Atlanta police officer sacked after fatal shooting of black man

AN ATLANTA POLICE officer has been sacked following the fatal shooting of a black man, and another has been placed on administrative duty, the police department has announced.

The moves follow the resignation of Atlanta Police Chief Erika Shields, who stepped down as the Friday night killing of Rayshard Brooks (27) sparked a new wave of protests in Atlanta after turbulent demonstrations over the death of George Floyd in Minneapolis had simmered down.

The dismissed officer was named as Garrett Rolfe, who was hired in October 2013, while Devin Bronsan, who joined in September 2018, was placed on administrative duty, according to a release from police spokesman Sergeant John Chafee.

The police department also released body camera and dash camera footage from both officers.

Last night, protesters set fire to the Wendy’s restaurant where Brooks was fatally shot the night before, and blocked traffic on a nearby motorway, although the fire was quenched by 11.30pm.

Atlanta Mayor Keisha Lance Bottoms announced the police chief’s resignation at a news conference yesterday afternoon, and called for the immediate dismissal of the officer who opened fire on Brooks.

“I do not believe that this was a justified use of deadly force and have called for the immediate termination of the officer,” Bottoms said.

She said it was Shields’ own decision to step aside as police chief and that she would remain with the city in an undetermined role. Interim Corrections Chief Rodney Bryant will serve as interim police chief until a permanent replacement is found.

The Georgia Bureau of Investigation (GBI), which is investigating the shooting, said the deadly confrontation started with officers responding to a complaint that a man was sleeping in a car blocking the restaurant’s drive-thru lane. The GBI said Brooks failed a sobriety test and then resisted officers’ attempts to arrest him.

The GBI released security camera video of the shooting, which shows a man running from two white police officers as he raises a hand, which is holding some type of object, towards an officer a few steps behind him. The officer draws his gun and fires as the man keeps running, then falls to the ground in the car park.

GBI director Vic Reynolds said Brooks had grabbed a Taser from one of the officers and appeared to point it at the officer as he fled, prompting the officer to reach for his gun and fire an estimated three shots.

The security camera video recorded Brooks “running or fleeing from Atlanta police officers”, Reynolds said. “It appears that he has in his hand a Taser.”

Brooks died after being taken to an Atlanta hospital. One of the officers was treated for unspecified injuries and then released.

‘You can’t have it both ways’

L Chris Stewart, a lawyer for Brooks’ family, said the officer who shot him should be charged with “an unjustified use of deadly force, which equals murder”.

“You can’t have it both ways in law enforcement,” Stewart said. “You can’t say a Taser is a non-lethal weapon … but when an African-American grabs it and runs with it, now it’s some kind of deadly, lethal weapon that calls for you to unload on somebody.”

He said Brooks was a father of four and had celebrated his daughter’s eighth birthday on Friday before he was killed.

The shooting came at a time of heightened tension over police brutality and calls for reforms across the US following the 25 May death of Floyd in Minneapolis. Atlanta was one of the cities where large crowds of protesters took to the streets.

Demonstrators, including members of Brooks’ family, gathered yesterday outside the restaurant where he was shot.

Among those protesting was Crystal Brooks, who said she is Brooks’ sister-in-law.

“He wasn’t causing anyone any harm,” she said. “The police went up to the car and, even though the car was parked, they pulled him out of the car and started tussling with him.”

She added: “He did grab the Taser, but he just grabbed the Taser and ran.”

Shields, Atlanta’s police chief for less than four years, was initially praised in the days following Floyd’s death last month.

She said the Minnesota officers involved should go to prison and walked into crowds of protesters in central Atlanta, telling demonstrators she understood their frustrations and fears.

She appeared at Bottoms’ side as the mayor made an impassioned plea for protesters to go home when things turned violent with smashed storefronts and police cruisers set on fire.

Days later, Shields fired two officers who were caught on video on 30 May in a hostile confrontation with two college students whose car was stuck in traffic caused by the protests.

The officers fired Tasers at the pair and dragged them from the vehicle.

When prosecutors later charged six of the officers involved, however, Shields openly questioned the charges.

The shooting of Brooks two weeks later raised further questions about the Atlanta department.

In a statement, Shields said she chose to resign “out of a deep and abiding love for this city and this department”.

“It is time for the city to move forward and build trust between law enforcement and the communities they serve,” Shields said.

Reynolds said his agents will turn over the results of their investigation to Fulton County District Attorney Paul Howard, whose office will decide whether criminal charges are warranted against either officer.

