The Explainer: Why is the government changing the Living With Covid plan again?

We take a look for this week’s podcast episode.

SINCE THE PANDEMIC began almost a year ago, the government has had to make plans to deal with the future – a future that’s full of unknowns.

Last year, the Living With Covid plan was published.

This week, the ‘refreshed’ Living With Covid plan was unveiled – after quite a bit of leaking about what we could expect. In fairness, given the current situation with Covid-19 figures post-Christmas, and the current variants, it was unlikely anything huge was to change.

But the details on school reopenings, and the potential reopening of sectors of the economy, were highly sought after by people who have been living in a Level 5 lockdown for months. 

So, what was in the plan, and what sorts of issues has the government been facing in making the decisions?

To talk us through it all, senior reporter Michelle Hennessy and political correspondent Christina Finn are on this week’s episode of The Explainer. They talk to Nicky Ryan, standing in this week for Sinéad O’Carroll.

    Because they haven’t a clue what they are doing . They have no common sense and are decentralised from reality. The Irish government is straight out of a comedy show . I mean , you can’t even script their logic . The biggest joke of Europe

    @Justin Gillespie: Just because there’s no obvious ‘successful replacement government’ doesn’t detract from Jim’s point or invalidate it in any way. It just makes the dilemma of Ireland’s perennial poor governance all the more depressing.

    @Justin Gillespie: FFG and the greens are reactive. They should have closed the borders last year. Strain after strain is arriving on our shores and they are are not even trying to stop it arriving and are then on the back foot. They have us all locked up and businesses are closed until we get the jab.

    @Justin Gillespie: It’s time to raise your standards the answer to your question is simple really, anyone that is not a member of FF/FG. Until their strangle hold is broken on governing this country nothing will ever change they are poisonous to Ireland and it’s people. We don’t know how SF, PBP, SD or any other party will perform if elected to govern in the future. We do know that for the past hundred years FF/FG are responsible for every failing this state has to offer. There are some good honest people in FF/FG but the rot from the top will never allow them to serve Ireland as they would like. Both parties need to be broken up get rid of the elites and start again with the right attitude.

    @Seanboy: All the wishful thinking in the world is not going to see FF/FG broken up.
    As for a government with SF/SOCDEMS/PBP not nearly enough seats and PBP ruled out going in with SF because they were not a proper left wing party in PBP eyes.
    It easy to criticise the present government but until Xmas they were the poster boys of Europe with low numbers. The New Year has been a shambles but its all about the numbers. If they keep coming down and we start to open after Easter peoples memories are short and the next election is a long way away.

    @Justin Gillespie: LOL the irony of you saying wishfull thinking .. Poster Boys of Europe !!! maybe there is poster of them on your wall, but thats about it .. And its wishfull thinking on your part to think that come the next election that people will vote the same as the last time .. many FF voters voted for them based on MM saying he would not get into bed with FG agian and vice versa for FG .. We have have scandal after scandal, debacle after debacle with this Gov from Golfgate, Woulfe to leaky Leo blasting NPHET .. If FF get rid of MM and FG get rid of Leo they will have a better chance, even the older voters who voted for FG will think twice with the rise of the pension age and seeing how the older vunerable people were discarded in Nursing Homes.

    @Da Dell: Golfgate will no more be remembered that was Bobby Storeys funeral neither will Woulfe or Leaky Leo or SF calling at supporters doors asking/telling them to pipe down be to the forefront in three years time.
    MM might get the heave ho, so might Mary Lou but I don’t see any logical successors. Leo not a chance, he’s there for the long haul.
    As I said before, everything depends on the numbers. If the government hangs together and there is a recovery then they will be in pole position in three years time, if the numbers are not good then it is all to play for.

    It is easy to criticize the current government, who else is there to criticize for the decision making?

