Publication of green list to be delayed as Cabinet meeting is postponed

Meanwhile, Insurance Ireland said that a green list does not equal relaxation on travel, and non-essential travel is still discouraged.

INSURANCE IRELAND HAS said that Government advice remains against all non-essential travel and that people planning to book a holiday should confirm they are covered by their insurer before doing so.

Its comments come as the Government is set to publish a ‘green list’ of countries that are safe for people to travel to.

That list was due to be published tomorrow, but the deferral of tomorrow’s Cabinet meeting means that this is most certainly due to be delayed. 

Cabinet has to sign off on the list, but its meeting on the issue won’t take place tomorrow as Taoiseach Micheál Martin is still in Brussels, where an EU summit is taking place

In a statement earlier today, Insurance Ireland said: “Insurance Ireland would advise all would-be travellers planning on booking a holiday to a green list country to check with their insurer whether they are covered first.

“Government advice still remains that only essential travel should be undertaken and we await further clarity on any change to this position.

“A green list does not equate to a relaxation of the non-essential travel policy.”

The Government’s green list of ‘safe countries’ is due to be published tomorrow and will detail the countries that Irish people can travel to without having to restrict their movements for 14 days afterwards when they return to Ireland.

For countries that are not on the green list, there should be no non-essential travel and travellers should restrict their movements for 14 days after returning.

The green list and possible ‘air bridge’ agreements for Ireland have been talked about since the end of May.

Speaking on RTÉ’s This Week today, Professor Gabriel Scally urged tighter controls regarding travel into Ireland. 

“The virus is growing… the pandemic is growing across the world,” he said.

“It’s really reaching crisis point across the world. And for me, it is such an error to leave the door open.

“We should remember that the virus came to Ireland, through international tourists travel and the virus could come back in really substantial numbers from across the world. The controls are not strong enough,” he said. 

On Friday, Foreign Affairs Minister Simon Coveney provided some clarity as to which countries might make the cut, stating that the US will not feature on the list, and it is “unlikely” Great Britain will either.  

“We can put people on a green list that we regard as representing no higher risk than Ireland represents,” he said. 

“In other words, travelling to one of these countries wouldn’t be any different to travelling to Kerry, Connemara or Donegal for your holidays,” said Coveney.

In recent days there have been growing concerns in some government circles about the messaging surrounding travel, particularly the advice being pushed by the new government and the National Public Health Emergency Team (NPHET) that the advice against all non-essential travel remains, despite a Green List being due to be published.

Sources state the government’s message once this list is published must be clear: that people can travel to countries on the green list – but they must exercise a high level of caution. 

For countries that are not on the green list, the message must be that there should be no non-essential travel and that people returning must restrict their movements.

    The Government handling of Covid has gone from very good to abysmal. Open up the green air corridors and tell the insurance companies to insure and do their job.

    From school principals telling us that they won’t let holidaying kids return to school and medical professionals calling for jail sentences of travellers it really is time for the Government to take back control.

    The hysteria is ridiculous. Reading the comments section here goes to prove it.

    @Paul Potts: I agree, it’s ridiculous. People in the rest of the EU have travelled to other safe countries without drama or issues. You have Austrians, Swiss, Dutch, French going on holidays in Germany; Finnish and Latvians going to Estonia and it hasn’t caused any problems. People going to other safe countries should not be demonised. Of course there should be mandatory quarantine for people coming from “red” countries like the US and Brazil.

    There is a crazy pipe dream here that Ireland can be Europe’s New Zealand but it’s not possible since we have an open land border with another country. They seem to want to cut us off from the rest of the EU as much as possible in pursuit of this fantasy.

    The insurance companies are doing their job. If you call an insurance company and say hey my house in on fire, can I have insurance please, they will say no.

    Likewise, they are saying there is a high probability that people will not be able to travel, therefore we are not covering it!

    Well you are oversimplifying there a bit. I’m from Dublin living in Switzerland. The airports here are still empty. People can travel but don’t, the tourist areas of Switzerland that would at this time be full, are empty.

    @Colonel Buckshot: there is also this idea that NZ is somehow a model to follow. Look Uruguay, Estonia, Malta, Latvia or Finland. They have all done as good or better than NZ. They all allow travel and most of them didnt even implement a lockdown.

    @Dr Pablo Rojas Coppari: we’re allowed travel too….it’s just not advised. And I just checked one of the countries you mentioned out of interest. Uruguay has suspended all commercial flights in and out of the country and closed land and sea borders. Are you just making stuff up?!

    @Dr Pablo Rojas Coppari: With the exception of Uruguay, all the countries you’ve mentioned have had lockdowns. Uruguay has a total travel ban still in place. Finland advises against non-essential travel.

    @Paul Potts: totally agree. Incompetence and arse covering at this stage by govt Public servants have all received notice that if travel abroad ( having booked and paid), must isolate for 2 weeks on return ( use annual leave that is not there or unpaid)! Yet no firm ban from “govt”.Total fumbling about at this stage with HSE calling their own agenda. Public left out to dry . I know others have suffered more, but this illustrates govt fumbling

    @PF: there’s no firm ban because that would stop people from essential travel. It’s not saying you can’t travel, it’s saying only do it if you really need to. A “holiday” is not really necessary. I lost money at the start of the pandemic because I hadn’t booked cancellation policy on flights and a hotel, and neither were being cancelled on their side. Of course it was annoying, but it’s not like we are still living in ordinary times. All this whinging when people are still dying is so immature.

