Gardaí say they received more than 40 calls from public over rush on ATMs

Gardaí say there was no national directive to police ATMs but questions have been raised about their presence at some machines.

GARDAÍ HAVE SAID they received more than 40 calls over four hours last night in relation to the rush on ATMs amid a Bank of Ireland error.

Significant queues formed at a number of ATM locations across the country yesterday evening amid rumours that people were able to withdraw more money than they had available in their BOI accounts.

Gardaí were deployed to some of those ATMs, with a garda spokesperson telling The Journal today that they were only present to ensure public order and public safety.

Today, BOI has suggested that it won’t charge interest to customers who withdrew extra cash during the IT glitch. 

While An Garda Síochána told The Journal that there was no national directive, they confirmed there were calls from command and control centres to stations in at least three regions after becoming aware of both large queues forming and an issue at a financial institution. 

Gardaí posted to ATMs in the late evening dispersed queues and, in some instances closed access at the ATMs.

In a statement this evening, gardaí said they “became aware of an unusual volume of public activity at some ATMs across the country” yesterday evening.

The statement said: “Gardaí received in excess of 40 calls across our 4 Regional Garda Control Rooms, between 8pm and 12 midnight, from members of the public primarily concerned as to the level of public activity taking place and crowds gathering at ATMs but also including small number of calls at ATMs relating to public order incidents and 1 call in relation to an assault/robbery.

Events last night involved a complicated set of circumstances involving large sums of cash in circulation, in some instances large crowds and queues gathering and a developing and escalating situation.

“In response to this dynamic and evolving situation and to ensure public safety, decisions were made locally on a case-by-case basis depending on the circumstances presenting to control rooms and operational members. This is the reality of day to day operational policing.”

However, speaking to The Journal, the Social Democrats justice spokesperson Catherine Murphy said questions still need to be answered about whether directives were sent to gardaí to protect ATMs.

“When I saw the pictures last night at ATM machines, I was thinking to myself, this is a civil matter. Who actually gave the instruction? What prompted this? Because this is extraordinary,” she said. 

‘Extraordinary’

“It wasn’t as if people were being beaten up at ATM machines, they were queuing. I don’t know if they were legitimately looking for money. But the thing is that if people take money out that they don’t have, there’s avenues to pursue people,” she said, stating that this is a problem wholly caused by Bank of Ireland.

“It was extraordinary, an extraordinary use of Garda manpower, at a point where, you know, there’s other issues being raised in relation to safety on the streets. It sends an incredible signal about where the priorities are,” she added. 

Murphy said that if a glitch like this prompts that kind of response “it shows actually a double vulnerability”. 

It is unclear how many ATMs were subject to garda patrols last night.

It is understood the first call came through the Galway command and control centre in the Western Region, before similar information being given to stations in other regions.

The Journal understands that the call from command and control in Cork led to deployments across some locations in at least one other county in Munster.

Labour’s Justice spokesperson Aodhán Ó Ríordáin told this website that he found the images of gardaí “protecting ATMs” last night as “unnerving”. 

He questioned on what basis the gardaí were there, stating that answers need to be provided as to who instructed them to go there.

“People are perfectly entitled to line up behind an ATM machine and take out whatever they have in their account. The problem with that image is it gives a sense of the State, through the gardaí, protecting a private bank and the basis on which they were doing it seems to be a bit questionable.

“Like, who made the call? Who asked then to do it? Who made the order? What were they trying to achieve?” he asked. 

Ó Ríordáin said he felt unnerved by the incident “particularly in the climate of justice and crime being an issue and arguments around backup guarding personnel in certain areas and people feeling unsafe”.

“As soon as BOI had a problem, which has €1.4 billion worth of profit last year, the system was able to call on the guards to protect them. And I mean, was there evidence of criminal behavior or people acting in a criminal fashion?” he asked. 

The Labour spokesperson said if someone withdrew money from an ATM that they did not have in their account, then it is a matter for BOI to take up with its customer. 

‘Powerful image’

“The image is quite powerful, and in any other context and any other time, it would have been unnerving but particularly in the current context, with the argument around garda numbers and a garda presence is so cute,” he added. 

Speaking to The Journal, Fianna Fáil’s justice spokesperson Jim O’Callaghan also said it was an “unusual use of garda resources”, stating that ATMs are a public utility that the public are entitled to use.

