State could buy 500,000 antigen tests per week as Govt told rapid testing may play 'important role'

Ireland is understood to have two million rapid tests in stock.

A NEW REPORT for Government on the use of rapid antigen tests has concluded that they may play an “important part” of future Covid-19 testing programmes.

The Interim Report of the Expert Advisory Group on Rapid Testing says that although the tests do not identify all cases of Covid-19, there is significant evidence that rapid tests “are more likely to identify current infection in asymptomatic individuals”.

The report also concludes that the tests are cheap and can be deployed at scale.

While the cost of the rapid tests is cited as a positive, minutes of one of the last meetings held by the group in August notes that “tests are beginning to become harder to
purchase”.

The expert group said this would be communicated to governmental officials, but said the cost/finance and the availability/accessibility of rapid tests is outside the terms of reference of the group.

It noted that it is an important issue to highlight to government departments for consideration.

However, it is understood that unit costs are a matter for the HSE to negotiate, and are not being flagged as a risk to supply.

Ireland is understood to have two million tests in the country with an ability to buy around 500,000 more per week.&

Rapid antigen tests are already being used or piloted, as part of outbreak response in the community, acute hospitals, meat processing plants, residential care facilities, childcare facilities and higher educational settings in addition to their use in some private sectors.

The group says that it has engaged with representatives from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media and the Department of Enterprise, Trade and Employment around their priorities for the use of antigen testing in different activities and settings.

These include the use of antigen testing at business conferences, dining and outdoor concerts. The group said that once a risk assessment framework is developed, advice will be provided to each department about the appropriate use of antigen testing for these activities.

The report said there are concerns about the public’s “misconceptions” around antigen testing, stating that public awareness will be key in any subsequent roll out.  

A negative rapid result should not be used as a “green light” for an individual to ignore or bypass current public health advice, the report stated.

The public understanding “presents a clear set of communications challenges”, it added.

This is the fourth report produced here during the pandemic on antigen tests, with the full report due to be published shortly.

It was announced this week that antigen tests would be used by fully vaccinated people who are deemed to be close contacts of a confirmed Covid-19 case, but who have no symptoms.

The HSE said it will be rolling out antigen testing for close contacts “from the end of next week”.

Niamh O’Beirne, head of testing and tracing in the HSE, said the newly launched online portal will allow members of the public to report their results.

During this today’s press briefing, O’Beirne explained that vaccinated close contacts who don’t have symptoms will be sent five antigen tests and asked to use three of them every second day.

Should they test positive they will be asked to self-isolate and seek a PCR test via the HSE. For those who get a negative result, they will be asked to record their test via the online portal.

For unvaccinated or symptomatic close contacts, they will be asked to get a PCR test instead.

She added that full guidance and details around the kits will be on the HSE website in the coming days.

Taoiseach Micheál Martin confirmed that antigen tests will have an “enhanced role” and that tests will be sent to symptomless fully vaccinated close contacts of confirmed cases.

“A more wider use of antigen tests is certainly on the cards,” the Taoiseach said in response to a question from The Journal.

    Look in any large civil protest no matter where in the world there will always be elements who try to use legitimate protest to cause trouble. The Garda Special Branch and G2 have a good idea who most of them are. The bigger the march the more these nutters think they can hide. In the Poll Tax riots in London in 1990 anarchist groups were identified and arrested on follow up ops thanks to CCTV, Sky TV footage and police video officers. The government seem to be trying to use these “sinister elements” tactics to tar the whole protest movement, remember that. Do not wear masks, show that you are peaceful and keep an eye out for the real sinister elements, they wont be too hard to spot!

    Bit like the way the Gardaí didn’t arrest ANY of the ‘sinister fringe’ who were assaulting them, even though they were arresting roughly 6 people a day for the past few weeks for non-violent, and non-assualty, protesting. Bit like the way none of the Gardaí, or undercover Gardaí, or Gardaí in full riot gear, or Gardaí in the paddy wagons and squad cars, made ANY effort to chase the guy who threw the brick.

    Any opponent of this current government has been having loads of allegations directed at them, it in overdrive this past month.

    I also received a bomb threat this morning! Never got the callers name or number, didn’t get the call recorded either! But it’s legit! HONEST!! My van was also burned out, even though I have no van, and no photos, and no proof, and don’t live near a van, this is also legit! HONEST YOUR HONOUR!!

    The people of this country are not happy. The government promised to put us first and they put us last. We have had enough. I voted FG/lab in GE 2011 and I feel let down by their lies. They no longer have a mandate to govern as far as I am concerned. Irish people are passive by nature, we b1tch and moan but don’t take to the streets. Irish water is the straw that is breaking the governments back, we have had enough and are taking to the streets peacefully, the throwing of bricks is not acceptable. The government are making themselves out to be the victims. These protests are not just about IW in my opinion but about all the cuts and sacrifices that we have made since 2008. we have had enough of having out taxes squandered and the government treating us badly. Enough is enough. They need to listen!