    @Wreck Tangle: Living in Germany, the tourist areas of Germany are full at the moment with German tourists, but also full with tourists from neighbouring countries, esp Netherlands.
    Lots of Swiss cars on the Autobahn in the last few weeks, way more than in the last few months.
    People travel by car not by plane, very easy to do here. Empty airports does not mean people are staycationing, just using cars.
    Camping and holiday apartments booming in Germany.
    Switzerland is so expensive, many non swiss people cant afford a family holiday there, at the best of times.

    I booked a holiday and insurance in February. Unfortunately we couldn’t travel to Lanzarote yesterday as our insurance would not covefr us due to the travel advice from Department of foreign Affairs. Leo, and Simon Harris started well, but Micheal Martin, Eammon Ryan and Simon Coveney have been a total disaster. They are sending mixed messages. I believe some of them are asleep on the job, and others have a history of letting the consumer pay the price to save big investors and shareholders.

    @David Garland: it’s still for essential travel. They don’t want ppl to flock on holidays, and they are right. All the countries that locked down are showing signs of 2nd wave. Its to do with protecting our vulnerable and our health system and staff. Again they are right. Anyone who puts a holiday ahead of a life without quarantine should be ashemed of themselves. Let’s be honest here, you can travel if you quarantine. Simples

    @Macca Attack: Your E111 card covers you in Europe.. Hotel booked through TUI in the UK, they’re also doing Covid cover. All expenses taken care off including flights home if your holiday is effected by Covid 19

So if you do have common sense like you claim, tell me how I’m more at risk of catching Covid 19 in Gran Canaria which has 8 cases than in Dublin where I live? I’m sure you’re one of those people who think we should be wearing masks. Which I will be doing from the time I park my car at the Airport until I get to my accommodation in Gran Canaria. Over there I’ll be on the beach, in the pool and eating outside for two weeks. I’m also renting a car for getting around. So please enlighten me with your common sense

    @David Garland: you need to look into that David.. I’m legal profession and I’ll guarantee you that travelling against gov advise makes null and void. Covid cover might cover you but not against infecting someone else. Even at that to say they cover covid is a big grey area. Insurance companies are being insurance companies

    @Sarah Connor: experts have said its safe to fly and areas with low numbers why would it not, once masks were worn and proper hygiene used its as safe as public transport. Airlines use hepa filters HEPA filters have standards, and the standards we use in commercial aviation are among the highest standards. They filter out 99.97% of particulates (small particles) of the size of Covid-19.

    @Sarah Connor: lives are more important but yet the Government have said they’ve added the numbers wrong. So how many actually died? Somebody that was given a week to live contracts Covid 19 a day before they die was still counted as a Covid death. So if lives mattered that much, they should have been counting the deaths right from day one.. Also you’re going on about the likes of me travelling and how selfish it is, because I might kill someone.. How would you feel if a health care worker gave your mum or dad Covid in a Hospital? Would that also be careless and selfish?

    @Sarah Connor: the reason I say mixed messages is the Government say no non essential travel, which I agree with, but why are they allowing airlines to travel to non essential holiday destinations. Many people are travelling unaware that their travel insurance may be void due to the Government advice. Airlines sending emails with very cheap offers again spending the wrong message and encouraging people to travel.

    @Macca Attack: I also felt consumers had little or no help during this crisis. When I booked my holiday there was no need to wear a mask on an airline, and covid was not here. I know that wearing a mask is necessary, but I feel it was a major change in the terms and conditions of travel, and consumers should have been given the option to terminate the contract.

    @Marian Wedgbury: thats terrible Marian , Lanzarote is one of the safest very low covid places too , and that you had it booked in Feb and couldnt travel now is a shambles – i have friends living in mainland europe (france) and they have busy restaurants and people emerged from strict lockdown weeks ago – plenty of other countries had much much worse problems and deaths than Ireland but have rememerged to a semblance of summer and no the deaths have not increased since – actually in NO COUNTRIES in the EU that reopend have deaths gone back up – we have 10 people in ICU from covid in the whole country and its a disgrace that by now the Govt have failed to manage the reopening better – the overly cautious Nphet are always going to advise everything is a risk – but every other country are managing – i hope people are starting to see the Govt for this shambles and start to put serious pressure on them to get sorted. Nobody want US etc yet but FFS we should be able to holiday in other green zones by now – they have had MONTHS to organise and yet they haven t testing at airports – even a sample of people organised yet – disgrace – people are playing their part but the officials in charge are letting us down badly now

    @Marian Wedgbury: I certainly agree with you. Leo and Simon did a great job. Leo was to publish the Green travel list on July 9th. Since the start of the new government things have changed, I suspect due to FF/Green party in the driving seat. Now the Green travel list is now delayed indefinitely. The travel industry will be brought to it’s knees.
    Ireland might as well leave the EU, become like North Korea and become a closed country. Foreigners living here will leave as they’re cut off from their families abroad. Time for our friends in the EU to intervene.

