Noonan: If people can afford high-end TV packages, they can afford the household charge

The Finance Minister says many households are paying €1000 a year for television packages.

THE MINISTER FOR Finance Michael Noonan has said the majority of Irish households have paid-for TV packages and, therefore, many would be able to pay the household charge.

Speaking in the Seanad earlier this week, Noonan said that “a lot of people have an ability to pay and we should not take the hard case as the typical case.”

He said 82 per cent of households in Ireland have paid television packages: “Most of them do not have the basic package, they also have sport and film channels,” he said. “If one considers the cost of that, the full package in many instances is close to €1,000.”

The point I am making is that a very strong case can be made about how badly off the country is but that is not true. There are people who are very badly off and there are more people badly off now than ever before but there is a whole generality of people who are paying their way. I am only using what people pay for a television product in their homes as an example and this measure is an awful lot less.
Many people will pay less in property tax than they will pay for a television licence. The charges are quite modest and they will be spread across 1.9 million household units and that allows us to keep the rates down.

However, Noonan did recognised that some people in there country are “very badly off”:

“For single people on an income below €15,000 and for a couple with an income below €25,000, there will be a deferral. Those who are badly off because they are paying huge mortgages can add €20,000 interest on to the top of that income for a couple and still get deferrals.”

He described the deferral system as “good”, explaining: “If one has to pay €300 a year and one defers that for ten years, that is only €3,000 on the value of the house plus 4 per cent interest, which would probably bring it up to some hundreds of euro beyond that. The deferral system is not a big penalty on the value of the house and it is there for persons who have an inability to pay.”

    He is right though, isn’t he. If your short of cash and you are getting a Sky Package with all the trimmings then it is hard for people to fell sorry for you. TV Packages are a luxury, not a necessity.

    It would be more in your line to put that 800 in to a savings account. You have to be on good money to justify it.

    you should pay your household charge before you watch tv, or have a pint, or talk to a friend, or go for a walk, in fact, no one should be allowed to have any leisure activities at all untill its paid up, it doesnt matter that you will have to sacrafice the only thing keeping you from a life of soul-crushing boredom, ze germans need to be paid!

    Yeah, Internet and sky are luxuries in my opinion.
    You can’t claim to be poor if you have these things. You can claim to be broke all the time, but not poor. Poor is having to send your kids to school hungry.

    point well made manonthestreet, i think the fear is the distance from poverty, people panic when they dont have a small sum to call on in case of emergency, the difference between actual poverty and almost poverty is very small and very stressful

    Do you really think that there are many people out there who have premium sky packages out there who have trouble paying their bills?
    I’m sure there are some, but I think most people who are struggling to get by, kicked out sky movies and sports and those who simply can’t pay anymore swapped to free view.
    Yet another miserable remark by a man who’s overpaid fat arse doesn’t get the reality. It explains the attitude of this government, it explains why they refuse to help those in desperate circumstances, it explains why they keep on burden the wrong people: they just don’t get it.

    @ManOnTheStreet, whilst an arguement could be made that subscription based TV packages such as sky movies etc is a luxury.

    The same cannot be said of the internet as it has become / is becoming the primary means of communication and interaction for many services and everyday activities.

    this is being recognised by the UN and many international bodies and some countries such as Finland, have made internet access a basic human right (http://www.bbc.co.uk/news/10461048)

    A decent internet connection is far from a luxury, any child growing up without it is going to have a lot of catching up to do so as to compete in the jobs market in the coming decades.

    Internet is a necessity for a lot of people nowadays, more so than a house phone.

    However you can no way define your self as stuck for cash in any shape or form if you have sky package. You are rightly lumped in as surviving the recession quiet nicely.

    What ever the wrongs about using the household charge money etc to bail out failed banks and repay money that should not be repaid. If you have a Sky Package your on the pigs back either way.

    I do agree with you conor, but you won’t see many genuinely poor people with Internet access.
    I know in my case, if it came to down to it, the sky would go first, followed by my Internet subscription.