Howard said yesterday that his office “has already launched an intense, independent investigation of the incident” without waiting for the GBI’s results.

    I actually had the pleasure of engaging him in conversation at my front door one day, and although I don’t necessarily agree with a lot of his political thinking, I found him to be a particularly decent human being. The very fact that he resigned the leadership of his party because of his principles regarding FF and Bertie Ahern speaks volumes. We could do a lot worse than Trevor Sergeant.

    Met him a few times before, a very genuine guy. Resigned the party leadership when they went into power with FF, he stuck to his word which is a rare thing amongst our politicians

    @theirishbrain I like the idea of “CO2 Tax: based on fuel consumption per annum (CO2 emissions per Km x Kilometers per annum recorded at NCT tests x tax rate).”

    However, surely it would cost rural dwellers more and therefore would be politically difficult to implement. Rural vehicle mileage is much higher than urban? or would you have different tax bands based on geography?

    Martin you just posted a link to the Global Warming Policy Foundation who will not reveal its funding sources. Lord Lawson, when interviewed by BBC Radio 4, said that he relied on his friends who “tend to be richer than the average person and much more intelligent than the average person”.

    If that rate of demand growth continues supply the price of oil and coal will soar- as a net importer of Euro6billion per annum we will have very severe problems.

    “get out a bit”
    and
    “have a look around”
    and see the uselessness and economic impact of putting a carbon tax on 4 million people on a tiny island outpost of western Europe while our giant far off neighbors are burning coal to beat the band!

    Well I disagree.

    Leaving aside what you believe, all the evidence clearly points to the need to urgently transition from fossil fuels. As a net importer, and “our far off neighbours burning coal to beat the band” it simply makes sense that we do so.

    In any event, we have legally binding EU Directive targets to reduce our greenhouse gas emissions by 20% by 2020. If we do not achieve these targets we will face fines .

    China are adding the equivalent of about 1 coal powered station per month to help them continue to make all of our stuff. If they continue at this rate we are indeed all in trouble.     Yeah, despite being founded by a former Chancellor of the Exchequer the GWPF seems to have a bit of trouble with sums. 160 plants over four years is less than one per week, even if you include India’s 46 proposed plants. The “4 new coal plants a week” headline was added to the NYT piece by the GWPF – so much for “restoring balance and trust to the climate debate”.

    Wise decision, I’d still like to know why he stuck 50 euro on a fill of oil I use to keep my family warm during the winter. Why the greens devalued my car by 3 grand over night because it was a 2007 and not 2008 any why they desamated the car industry in ireland?

Just because he didn’t lead the party into coalition means nothing .. He was happy to take a ministers salary and then pension ..this is why Fianna Fáil are on their way back and also why Fine Gael are doing well in the poles despite one ruining the country and the other carrying on the work under a different name

    wtf? cos’ he only resigned as a minister and remained on as a TD and he was never charged with anything. He resigned on his own volition.

    However, I do respect a man of principal, I believe that as a man Trevor Sargent has principals and integrity.

    That Dan Boyle fella is an awful eejit.. Ye know those debating society types in colleges, he’s like the worst of them, like the one the other clowns can’t stand.
    Trevor Sargent isn’t a great politician and is definitely single minded, but he’s one of the food guys if you ask me. Eamon Ryan should just join Fianna Fáil and be done with it.

    Why are we continually looking at posts of also rans and has beens, is this where the new ideas, new attitudes and new faces are to come from? There’s new bloods out there with stacks of ideas that need a chance to get an airing in the media.     Perhaps somebody might explain how the greens carbon tax has in any way benifited the people of the country,because it most certainly had the effect of driving up prices.

    All the greens managed to do the last time anyone voted for them was introduced carbon tax and prop up FF selling us out to Germany… Then got wiped out in the next election but kept their nice fat pensions…. Hmmm why wouldn’t everyone vote for them again?

    I have great admiration for Trevor always have done I stood in the general election in 2007 for the greens and Trevor was a great support I was there the night the vote was made to join ff and decimate the greens personally I voted against joining green. I believe Trevor would be a great leader again but time has moved on.

    Dave,
    I clicked the link because I thought there might be more to it. But there isn’t.
    There is integrity there, yes, but because he decides not to do something that would have no effect on the politics of this impoverished nation does not mean that it is worthy of an article.
    On a more positive note, I shall be having toast soon.