    @Justin Gillespie: I feel you are wrong. FF are in big trouble and it is very possible that they will amalgamate into other parties, for example, the farmers and wealthy to FG working classes to SF, soc dems, lab, pbp, religious conservatives to renua and aontu and the republican side to SF. We will have two main parties and they will be SF and FG

    @Justin Gillespie: lol did you not here about the FG councilor calling to the door of an elderly pensioner in Limerick, for every one piece you spout about SF theres is 10 worse more relevant about FG and Leo. We call now see your true Blue colors, after mcabe, dara, swing-gate to name but a few Leo got less than 8k votes last time, first time in the history of the state a sitting Taoiseach did not top the poll. So in fairness even the people in his own constituency showed they didnt want him and it was FF who saved him. Since then we have had him drinking topless in the park, having parties in his lodge, lambasting NPHET and a Gardai investigation into his leaking of confidential docs. If that don’t finish him off Ireland deserves what it gets.

    @Brian Madden: of course it’s easy to pickup protest votes when you sit idly by in opposition for years during times when tough decisions have to be made. Even with those benefits 76% of the electorate didn’t want SF politics at the last election. They’re losing votes up North, dropped 4% in the last election, and have overseen a Covid disaster up there. Their politics in the South has been called out for the hypocrisy that it is, pay for student nurses, covid illness benefits, homeless figures, state pension payments, Covid infection rates….all criticism that they level at the govt in the south while they oversee the same and worse in most cases in the north. I think SF will increase their vote by a couple of points in the next GE but nobody wants to enter govt with them

    What an Taoiseach announced last night isn’t a plan. It only mentions schools – that’s it! A plan would tell us the criteria for beginning to reopen the economy, meeting up with family, travelling more then 5km, etc.

    Living With Covid plan? Sounds more like living in Lockdown Forever plan.
    Ireland is living under one of the harshest coronavirus lockdowns in the world. At this stage even north koreans wouldn’t apply for asylum here.

    @artur fil: eh, think you might be wrong there. Gardai raided a mews in Foxrock recently in connection with an influx of Eritreans seeking Asylum in this country. When released into the community they didn’t bother to turn up to Mount Street for processing. I kid you not. This all during lockdown. I won’t go into 2000 Brazilians arriving here in the last month. And we wonder about the numbers.

    @Justin Gillespie: we have the Meat Plants problem since last year and nothing changed in regards those, one report showed how just one case in a Plant led to over 150 cases in another meat plant, people’s homes and a school outbreak and it was unknown how much further transmissions were from those as reported in the examiner in Jan, but yeah you continue to only blame the people at Xmass.

    @Justin Gillespie: We have no living with Covid plan. We have never had a living with covid plan. Holohan’s dramatic return changing us from level 3 to 5 was the catalyst for the Xmas disaster. Blame lies fully at his feet. As for this Government a question you keep asking I would like to know your take on it. Do you actually think this hodge podge ( your words) of FFFGG is working.     @M Bowe: that disaster was backed by SF also though wasn’t it? In fact there was cross party support for a relaxation over Xmas. I’m just not sure how any political party can be blamed for people not using common sense and instead having to party in other people’s houses and create the perfect conditions for transmission.

    Listened to his speech I thought that this man is just lying for the sake of it but used many words which sounded cool.

    They have done nothing with the schools but it’s now a safe environment for children

    And even if it’s safe they still want to see how it goes before they send the next wave of children….

    Talking about lots of cool stuff and that they have listened and knows that people are eager to go outside but still doesn’t allow them going somewhere beside that one beach the whole local community is going to when the sun is out.

    @Tom Bombdadil: Because the vast majority of cases in Ireland are caused by a strain imported from the Uk. No lessons were learned from the school trip to Italian Alps for a ski holiday early in 2020 that kicked this off, people carrying this new “Kent” strain of virus were freely allowed to enter the country. And, the rest as they say is history.