    Lucky people like you aren’t in government. Being facetious like that undermines your whole argument. Instead of suggesting we forego every luxury in life, minister noonan is suggesting that people who can afford premium tv packages can afford to pay a property tax. To suggest otherwise is nonsense. I won’t be happy, while i and others pay our way, seeing people claiming inability to pay as they lie on their couch admiring Wayne Rooney’s latest scoring spree.

    He should resign just for saying that. Maybe Noonan should do without the few luxuries in life. His comments just show what I have said all along. The governmental muppets are disconnected from the man and woman on the street.

    They would never come on my show because I won’t buy into the whole ” only ask me this question and don’t ask me that ” mentality that’s going on for years.

    It might sound like I’m banging a silent drum but people need to see through these muppets who are kept in the lap of luxury by the tax payers of this country.

    There is a mentality by politicians that we must pay for having a good time 4 years ago as if there is something incredibly wrong with having a good time or nice lifestyle.

    He’s a liar and that’s a matter of record as he promised this country ” we can not tax our way out of a recession ” before he was voted in. We lied to by a bunch of Morans who don’t give a f#%k about the people and their only interest is preserving themselves, their jobs and pensions.

    He would only be right if he planned to include your ability to pay for a Sky package etc as part of the criteria around assessing your eligiblity to pay the household charge, but he ain’t doing that! Noonan is making wide sweeping generalisations. What about households that can’t afford to pay SKY are they going to be exempt from the tax? As other people have already pointed out, people who have SKY pay for a particular service. Will this contract provide us with a detailed list of the exact services that each and every homeowner will receive on foot of their payment of the household charge – will it heckers like?

    That isn’t true at all. I come from a background where I am lucky enough to be considered “well off”. For many years we didn’t have any form of sky or anything similar. A large number of my friends would have had sky, and many of them would have been in the category where it was a struggle to meet all the bills. It’s important to realise that different people prioritise things differently.

    Yeah and if the government and bankers had done there job properly there would be know need for this tax and all the other austerity measures we are all suffering because of their incompetence. With some families it’s the only entertainment they have as they can’t afford to go out anymore.     This has to be the most badly thought out statement to come from his mouth. How much money I taxes are received through sky subscriptions in ireland ? How many jobs are secured by Sky and its sub contractors I ireland ?

    What is he thinking of making statements like that. Why did he not mention UPC or RTE license fee ? On top of all that, I hope Murdock sues his ass for potential loss of earnings. This Irish government have singled out Sky in these remarks and I truly hope their lawyer is writing as we speak. Might teach him to shut his mouth when he looks down on people less well off then himself.

    My ‘high-end’ Sky TV package is my only luxury in life. I don’t smoke or drink, I have 2 small children and I don’t ever go out on the town. 99% of our meals are made at home and I can’t remember I went shopping for clothes or shoes for myself. My car is a 98 that has not seen more than half a tank of petrol for years.

    Politicians give me the shits with their sanctimonious drivel.

    Eh we’re paying private companies already for the services Davy boy. Councils were funded through the taxes we paid in years gone by. Now all of a sudden they tell us we have to pay taxes to fund councils. So we pay for the services twice and get no services.

    Well, you get roads, street lights, sewage systems, traffic lights, grass in public areas is cut to name but just a tiny part of the basic infrastructure that you take for granted, if you don’t want to pay for these things i suggest you s*** into a bucket and bring it to the sewage plant yourself, try doing that without going onto public property, if you try to go through my property there will be a €50 charge, welcome to the real world you spoilt child

    If Noonan and Co.had not turned down 2.8 billion that was on offer from Quinn and who knows what else, he would not have to burden us with a property tax. Everybody understands that money has to come from someplace but when billions are being wasted, it makes it very difficult to accept austerity.

    Stephen, the Quinn Proposal committed to pay 2.8 billion over 7 years. That wouldnot have been a problem as Quinn Insurance had its best quarter ever in Jan-Mar 2010 and crucially, if all the money was not paid at the end of seven years, the State would have the money that was already paid PLUS all the Quinn companies. Compare that with the current strategy that will never see the return of one cent and will instead cost us billions. It was a win win situation for everyone but the powers that be decided that it was more important to “take out” Quinn and to hell with the taxpayers/Citizens/policy holders.

