Tánaiste to signal shift in China policy, will say Ireland will not be 'naïve or silent'

Micheál Martin, the Minister for Foreign Affairs and Defence, is due to speak at the Royal Irish Academy’s Annual International Affairs Conference.

IRELAND must be “realistic and clear-eyed” about China’s strategic goals, the Tánaiste will say in a speech today which is expected to signal a shift in foreign policy in relation to China. 

In what will be analysed as a significant move, he is also due to warn the private sector and academia to increase their levels of awareness about possible risks they are exposed to as a result of any links with China. 

It is expected that although Micheál Martin will say Ireland wants to continue to work with the super power on climate change, human rights and economic growth, he will also outline how China’s behaviour must be monitored. 

Martin, the Minister for Foreign Affairs and Defence, is due to speak at the Royal Irish Academy’s Annual International Affairs Conference this afternoon where he will follow other world leaders trying to tread a fine line of keeping relations positive while not ignoring signs of increased authoritarianism at home, and stronger support for Russia abroad. 

The event entitled ‘Human (In)Security in an Unsettled World’ will look at the so-called “polycrises” characterised by the perpetual global intersecting issues of environmental and humanitarian disasters. 

The Tánaiste’s address ‘Preserving the International Rules-Based Order – Addressing Risks and Meeting Responsibilities’ comes after the UK and the EU changed their own foreign policy approaches to China.

Martin, it’s understood, will focus on Ireland’s relationship with China in the wake of the war in Ukraine but will pay particular attention to the EU’s most recent interactions with China. 

In the speech, Martin is due to say that both the Irish State and the private sector must not be “naïve or silent” when confronting China’s behaviours which go against the international rules based order as set out in the UN Charter or if they see “evidence of core principles being undermined”.     

The Tánaiste will highlight the need for all Government agencies and the Irish business community to be “realistic and clear-eyed” about China’s strategic objectives, and their implications for Ireland and the EU. He will also acknowledge that China and Ireland have differing world views and this aspect will “inevitably shape” how the two countries interact. 

De-risk, not de-couple

Martin will reference a speech by Ursula von der Leyen in March when she spoke of the concept of “de-risking” relationships with China.

In a stinging criticism of China, she said that President Xi Jinping was “far from being put off by the atrocious and illegal invasion of Ukraine” as he was “maintaining his ‘no limits friendship” with Putin’s Russia.

Von der Leyen added it was clear China under Xi was becoming “more repressive at home and more assertive abroad”.

Beijing’s “clear goal is a systemic change of the international order with China at its centre”, she said.

But she insisted that “it is vitally important that we ensure diplomatic stability and open communication lines with China”.

“I believe it is neither viable — nor in Europe’s interest — to decouple from China,” she said. “We do not want to cut economic, societal, political and scientific ties.”

The head of the EU’s executive arm stressed that “we will never be shy in raising the deeply concerning issues” with Beijing.

“But I believe we must leave space for a discussion on a more ambitious partnership and on how we can make competition fairer and more disciplined.”

Von der Leyen said that on trade, the EU was looking to “rebalance” its relationship “on the basis of transparency, predictability and reciprocity”.

UK Prime Minister Rishi Sunak used similar terminology in a major foreign policy review published in March this year, writing that China poses an “epoch-defining challenge to the type of international order we want to see, both in terms of security and values”, adding that the UK’s ”approach must evolve”.

He, however, also said that the UK will continue to work with Beijing on issues such as climate change.

“But where there are attempts by the Chinese Communist Party to coerce or create dependencies, we will work closely with others to push back against them,” he said.

“And we are taking new action to protect ourselves, our democracy and our economy at home.”

It appears Martin will echo both Sunak and Von der Leyen’s comments in his speech but will also strongly reject the framing by some of a “west against the rest” scenario. 

The private sector, academic and other stakeholders should build relationships with China where it make sense to do so, he will say, but also will call on them to increase their awareness of their level of exposure and to de-risk where necessary.

He will be clear that this does not mean turning away from economic, diplomatic and cultural relationships as there are many mutually beneficial ties that can be maintained. 

The Irish government will continue to support many Irish businesses in their engagement with China and also to work with the Chinese companies established in Ireland to create jobs and build prosperity, his speech will say.

    Countries like China are the future. Instead of treating them with hostility, an independent and free Ireland would do much better going forward in my opinion.

    @Brian Boru: Countries like China are the future if you think a dystopian world of authoritarian regimes,where ‘might is right’ and repression at home are the future. Defenceless Ireland would not last first contact with that world so be careful what you wish for.We are dead lucky our neighbour is UK and not Ruzzia or China.