    No comments allowed on an article about jimbob Delaney , trying to keep proceedings from the public yet again , just how big is the current carpet we have that everything is being brushed under .     I left Ireland in January to work online in a warm country in southern Europe, join me. I’m done with Ireland. These lockdowns and restrictions will continue for the next 5 years in some shape or form. And the rest of western Europe is the same. France now has a 12 hour curfew during the week and a total curfew at the weekend! If people stand for that then there is no limit to what the government will do for your ‘safety’!

    Maybe it’s because it is a worldwide pandemic and no one really knows how things are going to play out. There are new and unpredictable variants on stream which are more dangerous and more transmissable, such as the UK, Brazilian and South African variants, and now it looks like a new variant in California. Of course plans will change as we adapt to new situations and as science finds new ways to deal with Covid-19. You cannot set a plan in stone for Covid-19 and you cannot predict people’s behaviour either.

    @Teresa O’Halloran: No one would have an issue with plans changing in response to an ever changing global pandemic but that’s not what’s happening here. We have a hapless and incompetent government who have consistently failed to plan every step of the way, instead choosing to react to situations with a haphazard, lack lustre and lazy response, often too late to actually have any meaningful impact. In business we plan for unknowns all the time and we put contingency in place for when those plans change. This is normal practice but whether it’s down to laziness, arrogance, incompetence or a combination of all 3, this government have failed on every front. They’ve had enough chances now and their mistakes have already cost too many lives. It’s time for a general election.

    @Declan Doherty: can you please outline how their mistakes have cost too many lives? Proportionately our fatality rate is much lower than NI (SF/DUP) GB (Tories) and most of Europe.

    @GrumpyAulFella: I’d start with Simon’s refusal to engage with the nursing homes as the chair of the NFI tried to contact him for 6 weeks with no response while nursing home residents died in their droves and staff went without PPE. Then there was the governments refusal to tackle our ports and airports, starting with Cheltenham and the Italian match last March which subsequently led to massive spikes in transmission. Even today having finally accepted the issue they’ve still failed to do anything about it. Another example would be lifting restrictions so Michael could claim credit for a meaningful Christmas which we also now know to have been a colossal mistake leading to numerous hospitalisations and deaths. That’s just 3 off the top of my head. There are many more.

    @Declan Doherty: but Mary Lou and all politicians wanted restrictions lifted at Xmas, so did most of the population. The only mistake was that we trusted ourselves to not go crazy. Every country has had a Cheltenham or a rugby match of this type. The most recent spike was not caused by either. The fact remains that proportionately our fatality rate remains relatively low which points to correct decision making. But you know that.

    @GrumpyAulFella: Leo on the Claire Byrne show to slating NPHET advice to move to level 5 and then ignoring them leading to a huge spike in transmission and countless needless deaths. The lack of clarity around school cases where they spiked in the run up to Christmas but Norma continued to declare school as safe, even when NPHET said they weren’t and we’ll never know how many kids brought it home which again led to increased transmission and deaths. The failure to increase hospital staffing levels when thousands of people returned home and applied on the call of government. Most never received a call and I believe under 200 were subsequently hired. You can blame Mary Lou and self flagellate about the people all you like but FFG are in charge and it’s FFG who are responsible.

    @Declan Doherty: but again Declan all of that means nothing. Our fatality rates are relatively very low. Surely that is the measure upon which any pandemic management should be measured. Hospital capacities were managed and we seen to be over the worst now. So looks like they made the right call re those extra hires. I mean, who would you have manage the crisis if not this govt? We’ve seen SF/DUP’s record up north and it’s not pretty. Remember also that Michelle O’Neill wanted to keep schools open in NI in the early stage of the pandemic and then u-turned when she saw what the govt in the south was doing and following a quiet word from Mary Lou. How many more deaths would that have caused?

    @GrumpyAulFella: You asked me to give examples so I gave you examples but then you start pointing the finger at SF and the North which is a predictable FG response. Our fatality rates could and should have been lower. You might be ok with 4300 dead but I’m not.