    Lets not forget we first have to pay a TV licence fee before we can even think about a sky package. In other European countries like France your TV licence and bin collection are included in your property tax, not like here where we won’t get anything for paying property tax

    What a f….ing glib comment to make. They would like people to be sitting in a cold house eating beans and staring at the walls to pay for the monumental balls up that were made by them and the previous shower that were in charge. These politicians disgust me…. they are so good at imposing hardships on others yet they have the likes of Phil Hogan snuggling up to some young assistant with a glass of wine while the taxpayers are screwed for his expenses.     Mr Noonan I have Sky simply because RTE have not supplied me with a service for the past 15 years, unless you consider watching snow on tv a service. There are plenty of people claiming they can’t pay, but think its perfectly normal to buy a new telly or smoke 20 cigs a day or go for a shed load of pints every week or get sky sports etc on the telly as noonan says … In most cases this is only going to cost 2/3 quid a week over a year. There’s a management agent who gets roughly €2,000 a year to light the common areas, clean the streets, do the shrubberies and gardens, take care of the rubbish and all that where I live. What are the city council planning to do for their money? €2k is too much but at least they produce itemised accounts to justify it. As for rural dwellers, they’re living in cheaper homes so lower taxes but get absolutely no services from local authorities.

    I’m not sure that is true. Does the management agent provide the mains sewerage system your development is connected to? Or the mains water? In addition, it isn’t true to assert that people loving in rural areas do not receive services from local authorities. True, many of them have septic tanks, and are members of group water schemes, but they are still provided with services such as the library service and others.

    No, his point is that anyone who can afford to pay €1000 per year for their television service could potentially scrap that service and therefore afford the charge. Property tax aside, imagine what €1000 a year could do for the quality of life of a child in such a household. I don’t think it is realistic to claim he is suggesting that we give up everything but basic necessities. It is perfectly possible to have much more than the basic necessities, and still not have sky.

    Between driving to and from work each day i’m gone from my house (which I can’t afford to pay for) 65 hours a week,I live in a tiny village where I can’t receive the cheaper upc package due to no signal so I have to pay for sky basic package, because i’m living on a ghost estate my children have no friends of their own age to play with so I got multi room into the spare room for them,I haven’t had a can of beer in 3 years this coming February,I don’t smoke, there’s no takeaways within 7 miles of me so we don’t spend our money on takeaways we both list our jobs in 2008 I was lucky to get a job of which I have a 3 hr round trip to get to every day for very basic money (25k per year) my point being that my basic sky package and internet connection are my only treats in life for being lucky enough to be in full time employment, and no I won’t be giving it up, you can take my very overpriced house from me first.

    What a fu@kin a-hole! We can also (just about) afford to buy food, perhaps we should give that up too in order to pay this ridiculous tax.

    Journal.ie : will u guys do an article working out the average family gross income, take all the taxes out to get to the Net take home pay. Then work out average family overheads, food, power, petrol, heating oil, clothing, a few pints/bottle of wine (and for those who smoke their habits taxation) etc and calculate the amount of additional taxes were paying (VAT, duty, VRT etc.). Add to that house hold charges, septic tank, bins, water rates, DIRT on the paultry amount you’d have left to put into a savings account.

    It would be very interesting to see what percentage of your gross income is actual tax ?

    His observation is irrelevant and one that is antagonizing.
    This type of remark drives it home that some of our politicians are not fit to govern this country.
    If I can afford as the minister puts it ” a tv package costing a 1000 Euro per year” then I certainly don’t want to be told that I am also in a position to bail out other people who have caused this financial calamity.
    From a psychological aspect this comment smacks of utter incompetence.

    I read somewhere that the one of the trokia lads were commenting that the pubs are always very busy when they are in town, and that if we have spare money to spend socially the government can tap into it.

    Look noonan and Co are just stooges for the trokia, he is doing what he is told, any country the IMF have gone into ends up a disaster for the average joe.