    Brian – I agree wholeheartedly and the anger of the public has gone way beyond water charges (that was simply the final straw) – I see us now in a space where having been absolutely lied to by FG/Lab; and we are not talking one or two policies, but the whole election manifesto; its time to oust them from office – if we leave them in power for another 18 months they will completely destroy us.

    Can everyone stop saying the “People of Ireland” and things of that ilk.

    No one likes taxes, no one ever marched in the streets to demand the introduction of a tax on themselves, but a lot of people feel Ireland should have taxes across a broader base because the current base is too narrow, which IW accomplishes. A lot of people feel the introduction of IW taxes are leading/will lead to a dramatic improvement in our outdated water system, improvements which will benefit Ireland for generations to come.

    A lot of us feel IW’s setup has been a disaster, and welcome the attention it’s received which will push it towards improving as a system. (No more than any public or private sectors’ creations are littered with errors and lessons to be learned)

    But when you go around spouting the “People of Ireland” have spoken, when some prat prank calls an office or throws a water balloon at a women the same age as my mother, you lose all credibility in my eyes and the eyes of many like me.

    Enter the debate, discuss alternatives, quiz your politicians for answers or what they are doing, or what they would prefer to do, but don’t just sit behind your keyboard justifying the ugly actions of a few by saying the Govt deserves it for ignoring us.

    Noonan is way ahead with his tax take this year, the economy has stabilised, is growing and unemployment falling – and instead of using this to alleviate some of the extreme pressure on many of the population, Noonan is discussing whom of the Troika to pay back early.

    Whatever about not being able to get out of the debts imposed on the Government, the present policies are madness considering the Government is elected by the people and for the people.

    Out of curiosity, are you familiar with false clause fallacy? Where you take one thing someone else says, amongst a group of things they say, take your interpretation of it, say that that thing is wrong and then treat everything else they say is therefore wrong because you decided one thing was….

    I write in these comments sections to try and understand why people are so angry about IW. I personally am not angry with its introduction, but I’m not impressed with how it’s been created as a company and hasn’t been planned well enough. I’ve said it a number of times before on this site, I will be better off with the next budget for the first time in my career. I’ve worked my ass off to get this far and this far means I’m struggling to pay rent and cannot come close to affording a house yet as a result, but I’m not angry at the government for that.

    I’m angry at the generation before me who lived through the Celtic Tiger excesses, rode the wave and now that the rug finally got pulled out from under them, they whinge and moan and won’t roll up their damn sleeves.

    Oh, I see, Ciaran – it’s all the fault of the older generation. As Enda said, ” we went mad – we all partied” etc., etc., from every crap politician and lazy journalist – all of whom were talking up the ‘Celtic Tiger’ at the time. Well I can tell you, Buddy, some of us didn’t go mad, and didn’t party. In my own case we have one small dwelling, purchased in 1979 and upon which our mortgage rates fluctuated from eight to eighteen per cent, in an era of miniscule wages. There are no holiday homes, buy to let properties or any other item of that nature. Nor did we “go mad” travelling to Dubai and other exotic locations. There are tens of thousand like us who were never at the party, never lusted after exotic consumables, nor took out huge loans, but are still stuck with the fall out. And another thing, my spouse and I lived for five years in a bedsitter, saving up the deposit for a house. How many of you lot will do the same?

    Sheik, I’m angry at a whole group who proceeded me, who certainly existed, but didn’t include every individual in that generation. There’s a laziness in this country in saying that those who created this mess, who lived to such excesses and were reckless were all bankers & developers. It’s an attitude that I find lazy in the extreme – we all did this to ourselves.

    I remember growing up watching the good times. I remember people paying 200 quid for a plumber just to get him to call round and make a small repair to a washer – he wouldn’t “waste his time” for less. I remember the people who would just buy a new washing machine, sure we’ve had it for 3 years and it’d cost 200 for a repair anyway. Who was to fault? The Govt? The plumber? The customer? All of us…

    These people weren’t bankers, they were Irish and they were most people – I might have only been a kid, but I remember it well.

    I’ve been renting now for 11 years including college and I’m no closer to a home of my own, but I’m not going to turn around and blame the Government. 8 years ago, I could have walked in and gotten 400K in the blink of an eye with lending as it was. I didn’t because I thought that was a silly risk – I was lucky enough to stop myself when others didn’t. I can live by my decisions and and not blame others for them though.