    @Cormac Garvey: China was plundered for centuries by Imperial European, U.S.,Russian, Japanese powers. It still rankles the U.S. to this day that they lost China, when they backed the wrong dictator. China since 1948 has now become a dominant economic and military power. Certainly they have been human rights abuse, but the last time China went to war was against the U.S. who in their wisdom strayed to close to the border during the Korean War. War is a God send to Martin and Varadkar, it deflects for their incompetent actions in government.

    @Cormac Garvey: Might is right. The UK and the US use the might is right all over the Mid East and turned it into a hot bed of hate for the west. So, in my lifetime, I have yet to see the Chinese at war with anyone.
    We are dead-lucky. We have the UK as neighbours. Now, I know you have no clue about our history. Because they were one of the first to practice, Might is right. They have also caused this island no end of suffering and must of the issue worldwide have had an English hand involved at some point. Now, if we were next to Russia or China, there is a good chance the British would have gotten there first to interfere.

    @Mr.M: Not agreeing with anything Michael Martin said, but perhaps you should look up ‘ belt and road ‘ and see what China is doing with their economic power.
    It was Joe Biden’s party under Bill Clinton, that made China a major economy, by letting them join the WTO.

    @Joan Murray: Ever heard of Vietnam, Laos,Cambodia…The U.S. military bases across the Pacific…Probably the two biggest aircraft carriers in the World ..Japan and Taiwan. The so called free Democracy? Of Taiwan only came into existence after the despot the U.S. backed was roundly defeated and fled there.

    Martin is continuing to work on getting a cushy post at NATO or the UN when the electorate tell him to sling his hook at the next election. That is what lies behind his antics. The idea that we should be trading unprovoked insults with what is soon to be the greatest superpower on the planet is stupid in the extreme. Martin is not be trusted, he has demonstrated repeatedly that he cares not a hoot for Ireland and its people, just look at the housing crisis. People should contact the Chinese embassy directly and disassociate themselves from the rantings of this self=serving incompetent.

    @Anonymous User: Well the manufacturers in the U.S. Britain, Germany, Japan, etc were the common manufacturers found in most households…Until the free markets of Reagan and Thatcher destroyed their own industrial base and outsourced manufacturer to China,Mexico etc….All in the name of profit of course…Make American Great again? ,Britain an economic basket case…. They should have thought of that when they sold their economy.

    I am 67 years old and am not affiliated with any political party. I strongly disagree with this ill-advised move by Mr.Martin. This appears to be another move by the political elite to dictate to the ordinary people of Ireland who we should and shouldn’t be friends with! We are a small country and we need to be friends with all the nations of the world. We as a small nation and need to be an example for the rest of Europe by insisting on open dialogue with all the peoples of the world: Peace is the only way and cooperation; We should not be coerced into making enemies of an entire nation just because a politician hasn’t got the guts to stand up for the people of his own nation!
    I am for Peace and corporation with all the peoples of the world anytime!

    Of all the dreadful things this deplorable government has done I think the continued efforts to drum up fear and hostility against other countries in order to coerce the population in military alignment feels like the worst.

    China is far from perfect of course but it’s very difficult to take Micheál’s concern for human rights seriously when he has spent an entire political career ignoring the big Israeli elephant in the room.

    It is clearly not in the interests of a tiny country like Ireland to go out of our way to antagonise a superpower such as China.

    So why is Michael Martin doing it?

    Perhaps his attempts to abolish Irish Neutrality and this foolhardy speech do suggest that he is touting for a job in the EU when he retires.

    We will not be naive or silent on China… Martin certainly has picked a far off country to get his teeth into again..Of course ask a question closer to home concerning a planning application and Martin goes apoplectic. No questions will be answered..Everything is a political attack against him and Varadkar…Wonder did he pick China out of the hat…Sweet Jesus what a hypocritical man.

    Ireland exports lots of prime grass-fed beef, baby milk formula and other things to China. Irish exporters regard China as a major export market. Politicians and top civil servants may hum and haw at the Royal Irish Academy, but the China export market remains a key economic objective.

    What a disastrously right wing, conservative, West focused man! So he is happy with what our great friends have done and continue to do under the international rules based order. WHOSE rules? China has invaded no one. Has been invaded innumerable times,. Has sanctioned no one. Has taken 800 million people out of poverty. He has no problem pandering to the most destructive nation on earth. Now who is being naive? Sickening. The sooner we see the back of this guy the better.