He said it is generally the case that gardaí only respond to such incidents if a complaint has been made. 

“Bank of Ireland should indicate whether or not it made a complaint to the gardaí and if so, did the gardaí respond to that complaint, and what was the basis of the complaint,” said O’Callaghan. 

Sinn Féin’s justice spokesperson said clarity is needed as to why An Garda Síochána was tasked with “tidying up the bank’s mess”.

“It would be more in the banks line to get its house in order than returning to the State for assistance every time it needs help especially at a time when garda resources are stretched,” he said. 

In a statement last night, a garda spokesperson also said that they wanted to “remind people of their personal responsibility in carrying out their personal banking”.

Finance Minister Michael McGrath has said he wants a “full account” about what happened with the BOI glitch.

    Ibn Khaldun, a Muslim scholar of the 14th C and considered by many to be the founder of Sociology and Economics.

    He put it clearly that

    “other religious groups did not have a universal mission, and the holy war was not a religious duty for them, save only for purposes of defense. … Islam is under obligation to gain power over other nations.”

    He is following the tradition of Mohammed and the faith as it is written. A lot of accusations of Islamophobia and racism are driven by the condescension of the left, that all abuse of power and rights are down to European Imperialism or bigotry, that that is the underlying cause.

    As if the world wasn’t brutal before Europe ever became a global power centre.

    An interesting aside about Ibn Khaldun is he wrote about evolution in the 14th C.. How mankind came from Apes. He also wrote fascinating pieces on plant evolution as well and how the diversification of species was always happening.

    You have to be strongly suspicious that the 1400 abused girls in Rotherham were ignored because of the left’s attitude to Islamophobia and their belief in multiculturalism. Labour have controlled there for 40 years. Labour in the UK is not the soft Labour of Ireland but heavily influenced, especially at local level, by the hard left.

    Seanie, that’s ironic considering that Muslims today deny Evolution. I spent a half an hour in Brick Lane in East London (a largly Muslim area) a couple of years arguing with a heavily bearded and very angry man at a Muslim stall about Evolution. He was selling anti-Evolution books. Until then I didn’t know Muslims opposed Evolution, I thought it was just the nutty Christians from the Southern States. :)

    I suppose modern evolution theory is a replacement of God in the eyes of both its enemies and proponents.

    In the 14th C. maybe it was just viewed by those reading Khaldun as a working out of the fine details. Islam doesn’t seem to have the same obsession with a creation story as Islam does.

    It’s hardly like Islam is the only religion to purport violence. The Crusades were the Christian equivalent of ISIS.
    Like all religion; convince someone to believe in something and you’ll own them. They will do whatever you ask of them. Christian, Jew, Islam…there’s no real difference. Depending on your point in history each faction would kill you in the name of their god.

    The Crusades were a push back against Islam, which had being expanding violently into what were formely Christian lands for centuries.

    The old testament is full on and violent, however it is very specific to the times and certain cities and states there is no repeated emphasis that individuals have to engage in war in perpetuity against non-believers.

    Yahweh killed Caanites like it was going out of fashion but there is no never ending command to kill them directly to the wider community. He might have ordered kings to kill people but it is not out to unborn generations.

    There is no ambiguity in Islam about the need for fighting and war, it is very clear that it must go on till the very last day of Earth or till Islam rules the world.

    As I said before La Familia are Christian fundamentalists, their modern carnation even call themselves “The Knights of Templar”, mass beheading’s are their signature.

    The foundation of the Catholic church lies in the Roman Empire who were the greatest advocates for beheading’s, why do you not look on Christians in the same light?

    It’s not widely reported in the media, if at all, but do not be fooled that Christianity is in any way less utilised for the purposes of killing than ISIS are using Islam to do the same.

    The vast majority of Muslims, like the majority of Christians, do not want to rape, pillage and murder. But if you’re going to label Islam as ISIS then we nights as well label Christianity as The Lord’s Resistance Army (That’s a Christian military outfit in Uganda).

    also did you fact check this claim yourself?

    what ive learned is that the original Ibn Ishaq Sīratu Rasūli l-Lāh is lost to history and that this quote originates from a pretty recent english translation of a translation and fragments of copies.

    can you provide a link or actual source for the original text? as ive found it impossible to find except for certain “christian” sites that source the same translation and no original. and i cant trust these sites as i have personally found there claims to be false and untrustworthy.

    it seems you are very angry at muslims/islam as a whole because of a few who actually commit acts that the majority of muslim condem and muslims have at a massive scale been the victims of these few.. and i dont see that as rational. also this (Sīratu Rasūli l-Lāh) is not a part of islamic doctrine. so how can you claim that this is islam?