    David they don’t have the democratic right to continue with Irish Water – the majority of the people rejected it on the Oct. 31 – Paul Murphy stood on a platform of a referendum against the water charges – he won …..
    I hope A.I.B. billion euro taxpayers pension fund didn’t invest in any Vulture Funds – don’t you ..Still a new Government will check all those kind of things out I ma sure – Enda seems busy with Ansbacher perhaps among one of his appointed Ministers – (CURTAINS), some sort of judge of Belfast and then of course what with water and leaks busting everywhere the current crew might be too busy !

The media is actually scrutinised and must be seen to conform to ethical and truthful journalism, such is the nature of a democratic society.     pwhatp – we’ve had ‘sinister elements’, we’ve had accusations of threatening behaviour, violence etc – but in any 100K, 200K, 300K mass of people there will be different elements and also different definitions of violence.

    The propensity of our elected officials to focus on the extreme fringe happenings and highlight these is a ‘smear campaign’ on the whole and is setting the scene for a very dirty US and THEM showdown, which could ultimately hand control of this country on a platter to the Extreme Left and SF.

    Its time for the mainstream parties to swallow their pride and think of the longterm future of the country.

    pwhatp – its being reported now that a female caller commented that “the lot of you should be bombed” – although In don’t agree with such comments, this is a far cry from a direct “Death Threat” and more akin to the “Hang the bankers” chanting – which nobody at the time even came close to equating to death threats to bankers.

    This is Kelly showboating and this type of over-reaction to comments and attempting to smear the entire anti Water Charges campaign will backfire. Almost every action by Government Ministers to date has been the wrong move – from Kenny saying nothing, Burton being limited to ‘personal capacity comments’ and Varadker and Kelly crying wolf publicly and attempting to call the water protests sinister – what they don’t appreciate is that its the majority of the population and many of their own voters.

    My prediction is if the Water Charges are not abolished, the Government will be ousted during Q1 or 2014 (the Irish Spring if one forgives the pun) – I actually find this a frightening prospect as those riding the wave of public resentment are SF and Extreme Left – both of whom are 180 degrees from my own politics.

    I thinks it’s a disgrace that this gets airtime. One head case rings a constituency office & lets loose ranting & this makes news??? No Gardai or Defence Forces Ordinance teams even dispatched, not one shred of evidence the threat had any genuine intention, just one headcase on a rant..

    Come work in a North Dublin A&E where genuine threats & violence are an everyday reality! There People get genuine scared & hurt. Nobody gives too hoots about these workers..

    cholly appleseed ..Emergency calls are all recorded and voice recognition is available so it wouldn’t take too much to track down someone if they had a suspect..

    As regards to making a serious hoax call on a prepaid phone, the phone’s IMEI is immediately flagged. They can triangulate the coordinates of that call within meters. The phone would then be rendered useless and any future sim that would be placed in that phone would be marked.

    Ok ablitive… season 4 of csi was a whopper wasn’t it. The gardai don’t have that technology. Yes they record calls. By your blind faith in crime solving, tell me this, how do the vast majority of crimes go unsolved? Sure if cctv is that amazing, everyone be caught. If gardai had ability to triangulate all cell phones immediately, most stolen phones be recovered. Unfortunately this is not the case, your living in the clouds

    But they’ll know the incoming number from either Office Records or Eircom records.

    Its simply the case of checking who the SIM is registered to – if unregistered then they can triangulate the position of the SIM to a few metres – when they get close then ring the sodding number and whoevers pocket starts to ring is the guilty party.

    We are not dealing with rocket science here.

    I am very cynical about the timing with this along with with the heated protest in Jobstown over the weekend, seems more than coincidental, I wouldn’t rule this out being staged by the establishment in order to attempt to demonise the water protestors/protests.     I think people need to have a bit of perspective and try to understand the reasons behind the actions, this sort of breakdown in society can only be brought about by serious deprivation and desperation.
    The government need to see that this is the net effect of policy decisions that have stripped people down to a layer of what is unlivible. Obviously having a bigger impact % wise on lower income areas.
    While not condoning violence it is understandable how good but “worn down” people can get caught up in the hysteria. These are people that when their kids are picking their Christmas toys out for Santa, the parents are thinking of excuses to soften the blow for the glance of disappointment they’ll get on Christmas morning.
    That feeling of not being able to provide for your kids is a very powerful motivator to do what ever it takes to make things better.
    (And this is the ones that are working full time)
    Ultimately the government are responsible for the social situation that has evolved, they have put economy before society at every juncture when a 50/50 balance is needed as one is dependent on the other..

    So get off the high horses, forget your comforts for a minute a try walking in the shoes of those you criticise as you can’t fix a problem if you don’t understand it.

    At a time when so many in the country are trapped in their homes, with high mortgages on over-priced properties and no way to sell and get out of the trap (or extremely high private rents not subject to any controls – and that is by design – no question).

    Those who lost their jobs are in a desperate situation, however for those who didn’t lose their jobs.

