Children's Minister meeting with Russian officials over adoption agreement

Frances Fitzgerald said the discussions will allow her to explore the feasibility of an agreement on intercountry adoption.

CHILDREN’S MINISTER FRANCES Fitzgerald will tomorrow meet with senior Russian officials to discuss the possibility of a bilateral agreement on intercountry adoption.

She will have diplomatic discussions in Moscow with her counter part Minister Dmitry Livanov, Minister of Education and Science, and will also meet with members of the Committee of Family Affairs in the Russian Duma.

Commenting ahead of her trip, Fitzgerald said the discussions will give her an opportunity to clarify the degree to which negotiation of a bilateral agreement can address the concerns of both countries and meet the requirements of their respective legal systems.

Over 1600 Russian children have been adopted by Irish families and Fitzgerald said many of these families wish to adopt from the country again.

“The purpose of any bilateral agreement would be to ensure that intercountry adoption between Ireland and the Russian Federation can take place – in accordance with best practice and respecting the constitutional and legal requirements of both countries,” she said.

    Michelle, this is not journalism, it’s just a press release with your name on it, tell the whole story. You might want to mention how Russia stopped all adoptions with the USA because children were dying at the hands of their adopters in the USA, one died last week. The Russians also got tired of children being returned “Home” by their adopters, often placed on an aircraft with a not in their pocket.

    How about doing a story on adoption? you will find it’s not the panacea that it is presented to be. Magdalene Laundries, 50,000 children shipped to Australia after WWII even though many had parents.

    Did you know that 25% of adoptions break down?, yes, there are children in Irish State “Care” who were adopted internationally and when the relationship broke down were dumped on the Irish taxpayer.

    Of course not a word in this propaganda about Forced Adoption. Currently the UK is the ONLY country in Europe which allows for this but if the Children’s Referendum passes into law, Ireland will also allow for it. There are 1,000 wrongful adoptions in the UK every year, children, mostly babies taken at birth to fill quotas for the Government from parents who have not committed any crime.

    You have to love the sanitized version here Michelle, some spin doctor carefully crafted this piece for you to give you the impression of doe-eyed orphans languishing in an orphanage. The truth is of course that all the children with few exceptions have parents and extended family that can raise them. There are no orphanages left in most countries, the children are raised by Foster Carers who for the most part do their best, but research shows that children do best in families in terms of Outcomes.

    Good points Joe! Another; was the referendum an move to encourage Irish families adopted Irish children? This Minister seems to be pretty reckless in her pursuit of child & family issues.

    youre views are very subjective & biased and i’m sure offend many decent people out there who have adopted children from various countries and saved them from lives of severe poverty, lives w/o love, caring, healthcare education. Please if you have an agenda state it and dont bash such a process than many good hearted people give their lives too.

    That’s about as lazy as journalism gets.

    The Russians were totally correct to cancel the agreement with the USA. The Americans were incapable of protecting the children and denied access to Russian officials.

    After what happened in Ireland over the last 50 years where we left practically all care of children with a home to the religious orders, we are not shining lights either.

    Russia has a huge problem with orphanages, and that is largely due to a stigma that exists in Russia towards abandoned children. But their government has a duty of care to ensure that the children don’t end up in even worse circumstances.

    Aleksander is obviously over-reacting. But the writer of this piece ought to be chided – it’s lazy lazy journalism.

    I’m Russian and have been living in Ireland since I was 6. I have found the Irish people to be the warmest, kind and generally nice people I have ever met. Naturally there are some you would not like to come across but where does that not happen?! I doubt the adoption agencies and lawyers involved will just throw Russian children out of the country without doing background checks…and same for Irish authorities. It actually infuriates me that, ALEXANDER, somebody as narrow minded and clearly a bit racist like you could stereotype such evil people in the US who did that to children to people here.
    I’m going to assume you live here…which begs the question…why? If you hate it so much..which it clearly seems that way by your nasty comment, why don’t you go back home?
    Desperate. And all I said there was just putting it nicely.

    Hope you’re just trolling with a comment like that Alex, how dare you generalise about Americans and then dare to say that the Irish have this apparent same generalised attitude is just showing how truly ignorant a comment like that is. Having friends who have adopted a little Russian, I know how loved she will be, thankfully you can adopt from Russia both for my friends and their little girl!

    I am strictly against Irish couples adopting Russian kids! Look, what’s happening in USA (ongoing killings of adopted children)…i am sure irish couples are pritty much same as amerikans :( I think it’s a bad mentalitate thing.

    Huge orphanages and a massive culture of street kids in Russia? Are you trying to tell me that thats a much better place for a child over a loving couple (gay or straight) that are desperate to bring a child in their home? Please Alexander, stop with your nonsense just because you don’t like Irish people. We have the best intentions for these young humans, regardless of their nationally.

    I’m against americans adopting kids from Russia. There’s too many kids in the foster system in the US. Don’t need to import more especially with fetal alcohol syndrome. Russian officials did right.