    @Peter Dowling: In fairness ( and I have an annual policy) it’s not really the insurance companies fault. It is standard that cover does not apply when there is a’ no non essential travel’ advice in place. This shambles is the government’s fault. They have changed what the greenlist is about. It was originally to let Irish people know where they could travel/holiday safely, and also to let people coming in ( or returning from those countries) that they did not need to quarantine. Now the government have dropped the first part of this.

    There will be no costa del sol next year unless travel is opened up this year. Aer Lingus will need a bailout as is. The tourist industry has had it. Even Ryanair will be in trouble before this year is out unless normal travel starts again.

    Was down in Vincent’s hospital earlier so I was. The car park was practically empty, the hospital itself eerily quiet and more eerie was the white tents outside A and E with noone there and was all closed up. Was like a movie set. Can anyone tell me wtf is going on!

    Such a pointless initiative. For arguments sake, Spain makes it to the list. Tourists book holidays in September, during August Spain see a significant increase, Spain is removed from list. Worse still Ireland sees an increase and is refused by Spain etc. Then people are looking to airlines for refunds, insurance companies who will say we told you essential only etc. etc. etc.

    @Del Boy: Its not just the internet, try reading the article in Saturday’s Irish Times by a Galway restaurant owner. He was angry at discovering a group of Texans is his restaurant who thought quarantine was not mandatory. He now has to deal with the possible consequences of his staff and other customers becoming infected. And we’ve decided to cancel our planned visits to restaurants because as older people we are not prepared to gamble with our health.

    once proper hygiene procedures are used and you arnt travelling to a covid hotspot travel should be allowed, aircon in airlines is of a very high quality and use HEPA HEPA filters have standards, and the standards we use in commercial aviation are among the highest standards. They filter out 99.97% of particulates (small particles) of the size of Covid-19.

    The recycled air from the cabin is filtered before it re-enters the cabin. There are no air filters within the cabin !

    @Cliff Burnby: the way modern aircraft are designed means that the air is intrinsically very clean. “Every two to three minutes, mathematically, all the air is renewed,” he says. “That means 20 to 30 times per hour, the air around you is completely renewed.”

    Put simply, air is collected from outside the aircraft, normally through the engine, and mixed with recycled air from the cabin.

    The recycled air, which is reused in part to keep temperature and humidity at the correct levels, is passed through HEPA (high-efficiency particulate air) filters that are similar to those used in hospitals

    @Colin Keogh: I’ve been an aircraft engineer for over 20 years, I know what way cabin pressurisation works. Again I will repeat to you, there is no air filtration between you and the passengers in close proximity to you. Not every aircraft uses hepa filters either by the way.

    @Cliff Burnby: agree 100% seems strange that we are asked to social distance in public, but the this does not apply tp the airlines. I don’t believe a word from them, Ryanair just wanted their aircraft in the sky before July so they could avoid further refunds.

    I would have a lot more respect for the govt if they were honest and explained that the airline industry l, Aer Lingus in particular, will struggle to survive if they have to refund everyone for flights. Simply treat the citizens of Ireland Lllike adults and tell them straight out you can go if you want but we would prefer if you didn’t. Also the roadmap as been a joke from the start. Can we have some forward planning instead of fire fighting. If this doesn’t go away soon as we going to be in the same situation in Oct, Nov, Dec, January. The stated goal was to flatten the curve it was squashed let’s put everything into increasing ICU capacity which was serevely under resourced before covid. And let’s get back to living again. If I did not have a wive, a mortgage and kids I would be looking to get the first plane out of this banana republic for good

    The Green list is NOT a safe to travel risk list and maybe it should be an orange list. All it means is that if you go there you have the same rules upon return as if you holiday in Ireland. That means no 14 day isolation upon return. That is the only change getting in the list means. The travel advisory against non essential travel remains in place for the green country list as well. The list will change so that should you decide to ignore the advise not to travel and go anyway the country could be removed from the list and you get stuck with 14 days isolation that you were not expecting… So it is not complicated nor are there mixed messages – travel to the green list countries remains unadvised.

    We’re facing a future of mandatory face masks everywhere so people can keep going on holidays and Americans can come here to escape the mess in their own country. Blame someone who pops into their local shop for a loaf of bread for spreading covid-19, when they most likely don’t even have it, but don’t say a word about someone who actually brought the virus back from Iraq because that would be racist. I’m glad so many people have no problem with face masks because this is never going to end.

    What the hell do you need travel insurance for? Maybe if you’re off to the States or somewhere a bit dangerous, but in the EU absolutely not necessary

    The Green List should be withdrawn , The Opposition is correct this time . It’s a confusing message . The DFA advise against foreign travel anywhere unless there is a valid reason . Holidays are very important ,but do not make it on to that list of valid reasons. That is the situation whether we like it or not . I am the same as anyone else who wants to go away, and because I am older I feel my time of traveling will end soon and so I am running out of time and I am also on the vulnerable list. Very frustrating but acceptance is a great friend in circumstances like this.
