Planning permission approved for Howth apartments despite residents' objections

Locals were concerned that Howth is being overdeveloped.

RESIDENTS IN HOWTH in north Dublin have failed in attempts to prevent An Bord Pleanála from giving the green light to “fast track” plans for an apartment scheme for Deer Park in Howth.

However, the appeals board has reduced the scale of the scheme from 162 apartments to 113 apartments after ordering the removal of the top floor in each of the three apartment blocks, resulting in a maximum height of four to five storeys.

The green light to GLL PRS Holdco for the Deer Park scheme is one of three Strategic Housing Development (SHD) schemes comprising 621 units that the appeals board has granted planning permission for in Dublin.

In a separate case, the appeals board has granted planning permission to the Shoreline Partnership for an additional 338 units to bring to 882 units at the ‘Coast’ north-west of Baldoyle village in Dublin 13.

One of the 15 apartment blocks in that development reaches to 15 storeys in height.

In a third decision, An Bord Pleanala has given the green light to Square Foot Property Services Limited for €46 million plans to construct a 170 unit ‘build to rent’ apartment scheme at Glen Abbey Complex, Belgard Rd, Cookstown industrial estate at Dublin 24.

In relation to the Deer Park scheme for Howth across three blocks, 51 third party submissions were lodged with the appeals board.

In the submissions, locals were concerned that Howth is being overdeveloped; that local primary schools are already at capacity; and that the density of the scheme is not in keeping with the character of the area.

Fingal County Council also recommended that planning permission be refused for the scheme across a number of headings.

The Council stated that the proposal would not be acceptable given the excessive scale within this extremely sensitive setting which would have a detrimental impact on the setting of protected structures including Howth Castle.

However, the appeals board stated that the reduced height and scale of the scheme would be appropriate and that the proposed development is acceptable in all other respects.

The appeals board also stated that the scheme is on a strategic site for housing as being of only a few remaining vacant sites identified for housing in Howth.

    @Will: some people can afford this relatively easily. Might be somebody downsizing. Probably a good long term plan for some. The quickest solution to the housing is to get OAPs to downsize.

    @Craic_a_tower: except that many complexes these days are Build to Rent, they don’t even go on the market. And lots of downsizers don’t want apartments.

    @Will: there’s a development of >300 units directly opposite. They’ve been sold off plans to one buyer. The strategic development is now a rent only scheme.

    @: what happens when everyone that wants an apartment has one and another 50,000 are built?

    What happens when housing schemes aren’t renting because we have too many houses?

    We need rental stock AND housing stock for owner occupiers too.

    @Craic_a_tower: Ye, that will solve the problem. 3 of the young couples of Ireland looking to make a start can combine their savings and buy the €650k house the OAP’s sold to downsize to the €450k. apartment…..

    @Craic_a_tower: I wonder will you agree to that quick solution when you’re an OAP! No I’m not an OAP but I can imagine someone in this position, living in the home where they have the happy memories of their children running around. They may have lost their partner. Nobody should be able to make an OAP move from their home!

    Would you ever get lost! … people who have a house worked hard to buy it (or build it) and put many many years into their home and you want old people to give all that up and move into what? A shoebox or an old folks home?

    That’s very disrespectful to old people who have every right to stay where they are. There’s other solutions that don’t involve guilting the elderly to give up what was their home all their life

    We’re building all these additional properties, which is good, however, we are not building any additional infrastructure/new roads to support the additional traffic that will come as a result!!
    North county Dublin will be an extension of the M50 car park!

    In fairness ,Howth during the Winter the village is a ghost town and during the summer it’s a disaster try to drive a car into the villageits a no no.

    We can’t have new builds confined to West Dublin.(re:the new ‘City Edge’ proposal) The bottom line is our population is expanding exponentially and homes need to be built. Unless de – centralisation is ever taken seriously, all areas of the city, including those who enjoy a ‘privileged’ status, have to take their fair share of new homes.
