Lebanon's president rejects global probe into port blast

Michel Aoun today said a missile or negligence could have been responsible for the explosion.

LEBANON’S PRESIDENT HAS rejected any international probe into the catastrophic port blast in Beirut, saying a missile or negligence could have been responsible as rescuers desperately combed the rubble for survivors.

The entrenched ruling class has come under fire once again since Tuesday’s explosion, which killed at least 154 people and devastated swathes of the capital.

The revelation that a huge shipment of hazardous ammonium nitrate fertiliser had languished for years in a warehouse in the heart of the capital served as shocking proof to many Lebanese of the rot at the core of their political system.

Even Lebanese President Michel Aoun admitted today that the “paralysed” system needed to be “reconsidered”.

“We are facing changes and reconsidering our system, which is built on consensus, after it was seen to be paralysed and incapable of swiftly executing decisions,” Aoun told reporters.

He pledged “swift justice” but rejected widespread calls for an international probe, telling a reporter he saw it as an attempt to “dilute the truth”.

“There are two possible scenarios for what happened: it was either negligence or foreign interference through a missile or bomb,” he said, the first time a top Lebanese official raised the possibility that the port had been attacked.

What ignited the massive shipment of fertiliser remains unclear — officials have said work had recently begun on repairs to the warehouse, while others suspected fireworks stored either in the same place or nearby.

Near the seat of the explosion, by the carcass of the port’s giant grain silos, rescue teams from France, Russia, Germany, Italy and other countries are coordinating their search efforts.

Four bodies were uncovered near the port’s control room, where a significant number of people were expected to have been working at the time of the blast.

No one has been found alive.

“I am waiting to hear that you have been rescued alive, my dear,” tweeted Emilie Hasrouty, whose brother is among the missing.

“There wasn’t a door I didn’t knock on to know what happened to you, and now that the waiting is almost over, I am paralysed with fear.”

100,000 children homeless 

At the port, reduced to an enormous scrapyard, excavators removed mangled shipping containers to clear a path for the rescuers.

Civil defence teams anxiously watched a sniffer dog as he paced around a gap under a fallen crane.

Beirut has received a stream of international assistance since the blast, with the president of the European Council, Charles Michel, set to visit the ravaged capital tomorrow. 

French President Emmanuel Macron was the first world leader to touch down in Lebanon yesterday, where he pressed officials to enact deep reform ahead of an aid conference planned in the coming days.

The World Food Programme said it would allocate food to affected families and boost wheat imports to replace lost stocks from the port’s disembowelled silos.

The World Health Organization, meanwhile, called for $15 million (€12.7 million) to cover immediate humanitarian health needs.

Lebanon’s hospitals, already strained by rising coronavirus cases and a severe economic crisis, were severely damaged by the blast and have been overwhelmed by casualties.

Relief flights from Iran, Saudi Arabia and the United Arab Emirates landed in Lebanon today, following others from France, Kuwait, Qatar and Russia.

Two days after the blast, Lebanese were flocking to a 20-tent Russian field hospital newly established in the capital’s largest sport stadium.

The United Nations said up to 100,000 children are among the 300,000 people made homeless, including many who have been separated from their families.

Circle of suspects widens 

With destruction from the blast extending over half of the capital and the damage expected to cost several billion euros, world leaders have backed calls from ordinary Lebanese for those responsible to be held accountable.

In his snap visit yesterday, Macron stressed the need for an international investigation after meeting Lebanese politicians, including representatives of the powerful Shiite Hezbollah movement, whose leader Hassan Nasrallah is scheduled to speak later today.

Lebanese authorities had announced their own probe into Tuesday’s explosion and by this afternoon had detained 21 people, including customs officials and port engineers, a judicial source told AFP.

The port’s general manager Hassan Koraytem was among them, the source added.

Dozens more were being interrogated by Lebanon’s military court, which is focusing its efforts on administrative and security officials at the port as well as government authorities who may have ignored warnings about explosive materials.

“The list of arrests will reach the top guys, who are now among the suspects,” the source said.

Lebanon’s central bank also ordered asset freezes for seven port and customs officials, an official and a banking source told AFP.

The measures did not dampen the anger in Beirut’s streets, where dozens of demonstrators scuffled with security forces late yesterday, drawing a volley of tear gas.

