A CHINESE WOMAN who was filmed being pushed into a canal in Dublin by a group of young people has said she worries that her son will be targeted in school.
A garda investigation into a “racially motivated incident” is underway after footage of Shelly Xiong being shoved into the Royal Canal in Dublin 15 went viral on social media yesterday.
Speaking to RTÉ’s This Week programme, Shelly described how the incident stemmed from her attempt to confront a group of youths because they racially abused her.
After encountering one group of youths while walking along the canal, she explained that one person on a bike cycled towards her and nearly pushed her into the canal.
“So I screamed, and they laughed and imitated my scream,” she said.
“I proceeded with my walking, and after a few minutes I met the second group of about three young people.
“One of them looked into my eyes and said to me ‘coronavirus’. The third group started to insult me and said to me ‘Chinese noodles’ and ‘fried noodles’.”
Shelly claims she was specifically targeted because she was Chinese, saying that the youths didn’t target anyone else who was walking along the canal.
“There were lots of people walking alone, but they just stuck with me,” she said.
“So I said to them ‘that’s racial discrimination… stop it’. They kind of cycled away, and I turned back after I asked them to stop… They targeted me, and there is a racial element there.”
She further explained that after encountering a second group, she walked about 300 metres further along the canal and met a third group, which was when she was pushed into the water.
“My mind went blank,” she said. “I did not think of anything and I did not see who pushed me.”
Garda appeal
After she got out of the canal, Shelly said that a number of people came to help her and that she reported the incident to gardaí. She waited with three people for gardaí to arrive, but they never showed up.
She later went to the garda station on Friday night to make a statement.
As a result of the incident, Shelly says she now feels afraid to go out walking or jogging.
“Even in my neighbourhood, I feel nervous because I usually meet those groups of teenagers. I try to avoid them,” she said.
She also worries about her young son, particularly about the possibility that he may be similarly abused – or that he could even abuse others when he gets older.
“When my son turns to be a teenager, I don’t have any control over him,” she said.
“Will he be one of them? The other thing is that because my son actually goes to a local school in the area, I’m also worried about his safety.”
Shelly paid tribute to those who helped her after she had been pushed into the canal, saying they likely prevented her from being shoved into the water again.
“I was so angry. I look back, thinking I don’t know if I was brave or I was stupid because they were fifteen or more young guys who were much bigger and much stronger than me.
“I’m a small middle-aged Chinese woman. Without those three kind people staying with me, I guess they would have come back and thrown me into the water again.”
Commenting this afternoon, Tánaiste Leo Varadkar – whose constituency covers the Dublin 15 area, hit out at what he called the “upsetting” incident.
“It shouldn’t take bravery to go for an evening walk,” he said.
“We should all be ashamed this happened to Ms Xiong. We must do everything we can to support victims of hate crime and stamp out racism.”
Gardaí who are investigating the incident, which occurred between Lock 11 and 12 of the Royal Canal at approximately 7.25pm on Friday, have appealed for witnesses to come forward.
In a statement issued this afternoon, the Garda Press Office said: “Gardaí are appealing for witnesses and are asking that anyone with information in relation to this incident should make contact with investigating gardaí at Finglas Garda Station, in particular anyone who may have mobile phone footage or a voice recording of the incident.”
Anyone with information has been asked to contact Finglas Garda Station on 01 666 7500, the Garda Confidential line on 1800 666111 or any garda station.
In a further statement to TheJournal.ie this evening, TikTok – the social media platform where the video of the incident was posted – described the footage as a violation of its community guidelines.
“Our community guidelines and Terms of Service make clear what is not acceptable on our platform, including any content or behaviour that includes hate speech or that verbally or physically threatens violence,” a spokeswoman said.
“We use a combination of technologies and people to identify, review and, where appropriate, remove any content or accounts that violate these guidelines.”
The video has since been removed from the platform.

Sorry, but has anyone ever actually called the Gardai for help and had them show up?
We’ve seen just in this past week, that when tenants call them for help with an illegal eviction they decide to help the thugs illegally evict tenants without notice.
When a couple was assaulted on the Luas a few months back, they called the Gardai, and the Gardai never showed up.
They ignore cars parked on footpaths and cycle lanes, they don’t show up when you ring to say “there’s somebody stealing a bike”, when do they show up?
I’m sick of hearing about the “shortage of resources”, I’ve seen them walk along ignoring stuff, frankly I think they’re just work shy.

