UK to consider chemical castration for sex offenders to 'minimise the risk of reoffending'

The author of a review into sentencing has said it would not be appropriate for every sexual offender.

A UK REVIEW of sentencing has recommended exploring chemical castration for sex offenders as a way of reducing reoffending.

“One of our recommendations is that we think that we should continue to explore this, this is drugs that reduces sexual desire,” independent reviewer David Gauke told Sky News.

“It’s not appropriate for every sexual offender, and the evidence base for this does need to be built up.”

A small pilot under way in the south west of England could be expanded, he said.

An independent sentencing review led by former justice secretary Gauke is bringing forward recommendations to overhaul the prisons system to make space in jails for most dangerous offenders amid a capacity crisis.

There are five key proposals put forward by Gauke which are expected to cut the prison population by around 9,800.

On the recommondation around exploring chemical castration, he said: 

“I’m not going to claim it’s the answer for everything. This is about reducing the risk of reoffending in future. There are some sex offenders who want to reduce their desires. And if we can explore this, I think that is something that’s worthwhile.”

Asked if this would be used instead of keeping sex offenders in prison, he added “The point being is at some point almost every prisoner will be released. We have to look across the system at doing everything we can do to minimise the risk of reoffending. You cannot remove that risk altogether.”

Good behaviour

The wider review published today is set to recommend introducing an “earned progression model” inspired by reforms in Texas.

Under the scheme, prisoners could be released earlier for good behaviour and be supervised on licence for a period of their sentence.

They would then remain unsupervised in the community for the final period of their sentence, but could be recalled to prison if they commit another crime.

Violent or sexual offenders who are serving sentences of four years or more could be released into the community on licence after spending half of their sentence behind bars, or longer if they do not comply with prison rules.

The review also suggested for the most dangerous offenders on extended sentences to be eligible for parole at half-way through their sentence, instead of two-thirds, if they earn credits to take part in rehabilitation activities in prison.

They would only be released if the Parole Board decided it was safe to do so.

The UK government is expected to accept the review’s key measures, but reject earlier release for the most dangerous cohort.

On deportations, Gauke 

Gauke said there are recommendations in his sentencing review to send foreign offenders back to their countries.

He told Sky News: “If a foreign national offender is sentenced to less than three years, then we argue that they should be deported, as soon as possible.

“If they’ve got a sentence that is more than three years, so a particularly serious offence, we can deport them but there is absolutely no guarantee unless there’s a prison transfer agreement in place with another country that that offender will go into prison. They could well be then free, walking the streets.”

He added: “If we just deport them, whatever the length of their sentence, they could be walking free. And I don’t think that would be fair on victims. I don’t think that would be right for society as a whole.

    @Ekumbe Adesiyan: Ive never met a racist that didn’t lie. The term ‘chemical castration’ is misleading when applied to gender-affirming care for minors. Puberty blockers are reversible medications that temporarily pause puberty, giving adolescents time to explore their gender identity. They are not intended to permanently remove sexual function or cause sterilization in the way ‘chemical castration’ implies. Gender-affirming hormones, given to older adolescents, do induce more permanent physical changes and can affect fertility, but these are distinct from puberty. blockers and are part of a later stage of care, always with informed consent and careful consideration of all aspects, including fertility.

    @Jack Hayes: It’s not a lie, it’s a truth that makes you uncomfortable. Children can’t consent to puberty blockers or cross sex hormones. Only a sick minded person would condone the use of sterilisation drugs on children or the mutilation of their bodies via double mastectomy and other surgical means.

    Ah yes. A procedure that has been proven not to work just to keep the public happy. Why not just increase sentences. They have 50% remission in the UK. Even worse than us. Life sentences for repeat offenders.

    @Andy Masterson: sex offenders who undergone treatment and whose crime did not involve violence have a low recidivism rate. Violent sex offenders have high rates of repeat offending, that is fact. And it is not true that sex offenders have the lowest recidivism rates, that would be white collar criminals. Also if you actually read my comment I said that REPEAT offenders should be given life.

    I am open to correction, but hasn’t so-called chemical castration been used in other jurisdictions, and circumvented by the pedophile sex offenders taking large doses of testosterone to counter the effects?

    Making the intended chemical castration null and void.

    More effective alternatives include actual physical castration, and or putting them all on a maximum security island prison separated from any potential future victims.

    @Dvsespaña: Nobody’s likely to be chemically treated and sent on their merry way, just like probation or those under license. Chemical castration is a tool to manage sexual urges, but its effectiveness relies heavily on consistent administration, careful monitoring, and integration with comprehensive psychological treatment. It does not eliminate the potential for reoffending, especially if compliance is an issue or if the underlying psychological drivers of the offending behaviour are not adequately addressed. It’s just one part of a process.

    @peter willekens: No, as I understand it, chemical castration is an ongoing regime of injections, but even so, they can be countered with testosterone injections.

    This idea put forward by another commentor, that its only part of a holistic approach that also includes monitoring of sex offenders, etc, sounds on the face of it, workable in theory.

    But the fact that high level known terror watchlist suspects apparently operate at will and are able to both plan and launch terror attacks while supposedly being monitored wouldn’t exactly fill people with confidence about the monitoring of sex offenders, which are demonstrable viewed as a much lower priority in the grand scheme of things by authorities in all jurisdictions..

    @Thomas O’Brien: I suppose by using anti-androgens, LHRH (Luteinizing Hormone-Releasing
    Hormone), or Progestogens such as medroxyprogesterone acetate (MPA) and cyproterone acetate (CPA). That said, there is far m less research on pharmacological interventions for female sexual offending compared to male offending, partly due to the lower prevalence of female sex offenders, and historically, less focus on female sexual deviance in general. It wouldn’t have a significant impact on prison space and numbers.

    I think chemical castration could be a potential solution for repeat offenders, but it’s important to conduct a controlled study on its effects on the brain and behavior. The inability to experience any form of pleasure shouldn’t trigger a psych-breakdown or lead to even more violent crimes

    I know there can be fake videos and pictures now days. And sometimes the police can show just a portion of CCTV to suggest a person is guilty.

    But if all this can be close to 100 percent not the case then we should have dp for all serious crime and strict community services for anything else.

    Also we need to make less things be crimes , like certain driving offences, planning etc…

    @Paul Murphy: Great point. Sexual offenders are not forced to undergo psychological analysis in Irish prisons but that’s just one of many problems in Irish prisons. Of course Turing was not a sexual offender, only in the blind eyes of ‘christians’
