THE VOLUME OF public liability insurance claims has fallen by 40% over recent years, a new report by the Injuries Resolution Board has found.
Between 2019 and 2023, both the number of claims and the average compensation value have fallen, with the total value of annual awards in 2023 nearly €20 million lower than 2019, falling from €52.7 million to €33.2 million.
Claims in cafés, hotels, and restaurants fell by 52% while claims related to shops decreased 44% and sports and athletic areas saw a 38% reduction.
The report noted that there was a low volume of personal injury claims related to childcare settings. Only 256 personal injury claims were made related to childcare settings over the five-year period, despite nearly 170,000 children being enrolled as of 2020/2021.
The Injuries Resolution Board’s head of research and policy Dr Lauren Swan has explained the process the claims go through.
Speaking on RTÉ Radio One’s Morning Ireland, Dr Swan said that “if you’re involved in an accident – say if you’re in a cafe or a shop and you have a slip, trip or fall – you have, generally, two years to submit your personal injury claim”.
“If your claim isn’t directly settled with the insurer in the early stages of claims, then it must come through the Injuries Resolution Board. That’s irrespective of whether that claim goes on to be resolved through a mediation service or whether it’s resolved through the court system,” she said.
“What’s really important about today’s findings is that we have a comprehensive view of the full personal injury claim landscape and what the findings today show is a 40% reduction, and we can see that again in 2024 based on our provisional data.”
Responding to the report, the chair of the Alliance for Insurance Reform and CEO of the Convenience Stores and Newsagents Association (CSNA) Vincent Jennings said: “In recent years the only thing increasing faster than public liability premiums has been insurer profits, and today’s report shows that this was happening against a backdrop of significantly reducing public liability claims across whole sectors of our economy.”
He described the current landscape of insurance premiums in Ireland “unconscionable”.
“For years the message from insurers was that premiums track the volume of claims and the cost of settling them. Today’s report from the Injuries Resolution Board belies that narrative and we need the next government to step up and address this fundamental unfairness,” Jennings said.
“Businesses, sports, community and voluntary groups are currently facing crippling costs of doing business and the Injuries Board data highlighting falling claim volumes and award sizes tells us public liability insurance shouldn’t be another one of these costs.”

When you need a nosey neighnour they’re never around. The local police look like idiots! The three girls went missing along the same road and were held captive within a mile of their adduction! Incredible how the captors evaded detection!

God help the poor girls tho. It must have been torture for them but at least they had each other. Hope they recover from their awful ordeal. And they live happy ever after…..

Great for the families to be reunited with there daughters, very sad that these women were kidnapped for nearly 10 years and what was done to them over the years , may the kidnapper rot in hell after what he has done to the victims

I saw something on twitter earlier about Youth Defence citing this story as proof that women didn’t need abortions after rape because this girl loves her daughter blah blah blah, but for the life of me I can’t find it now. I’m hoping that means I imagined it…

I am not saying it didn’t happen. Just a few things don’t make sense. No health issues whatsoever with any of the girls. Neighbours reporting seeing women walking around back garden. And one other small thing, she still has an earring in her eyebrow( browring?) why would she still be concerned about wearing that if she was locked up in a dungeon in the house?
They could have had Stockholm Syndrome. Or perhaps their captor threatened the child. Who knows? But it’s amazing the things a mother will put up with to keep their child safe.
To N365 no health issues, babies are born all the time. These girls were young and Iphone17Iphone17avalon17@live.cashouldn’t really have had any health problems. Why did she continue to wear her browring….. to be identified if possible. Being outside is not that unusual as they were still under ther captives control and she had a daughter to protect.
Ok so. Again I’m not saying it didn’t happen. I really feel sorry for those girls regardless. Seems strange also that she has rings on her right hand too.
Well it’s just a theory but many abusers have been known to groom their victims by giving them gifts or give them gifts after the abuse as a sick kind of apology. Some of these long term kidnappers also have a skewed idea of their relationship with their victims seeing it as a courtship complete with gifts, flowers etc in a sick parody of a normal boyfriend/girlfriend relationship. I’m sure we will find out over time what went on. At least they are home and safe now.

The way I see it those poor girls will never be right after this terrible ordeal , they may have accepted their fate due to the length of time in captivity , with no contact with the outside world and 3 fu$king weirdos to keep company , it shows great resilience to finally get a chance to contact the police

They may have had very little physical contact with the outside world but Berry knew she was in the news frequently over the last 10 years.
They may “never be right” in terms of always having the pain of this experience but, the way I see it, I’d rather hope for them to be happy with their families.

Do you really know your neighbour? I had a neighbour in the 1990s, the only one I ever fell out with. He harrassed my wife because she had words with him when she overheard him insulting my son’s schoolfriend who was 2nd generation Chinese. Words to the effect “We no likee your kind round here” were the words she overheard. I also had strong words with him but he seemed to enjoy confrontation and always emphasised his position as a member of the Metropolitan police and a Royal Protection officer. He then murdered his wife by stabbing her numerous times and had the cheek the same night to knock on my door to inform me of the fact that she had been murdered and to do him a favour by not talking to reporters. After a week he was eventually arrested and my whole family had to be evacuated when the bomb squad arrived to remove various weapons and potential explosive devices from his house. Various other startling stories then emerged about his activities which left the whole neighbourhood gobsmacked. C’est la vie!