    Another quality assessment of the country’s financial state and our ability to bail out the bank. Which I may add we are the only country fully required to do so as our bank debt is our sovereign debt. While we are busy slagging each other off for who can afford what don’t forget if you earn a decent wage and have a good job it probably cost you a small fortune to get your qualifications to reach this point. Then u get hit with Paye. USC. Bin tax stamp duty property tax (same thing only doubled up). If you want to build and extension you pay upwards of 150 euro per sq mtr again to the local authority before u pay a cent to a builder. Water next. Tax on your car. Road tax. Parking tax. Petrol tax. Tv tax. They will just keep lobbing it on as long as we keep fighting each other instead if together.

    Household Tax is the beginning folks. It’s modest now but wait 5 yrs down the road it will be over 500 euro or more for a house and in the meantime new taxes appearing everyday plus water charges.

    The average joe on the street is not aware of the extra stealth taxes being imposed on a daily basis and this goes to erode the wealth of people which makes them controllable.

    What is great is how peeved off they are ,about not geting they’re way. They say that the majority has paid but I don’t believe that for a moment.

    Conspiracy. The main reason the tax is being brought in is to help balance the books. Water Charges were a given, as they are in place across Europe, and were in the political agenda in the election.

    Not sure how wealth makes one more controllable than someone less well off.

    Sky, even though run by an odious individual, provide a service for a set fee. This cannot be said for any part of our public service, all arms off which seem to be a bottomless money pit. The finances of all these public departments are in the control of Michael Noonan, a man paid an inordinate ammount of money to take no responsibilty to run the finances of the country ‘the troika made me do it’ is the reflex response. Mr. Murdoch may be odious but at least he has a back bone, also when he gets his subscription the results of the monies received can be seen. The monies given to Mr. Noonan will vanish in to the euro ether along with all other monies generated by the taxpayer for decades to come, because our spineless so called leadership would sooner placate German banks than serve the people that pay their wages.

    He has some cheek! How about we all remove the tv set from our homes, and use the rediculous fee of €170 to put towards the disgraceful property tax.     I work and on paper earn a decent wage, however by the time I pay, mortgage, esb, oil, home insurance, life insurance, car tax, car insurance, nct, petrol, parking, management fee(con) and the plethora of other ‘living’ expenses I’ve sweet FA left. Now ive to come up with a stealth property tax? Bite me!!!!

    The minister makes a very good point. let those who genuinely can’t afford to pay it off through the waiver system. everyone else should pay up. And forget the bank debt bullshit. We are where we are and everybody needs to contribute. Many here wondered what it would take this last year to get people off their arses and onto the streets. Turned out to be the euro on the bottle of wine where thousands mobilised into the stores spending hundreds of thousands on alcohol that Wednesday night…

    Having read the comments since my post I can clearly see the govt. the eu. The IMF. The troica have achieved the almost impossible by turning opinion against people who have and people who have not. It’s only 70-80 years since this last happened and unfortunately the outcome will be the same but the end result will be far far worse. The time of if it does not affect me it won’t affect me has well since sailed. If people finally accept that the real reason we are here is because the few ( wealthy. Very very wealthy) would rather see a catastrophic failure than give up what they are (owed) with the slim possibility that what they are owed will be payed. It will not. It can’t. We are on the verge of another bailout. Greece can’t and will never pay back what they (owe) but we think it acceptable that so many people (o a ps) be made homeless to probe that there govt were sub- standard is cruel. This will happen here Spain Italy and Portugal until we are so deep we can see no way out. But hey. Lets keep arguing with each other over who can afford sky. Food. Cars. Heat. Clothes. Oh and yes. A house. The most basic of human rights. The right to exist. In poverty or wealth.

    Noonan is right in principle! with the Household/Water Tax Campaign it’s not a case in most cases of Can’t Pay, Won’t Pay, it’s a case of reasonably widespread civil disobedience. It needs to be tackled and if someone has a Sky or UPC subscription then they can well afford the Property Tax, the Household Charge etc. The same sentiment applies to TV Licence Evaders who have Cable TV Subscriptions!
