwagon .I am a healthcare worker and I actually found that hero business stupid.Its my job .I go because them pay me and If I was not happy to do the work I’d quit.     @Daniel Morrissey: too true Daniel. My sister works in a nursing home as a nurses assistant. Thankfully they had no cases among staff or residents but she knows other people working in other nursing homes that were not so lucky. I would happily grab any idiot wanting to attend this march and march them down a Nursing home hallway and listen to old white people tell them of their terror as they see the shadow of death approach their room as resident after resident…friend after friend is taken by this virus. Or march them down a hospital ward to talk to nurses and doctors exhausted mentally and physically at the effort to contain and treat and see people pass away…and worry every day that they will catch this virus. That’s the march each of these idiots should take first. I do recognize that black lives matter…and what happened that man in the USA was wrong. But this is wrong too…and utterly irresponsible. And they need to see it. Black Lives matter. But so do Old Irish ones…and front line ones matter too.

    Well Leo & Harris can’t stand by and do nothing now. They must say something and make it clear that this won’t fly. Ignoring this or turning a blind eye is making them a laughing stock and invalidating any authority of gravitas they have. Its either condemn it and tell them that they will be forced to disband by the Gardai or just do away with all lockdown restrictions across the board. There can not be one rule for the protestors and one rule for everyone else. And as for the self isolation of all atendees…haha…yeah right. Will they all give their names and addresses to the Gardai along with a contact number do they can be checked. That will never be followed and they know it. Only way that works is if they are all rounded up at the end, put on buses and all put in lockdown in a direct provision center and the gates locked behind them and armed Gardai keep them there for 2 weeks. Actually…that doesn’t sound like a bad idea now that I think about it.

    What happened to George Floyd is horrendous, unthinkable and dispicable. There is a time for peaceful protest and mass gatherings, but it’s not now. Surely their are other ways we can show our protest again what happened. Much better, at the moment, for people to stand outside their doors with lighted candles, for the Government to light up Government buildings in solidarity with Black lives matter and to broadcast this.     Hopefully people who engage in risky behaviors like unnecessary protests have a lower priority for ICU beds than essential workers who get the virus due to no fault of their own.

    Frankly irresponsible to have this go ahead, I would go as far as to have the Gardai on the streets to stop this, since they have done it to Debenhams and should have done to the Gemtrails earlier. The protest of the week will undo months of people making sacrifices small and huge, and for what? To blemish the very cause they care about with selfishness and recklessness.

    @Billy: this comment makes no sense. Most of the attendees at the previous protest and likely the next one, are Irish citizens. The march is in solidarity with the Black Lives Matter movement, so I’m not sure what that has to do with “taking them in”.

If your income is dependent on racism or poverty etc. existing, then your incentives are wrong.     So far this country has operated on consensual policing and we have take only a minimal regulatory approach. Kind of guidelines with a light sprinkle of regulation.

    And I am fine with that so far because most of us stuck to the consensus and did our part to avoid a massive impact.

    But I think time has come to lean more on regulations and as much as I hate big government the risk here is too big for all of us.

    I just got told I won’t got back into the office until January because it is impossible to do appropriate social distancing in the office. Lucky enough I can do my job from home (even if it is way harder and less productive).

    At the same time these demonstrators are playing with all lives.

    Maybe its time for more regulations and harder enforcement.

    The vest majority of comments on here say the physical protests should be banned. Why is it still allowed go ahead.     The officer who murdered George Floyd and the other officers complicit to this crime deserve the full force of the law. But to the people maybe holding George Floyd up as the poster boy of injustice..this man, while he in NO way deserved this fate, and if anything else, it highlights the necessity to review the entire structure of the US state police forces, was a criminal with a violent history of repeat offending, including breaking into a womans home, holding a gun to her stomach and searching for money and drugs. He has been convicted several times for different offences. The man was no saint, just saying.

    When Covit19 began we were told that this was new and there were no experts. Now the CMO is like an unelected all mighty God whose advice must be followed blindly.
    This CMO has tried to hive off his disastrous mask policy to doctors, saying ‘follow your doctor’s advice’, notwithstanding that doctors steadfastly follow the CMO’s dubious advice.
    Now he has tried to hive off his evidence unsupported 2m social distancing policy on the Gov. by declaring it to be ‘flexible, open to adaptation’, whatever that means. It could be either 1m, 2m, or no metre.

    His next trick, and attempt to hand responsibility to the Gov. will be a flexi transport policy that’s neither 5km, 20km or no kilometres.

    Whatever happened to the policy of “speed trumps perfection” in the advice giving process. Why do we still have a 2m unsocial distancing policy suited to defeat 600 new cases a day when we now have just 60 or fewer cases a day.

    Well, it’s the government’s fault if they can’t produce proper laws to enforce the lockdown.

    I understand that a protest during the current restrictions is getting more attention and that it would probably overlooked otherwise BUT

    Does it really helps a noble cause if a protest is even putting many supporters off?

    They have probably all rights needed to go on with the protest and as a foreigner I’m delighted to see any flag against racism but if you want yo go on with the protest, then set really a sign by self isolating yourself afterwards to set a sign!

    Probably not every participant would isolate afterwards but I bow down to everyone who does that afterwards. There are many good people who want to take part and they are getting my trust.

The plan to lift the 20 km restriction fully makes no sense if the objective is to prevent spread to Covit-free areas of the country. His policy now seems to be the better we get at controlling the virus the more restrictions this CMO wants to impose and wants to follow New Zealand’s eradication policy when it is already much much too late for that.

    The Gardaí must be well aware of the individuals behind the organisation of these protests in blatant contempt for the law put there by the representatives of the people to protect the health and welfare of all the people of this land.
