Dublin City Council installs loudspeakers warning against dog fouling as complaints pick up

Audio devices in so-called blackspots across the city aim to encourage dog owners to clean up after their dogs.

DUBLIN CITY COUNCIL has recorded a 27% increase in complaints regarding the issue of dog fouling in public parks and open spaces across the city over the last 12 months.

The council today launched the second phase of its campaign to encourage dog owners and dog walkers to act responsibly and to pick up after their dog as the dog fouling problem continues to grow in Dublin. 

As part of the campaign, the council said it will install audio devices in so-called blackspots across the city to encourage dog owners to clean up after their dogs.

A suite of outdoor and digital adverts will run in tandem for the two week period.

City Councillors have also set up a working group to actively look at the issue as residents continue to contact their local representative to complain about the ongoing issue of dog fouling in their area.

Dublin Lord Mayor said it was now a “major issue”, particularly for people who are more at risk of coming into contact with dog waste such as; wheelchair users, visually impaired people, babies and toddlers.

“Whether you own a dog or not, dog poo in our public spaces affects the whole community. I am appealing to all dog owners in the city to act responsibly and pick up after their dog as dog waste affects everyone,” said Chu.

Dog faeces contain bacteria and worms which can be particularly harmful to young children. It is picked up on the wheels of bikes and buggies and is brought into homes across the country.

Toxocariasis is an infection caused by roundworm parasites. It is spread from animals to humans via infected faeces. Young children are particularly at risk of getting toxocariasis because their play habits make them more likely to come into contact with contaminated soil.

According to a Behaviour & Attitudes Survey carried out by Dogs Trust in 2019, 7 in 10 people claimed to have walked in dog poo on the street.

The survey also found that 51% had come across dog poo in their local park, 31% had rolled a buggy through dog poo, 33% rolled a bicycle through it and 11% rolled their wheelchair through it.

“I am urging dog owners/walkers to be responsible and to dispose of dog waste appropriately and do not leave the doggie bag on railings or in bushes or on the streets or footpaths, instead you should ‘Bag it and Bin it’,” said DCC’s litter prevention officer, Bernie Lillis.

“Dog fouling is everybody’s business, it’s not a dog problem, it’s a human problem and we must all be mindful of other people who use our public spaces and to make sure they are clean and safe for them to use and so that we can all stay healthy.”

€150 fine 

Although it is an offence under section 22 of the Litter Pollution Acts not to clean up after your dog has fouled (which can result in an on-the-spot fine of €150 or a summary conviction to a fine up to €4,000) the reality is that many dog owners are not doing so.

In response to a query on the issue last week, Minister for Environment Eamon Ryan said the primary management and enforcement response to littering (including dog fouling) rests with local authorities, under the Act. 

“It is a matter for each Local Authority to determine the most appropriate course of action to tackle litter pollution locally within the legislation provided. This includes the most appropriate public awareness, enforcement and clean-up actions in relation to litter and dog fouling, taking account of local circumstances and priorities,” said Ryan. 

He said his department would continue to encourage local authorities to expend a portion of their grant – under the Local Authority Anti-Litter and Anti-Graffiti Awareness Grant Scheme -  on dog fouling awareness projects.

In May 2017, then-Minister for Communications, Climate Action and Environment Denis Naughten said that he was allocating extra resources to tackle the prevalence of dog poo on our streets. 

He said many initiatives to deal with dog fouling had already been introduced around the country.

These include the provision of signage, talking lamp-posts, dog waste bins and bags and awareness campaigns such as The Green Dog Walkers scheme, which the minister said been successful across Roscommon.

    What is it with some dog owners they Let their dog run off its Leash Telling everyone he will not bite ! they will not pick up the Poo after their dog defecates in a public space Happy to have the Dog barking 24/7 tied up in a small back garden the owners have no care for the noise level and the distress this causes locals then the owners e complain that their is nowhere for their dogs to run free Not all owners are like this but many are ,,,,If a dog owner can not take care of their dog and tidy up after it they should be fined and if the problem continues the animal removed from them

    @John Rownano: very hard to fine someone for leaving the poo bag behind. The inspector or litter warden is not the Gardaí, apparently they can’t ask for their home address. Some inspector said this was the problem on the radio last Yr. Said they would literally have to follow the culprit home.

    @Aidan Dorney: it has been done elsewhere. It could be easily integrated into the licence. Just submit a saliva sample with the forms. I’d Imagine it would irradiated the problem quickly in certain areas.

    @Dugb: eh the only thing this will do is result in less people purchasing a dog licence! You need resources to enforce these kind of things… I’m pretty sure there are more pressing issues that dont have resources!

    @james spice: In my heyday James I got locked up for not paying my fine for not having a lead on my dog. Upon leaving my cell in the Joy the lads use to treat me to a chorus of WHO LET THE DOGS OUT. HA HA HA.

    @Scott Crossfield: my local park doesn’t have 1 bin to be able to put the bags in, our local park cleaners told us to leave the bags near the railings so they can put them in their bins

    @Natalie Murphy: our local park the same. No bins. But it is my dogs poo, so although I don’t like carrying around a flimsy bag of poop, I have to as its our responsibility as dog owners and then I bin it in the black bin at home. Haven’t heard of the railing trick, but I’ve never seen a park attendant to ask.