The gardaí must have been nearby as they tend to hang around town on busy club nights. Took their sweet ass time to find me in a very central and accessible spot. One of them made fun of my description of one of the assailants. They took my name and address and that was the last I heard of it. They didn’t look into cctv footage or anything. I had to walk home by myself, spitting blood.
A friend of mine who is trans was credibly threatened with a gun recently. Photos of the gun were sent to her along with evidence that the guy threatening her had found out her address. She called the gardaí who told her they can’t do anything unless he literally showed up at her door with the gun. Definitely not the case like, there are laws against threatening gun violence. It’s also highly unlikely the young pup had a license for his firearms.
So don’t be so ignorant please. Yes, the gardaí that do give a shit have a hard job to do. It’s awful getting spat at when taking a drunk and disorderly person to a paddy wagon. But they are most certainly not the heroes they are made out to be. That status should be reserved for healthcare workers and the coastguard.
I’m sure you’ll find their parents are bigger thugs than the kids are. All born in the mid 2000’s as fashion accessories with names like Skyler and Blayne. Rant over

i for one a victim of this, pushed into the canal while cycling with a bunch of youngsters along limerick riverbank. Garda took 40mins to arrived considering UL is 5km from City Centre. I expect nothing will happen after, as i can see in their faces while i was reporting that these things somehow accepted as a normal. But the trauma will stay. Most of us foreign workers are too innocent of such anti social behaviors and racism in this country, quite a sad reality. Hopeful for a more safe and accepting Ireland. Cheers!

Until I moved to London I really hadn’t a clue about any other culture other than my own. I remember everyone talking about Eid when I first moved over and I hadn’t a clue what anyone was on about. Education is so important so that at an early age we learn to love and appreciate other cultures and religions.

Moslem migration to ireland is quite recent as is most inward migration to Ireland. England in particular has had much longer experience of this. In the 1980s Ireland was the whitest nation in Europe, followed only by Iceland. It’s not the end of the world. We are catching up fast. But we need to take racism seriously. Much more seriously than we are at the moment. We need a whole of society approach. We need to see the human being and not the skin colour, outward manifestation or religion. And they need to start teaching about bias and unconscious bias in schools. Kids are perfectly able to get it.

Absolutely disgusting targeting of people because of race. It’s a hate crime and needs to be dealt with firmly.
And racist people will pile on saying why should assault because of race be treated differently to other assault. Because it spreads like wildfire. It’s not a one off, or opportunism. It’s targeted and encouraged by groups and functions as terrorism to entire demographics who live in fear that they’re next.
Different motivation and greater harm needs to be dealt with differently and more harshly.
There’s an undercurrent of racism on the rise in Ireland and it’s worrying. It seems to go hand in hand with that culture of begrudgery and “hard-done-bys” that’s so rampant here.

Ask yourself why was this incident filmed by one of the young culprits, & then shared on social media? Because there is a racism tolerant element developing in our society.
I applaud that woman for calling them out.

@Michael Purcell: I had a confrontation with a group of these so call thugs last night. Not from my area hanging around blocking the entrance to my complex. Throwing fireworks at each other across the rd. People too scared to walk by them. Called the guards and soon as they came they all ran but 1. Asked what he was doing and was told hanging around. I said hanging round doing what, he shrugged his shoulders and just said hanging round. Told him to piss off back to his own area and he said what for. I told him to just hang round. He was that silly he even said the same to the guards. He was the only 1 out of the group not still standing arguing. No brains at all. They have no brains. This group go round all over the place causing mayhem and nobody seems to stand up to them.

They should be located easily by the Gardai and elf accountable. This is a must
these vile upbringings parents know it was their kids…if it was my son i would have dragged him to the nearest garda station and told them what he did…thats good parenting…
Gardai probably did attend but are sent to higher priority or are at another call or had an arrest. There are not an endless amount of gardai to attend all calls coming in they are done on priority. They could have been at a suicide or at a rape or at a burglary. Its not a case of not showing up its a case of not enough man power in certain areas. That part of Dublin is the busiest crime wise. Its unfortunate but you cant personally blame gardai when the majority are doing their best. Blame the past few governments for letting the public down by not giving budget money in key areas like policing and hospitals.
These children and their families need support. Vote SF for a left lead government

Not surprised at all that the guards didn’t even show up. Not that long ago I was pushed and mugged by a gang of teens riding bikes near the CHQ and the guards never showed up. This was around 4pm and there’s at least 2 Garda stations less than 5 minutes away.
I called them straight away and waited for almost an hour until I decided to get a taxi and go home before the group decided to come back. The guards must be waiting for a tragedy to happen before they can even be arsed to do their most basic job

If a group start giving me greif when I am out on my own I don’t start giving them a lecture. You are exposed and taking a big risk.
There is very little to gain by confronting them, they get an extra buzz from any confrontation and are more likely to target the next asian person that passes. They generally have nothing to lose as there are little or no consequences to them.
This is obviously an assault and with the information available on the video maybe the guards will be able to follow up.

Its a disgrace the Gardai didn’t respond to her call for help ! Clearly not a priority to them in this multicultural developing nation of ours ! Thankfully no serious physical damage was done to this lady . Yet again another incident that will get global attention and scare our reputation as a peaceful loving people.

Never underestimate the stupidity of people in large groups. Those kids should be sent on a retreat to China. They’ll come back more enlightened and ashamed.

If they still live under your roof they are still your responsibility. Stop drinking and smoking doing drugs for a minute and look after them.