    @Stephen Heffernan: you may swap the 2s and the 4s in the date, and there’s a good chance there still won’t be. Maybe a 50 year old underground line, but even that’s not sure

    My comment is for the Ukrainians giving out bout living conditions… now ye know how it feels for irish ppl in homes with no heating mould damp etc. etc. And still they are being ignored by a government who continues to talk down on the ppl that pays them

    @Shane O Mac: Maybe they wouldn’t be here in the first place if the government wasn’t so desperate to be patted on the head by the EU and the multinationals, aka the only reason why you even have things like sanitation and electricity on this island?     Came home from a foreign holiday and found car had a flat in airport car park. Called breakdown service and when they arrived I realized it wasn’t my car. Then remembered I went to the airport by bus. Arrived home and remembered I don’t own a car. True story.

    @Martin Ridge: I drive to the flights that take me to my destination. If the airlines choose Dublin then I have to fly from Dublin.
    If they can make money in Knock, Shannon or Cork they’ll fly from there in a heartbeat. I used to work in an airline. The routes are evaluated and changed constantly. If they’re flying from Dublin its because they make the most money from Dublin. The other airports need to be supported and helped become better competitors.

    @Michael O’Neill: If the demand isn’t there, supports for the airport will be very expensive, and most likely not feasible. 90%+ load factor and minimal time sitting on stand from Dublin. The others simply can’t match that and making up the difference per flight/per aircraft will run into the 10s of millions per year. Its down to population and capital city tourism.

    @Martin Ridge: Knock is an excellent way to avoid Dublin, plus it’s a 45 minute flight to London, from where you can fly anywhere, they still run that commuter flight that the airport was opened for. Did it for 6 months, was very handy.

    @Fiona Wyse: nowhere near those prices. 86 was the lowest with 15 min shuttle bus. But can’t do that unfortunately. It was 190ish to park ground level at terminal. Which is what I need. If I can’t then I have to find a lift.

    Up until a few years ago the cheapest option was to book in quickpark Santry. Huge parking right beside the airport and critically competition for the DAA parking.
    Interesting that it got shut down.
    Interesting that DAA tried to buy the old site of quickpark.
    Interesting that now DAS have been blocked for monopoly rules from buying it a number of stories start surfacing to make the public aware of the shortage of parking.
    Almost like the public should get behind the DAA being allowed to expand their paid parking business.

    The DAA want to expand their parking.
    Proof: They just bid on and were blocked buying the old quickpark site.

    It’s in the DAA’s business interests to block competition for parking close to the airport.
    Proof: Quickpark initially faced strong opposition from the then Aer Rianta. They tried to block it right to the Supreme Court. Google it.

    If I’ve a ‘conspiracy’ it’s a simple one – DAA like money. They like to make money from their car parks. They’d like to have *more* parking fee money. They’d like more spaces to help get more money. That agenda requires public/political support. Crazy theory I know. Paid DAA run airport viewing area replacing the free area in the next few years – anyone taking bets?

    All I’m saying BTW is it’s not in the public interest to allow DAA to expand their parking business (take over quickpark/other large site). It’s better to allow a competitor into the market.

    I don’t blame the DAA for a business strategy. Of course they’re going to advocate in the Transport Committee and release stories about lack of capacity.

    The solution however isn’t to increase capacity by further eroding competition.

    @Neil Armstrong: the old quickpark site has been for sale for 3 years and has only had a single bidder – DAA. Even with DAA now blocked from purchasing not one company has come forward. If there were other bidders in then the competition argument might hold water. But there aren’t and therefore it doesn’t. And again….there’s no “releasing” of stories, this has been happening for years.

    We need to upgrade Shannon & Cork airport with fast express links for the South West a new airport around Cavan for the North East, Another around Portlaoise for the South East, then Dublin for the remainder.

    As someone already commented. could you offer a space if you had a house near the airport. Then Drive them to the terminal. Mind their car for the week for a fee. Sounds like a winner to me.

    Joke of an airport, you can’t park there and if you’re lucky enough to get one it will cost you nearly as much as your flight. Still no rail link to the airport despite been promised one for the last 40 years, so flying from Dublin airport has now become a terrible experience.

    Over 18,000 parking spaces & not one solar panel, this is perfect location for solar whilst car parks underneath, instead of using fertile farm land, poor policies choices!