    We were told we needed to be more competitive – almost immediately salaries took a 10%-20% dive across the board, with some I know in the private sector taking a 30%-50% drop. Suddenly €35K or €40K salaries were down to €30K and €35K – which put a huge hole in ability to pay mortgages and simply feed families – remember we are talking about salaries where the monthly gross is €2.5 – €3K and where in most cases accommodation (mortgage or rent) will already be in excess of €1000 (from the net salary) – the impact of someones gross salary going from €3K per month to €2.5K per month cannot be overstated – its massive- and that’s without everything else kicking in.

    Then we were told there would be higher income taxes to pay down the debts (income tax, USC), we were told that we needed to pay for Insurance risk associated with the Quinn bailout (Insurance levies – motor, home and health), we have seen increases in Motor Tax, Insurance has gone up regardless of the additional levy, we were told a Property Tax would be introduced to assist with the countries finances and then out of the blue Water Charges – one can only ask – what is next?

    Those on €80K or €100K per year might not really understand when someone simply doesn’t have any more money to pay – its not the case of doing without something, its a case of ‘starving’ one of the children.

    Remember we have a Government who become excited announcing 150 new filling station jobs – jobs which should have been delivered when the motorways were built in the first place if there wasn’t some other series of shenanigans going on there. But these types of jobs don’t pay €60K or €70K per year, these are bottom rung jobs and due to our newfound competitiveness most even half decent jobs are bottom drawer in terms of salary.

    To add insult to injury, what we see now with Irish Water is €85M + €100M spent on metering and billing – this blows a hole in the argument for investment in the water system – its not investment. When many people are finding it difficult to feed their families and keep a roof over their heads – this misallocation of public funds is treasonous – the appointment of an ‘insider’ to the position of CEO, a person who has proven he couldn’t manage his own bowel movements – the lies regarding the income tax impact if the IW charges were abolished, the taking of the population for fools in terms of ‘not to be privatised’ (there is only one reason its being set up in the way it is) – and believing the population has no idea why all this money needs to be raised – for the water system – what utter rubbish – this is more money to pay down bondholder debts as is everything we are raising at the moment.

    Take out debt and interest repayments and see where our balance of payments actually is.

    We have seen CIE & Luas being able to increase their charges – regardless of everyone elses capacity to support themselves going down. Food prices go up, but prices to the farmers continue to fall, the full reduced oil prices are not seen at the pumps. Free childcare and doctors visits not being implemented (these were some of the carrots dangled), no prosecutions of bankers/developers or politicians, valuable assets removed, told the new Ansbacher Dossier is not of our concern – and all the time the emigration continues unabated.

    @ Shayno well said son , I’m a protester who has never protested about anything before this water fiasco, since becoming involved I have been portrayed in the media as sinister or dissident when I am neither. I work , pay tax and am a homeowner but I refuse to pay a tax that will be immediately used to service a debt which does not belong to me. Some people use this site to pontificate there beliefs that all protesters are unemployed, criminal types who want to battle with Gardai. The IW protest is a very broad spectrum of people and maybe some are unemployed or some may have criminal tendencies but if that is the case I say these people live in our communities and have as much right to protest (peacefully) as the next man. Hope people take all news media with a pinch of salt. Fightback

    Very true Sheik does anyone believe this story , bomb threat my arse he got that call from FG/LB HQ muppets probably even used there own phone. Most modern landlines are equipped with the technology to show who is calling or a redial button to identify and callback. On subject of water balloons politicians in UK have had all sorts thrown at them and I d’ont hear them saying “it’s an attack on Democracy” if these people were not so far removed from everyday worries of life they could sit and hear the grievances of the protesters. Amazingly some of the first to condemn this action where the same politicians who have been missing from their constituencies in North Dublin for weeks now as they don’t like what people are saying. Roll on the 10th. Fightback.

They are trying to split the middle classes by spooking them with stories of sinister elements manipulating them.     They won’t go quietly, there’ll be an awful lot of kicking and screaming, but we’re finally coming to the beginning of the end for the current Irish establishment – the cliques formed from prominent Fianna Fail and Fine Gael families, that have infested every facet of Irish life for far too long. The internet has provided a platform, outside the establishment controlled media, for the ever increasing amount of people who want rid of this establishment. It really caught them on the hop when it first became largely available in the late 90′s early 00′s – they only realised its implications when it was too late. Since then they’ve done their best to stall it, that’s why a majority of us still only have access to early 00′s technology.

    There’s still a long way to go but their days are numbered, they can only survive in a much altered form – change or die.

    Found this on web this a.m. STRANGE. Read right down to the end. This article was written in 2013. He says then he was getting death threats. So I don’t think this has anything to do with Water Protesters.

    I think “sinister fringe” is a bit of an understatement for people who send bomb threats. “Enemies of the State” would be, perhaps, a more appropriate description.