    @Scott Crossfield: As someone that does pick up after their dog, I have seen people throw the bags in the ditch etc. There are two bins in my local park, neither are near the carpark. I pass the bin on the way in and out but in all honesty I don’t blame them, no one wants a bag of doggy doo in their car. At least they throw it into the ditch where it won’t cause a problem and not simply leave it on the grass. Where I walk my dog our of the main park area the little track is literally covered in it. But again, that’s a 20 minute walk from the gate and the car park. People won’t walk 20 mins to the gate and 20 minutes back to the car just to use a bin. Maybe more bins are part of the solution

    As a dog owner myself, there’s few things in the world that annoy me more than seeing someone who’s made the effort to put dog poo in a bag and then not take it to a bin. I’d rather walk for an hour with it than do that. It’s disrespectful to other citizens, and most importantly to the person who you think who clean up your own dogs mess because your taxes pay their wages

    I would absolutely hate to have to pick up my dog’s poo and carry it around til I could dispose of it properly, so guess what, I dont have a dog. I love dogs but if Im not going to look after it and respnsible for it , then I should never have one.
    Why are people so selfish? Dont have a dog if youre not prepared to look after it.

    Toxocariasis can cause blindness in people but especially young children. Heard of 2 who got it on a beach while digging in sand & ended up blind. It is appallingly irresponsible to leave it on ground plus if the bags are left hanging near horses, the horses are attracted to the cereals in the dog poo & they die from ingesting the bag containing it

    They need to install a lot more bins. So many do put the dogs poo in a bag but then just leave the bag on the ground or a bush as they dont want to carry it for the h walk before they are home again. If there was bins they would put the bag in there.

    I am an avid Walker. I have to constantly keep a careful watch out for dog poo to avoid stepping in it. I do not walk on grassy areas because dog poo is more difficult to see. I hope the initiative of city council works. And maybe the council will install cameras that would help indentify guilty dog owners.

    There should be sections in city parks just for dogs so they can socialise off leash, gated away from people afraid of dogs. Most cities have this. If Stephen’s green, Herbert Park, etc can have playgrounds, why not also a space half the size for dogs? Iveagh Gardens has more than enough room.

    I have been emailing the council, the head of parks and tds about there being no bins in mountpleasant Square. I’ve been fobbed off, and also outright told by the thread of Dublin City Council parks that there’s one bin outside the park so no, they will not install any bins. They’ve now removed all bins from Dartmouth Square. Constantly either ignored and gaslit, while dog ownership doubles in lockdown.
    This is a joke. More bins. It’s so simple yet they are actively refusing to.

    A little tail of two towns. I live on the border of Cavan and Fermanagh. I walk my dog on both sides of the border (when COVID allows). In the north I don’t have to walk much over 500m to find a bin. In the south on the same distance walk (5km) there are two bin both outside shops. One town has lots of dog shit the other doesn’t. There is also less litter, chewing gum and cigarette buts. It’s not perfect but if you give people the tools they generally use them. No one wants to carry shit for 5km or put it in there car.

    @Daire Friel: I don’t see why people couldn’t have an airtight box in their car to hold a used bag. Sure even a recycled container would do. Agree that there aren’t enough bins. I’ve only seen one in a shopping centre and that’s outside the pet shop. They probably sponsored it.

    Would you ask a DOg owner whom you see letting his dog poo on the side of pedestrianised canal to please carry a bag in future or make an issue of it. I have and have been threatened. I always carry bags and pick in the woods even.
    How should I approach people?

    @John Kenny: That would of course depend on you & who or what you’re dealing with.
    sometimes better to say nothing. I can say I always carry some poop bags. On the very rare occasion, I run out or forget the bags will cover with leaves least to warn the passers-by. A simple way to solve the issue is a huge fine 5k should sort it. Even a hotline so repeat offenders would be done after a bit of surveillance.

    A good slogan for the new campaign could be. Wait for it. YOUR DOGS BUSINESS IS YOUR BUSINESS.

    Perhaps if there were bins placed under every sign about dog poo more people would pick up. I usually have to walk for more than 20 mins after picking up before I can find a bin. It’s a disgrace.

    I can only assume the people that pick it up in the bags and then proceed to throw the bag on ground are some sort of scat sickos that like the felling of it running through their fingers but don’t wanna get some on their hands at the same time

    Have many people been fined? I doubt it. No enforcement, not enough bins, some dog owners couldn’t care less, some only pick it up if people are around, some walk nonchalantly away pretending they don’t notice it etc. If you bring it to a persons attention you often get told to F off. Dunno what the answer is, most dog owners are responsible and yet there is dog s***e all over the place

    Get rid of refuse privatisation. Make rubbish collection free and people will (for the most part) stop throwing rubbish everywhere. Nationalise it, cover the cost under taxes. Or follow the current approach and end up paying twice – once for yourself and a second time by having Councils cleaning up dumped rubbish. Provide more free public bins – by having home bins free it should mean public bins don’t get stuffed with people trying to avoid paying for a home bin service.

    @Mike Fahey: bins were nationalised, city councils, then eu closure of dumps, and no proper incinerator, then 2008 the twits in kildare st, sold contractors the rights and city councils can’t get out of contracts. ff started this problem. and people are just dirty dogs , u learn from your parents , just proves some parents are dogs aswell

    dog owners? some of these people pay 2000euro for a dog won’t clean up, dirty people who can’t take care of their kids either, half the lazy dole cheats around me dont even walk their dogs and open their doors to let their dogs crap in gardens, well why dont people steal the mutt’s around here. must be 40000 worth of dogs around my road on their own.

    Why do people put poo in a bag then dump it elsewhere?

    Dog poo is bad enough but last weekend in Clontarf some of the local police were out on horseback and the amount off horse poo left on the ground was disgusting.

    I’ve noticed there is less dog poop left on paths during the past year or 18 months, certainly in my area.
    Less of the poop bags hanging on branches or off path too, so some message must be getting through.
    As a dog owner I will always lift and find a bin to dispose of poop bags or alternatively bring home to dispose of.
    I’ve never caught anyone dumping a poop bag. It is a sneaky practice and I would approach any owner doing this.
    I’m not sure that anything will work apart from more notices and more bins.