Other scholars, like Ibn Qayyim Al-Jawziyya, made use of his chronological ordering of events.[20]

    The most widely discussed criticism of his sīra was that of his contemporary Mālik ibn Anas.[3] Mālik rejected the stories of Muhammad and the Jews of Medina on the ground that they were taken solely based on accounts by sons of Jewish converts.[21] These same stories have also been denounced as “odd tales” (gharāʾib) later by ibn Hajar al-Asqalani.[21] Mālik and others also thought that ibn Isḥāq exhibited Qadari tendencies, had a preference for Ali (Guillaume also found evidence of this, p.xxii,xxiv),[3] and relied too heavily on what were later called the Isrā’īlīyāt. Furthermore, early literary critics, like ibn Sallām al-Jumaḥī and ibn al-Nadīm, censured ibn Isḥāq for knowingly including forged poems in his biography,[3] and for attributing poems to persons not known to have written any poetry.[13] The 14th-century historian al-Dhahabī, using hadith terminology, noted that in addition to the forged (makdhūb) poetry, Ibn Isḥāq filled his sīra with many munqaṭiʿ (broken chain of narration) and munkar (suspect narrator) reports.[22]

    Guillaume notices that Ibn Isḥāq frequently uses a number of expressions to convey his skepticism or caution. Beside a frequent note that only God knows whether a particular statement is true or not (p. xix), Guillaume suggests that Ibn Isḥāq deliberately substitute the ordinary term “ḥaddathanī” by a word of suspicion “zaʿama” (“he alleged”) to show his skepticism about certain traditions (p. xx)”

    Reliability of his ahadith
    In hadith studies, ibn Isḥaq’s hadith (considered separately from his prophetic biography) is generally thought to be “good” (ḥasan) (assuming an accurate and trustworthy isnad, or chain of transmission)[28] and himself having a reputation of being “sincere” or “trustworthy” (ṣadūq). However, a general analysis of his isnads has given him the negative distinction of being a mudallis, meaning one who did not name his teacher, claiming instead to narrate directly from his teacher’s teacher.[29] Because of his tadlīs, many scholars including Muhammad al-Bukhari hardly ever used his narrations in their sahih books.[30] According to al-Khaṭīb al-Baghdādī, all scholars of ahadith except one no longer rely on any of his narrations, although truth is not foreign to him.[31] Others, like Ahmad ibn Hanbal, rejected his narrations on all matters related to fiqh.[3] Al-Dhahabī concluded that despite his good qualities any narration solely transmitted through him should probably be considered munkar.[22

    What are you talking about? Sinn Féin and Jihad? These may be radicals and not representative of all Muslims but the fact remains that this religion is anti-Western and the civilised world is on a collission course with it.     ISIS need to be eradicated as quickly and publicly as possible.

    Neither Russia or the US are doing much to stop the spread of ISIS from what I can see and it is not good enough to stand idly by and watch War Crimes being broadcast around the world.

    The West did nothing when 2000 Lebanese citizens were killed in the 2006 Lebanon War, up to 40,000 were killed in Darfur, 5 million in the Second Congo War and we all know what happened in the Bosnian War. All in recent years.

    We like to think we are cultured, that we live in peaceful times but the cold reality is that groups like ISIS will continue to massacre innocent people while they are let and the world will stand by unless there is something in it for them.

    What I can’t understand is why do the Syrian army continue to surrender in such large numbers, surely they know by now they will are guaranteed to be executed if they surrender. 160 of them were marched into the desert to their execution and they all seemed to just accept their fate. Assad is not going to get any help from the west and I think the west will only act when ISIS have gotten as far as Hama, they will then probably back “moderates” and bomb Assad as much as ISIS.

    America caused this vacuum and are responsible for allowing ISIS to grow. They have made the world a more dangerous place. They need to deal with ISIS. Also we need to come down hard on Islamic terrorists in this country and not harbour war criminals. The Christians are being butchered and no response. The danger is that will spread in future years to mainland Europe and we should close our borders to terrorists,their families and supporters
