Council of Europe report finds continuing difficulties for Irish Travellers

The Council of Europe report expresses concern about discrimination against Travellers in accessing the labour market.

A NEW REPORT from the Council of Europe – the body set up to monitor compliance with the European Convention on Human Rights – has expressed concern about the continuing difficulties faced by the Traveller community in Ireland.

The report, published this afternoon (PDF), finds that Travellers are still facing discrimination in seeking to access the labour market, resulting in very high levels of unemployment within the community.

It also expressed reservations about the continually high drop-out rate from education, and that as of 2010, 444 Traveller families were living in “precarious” conditions on unauthorised sites – which it says is because some local authorities don’t have the political will to provide ‘suitable solutions’.

The report also criticises Ireland for not renewing its National Action Plan against Racism, and for cutting funding for the Equality Authority by almost 50 per cent.

The report encourages the Constitutional Convention to address some of the concerns expressed by Travellers by enhancing human rights and anti-discrimination provisions.

The CoE report is broadly positive and acknowledges Ireland’s overall commitment to pursuing strong equality legislation, but warns that plans to merge the Irish Human Rights Commission with the Equality Authority should be considered very carefully.

It recommends taking urgent action to address “the de facto exclusion of Travellers from the labour market” and that the Government “continue to involve Travellers and Roma, as appropriate, in the work of all relevant consultative mechanisms” at local and national levels.

The Irish government’s response to the report’s findings, which has also been published by the Council of Europe (PDF), outlines that Ireland has not yet decided on whether to recognise Travellers as an ethnic minority.

“Consideration of this issue remains ongoing with a view to ensuring that full analysis of all aspects of the granting of ethnic status to Travellers is available to Government when coming to a decision on the matter,” Ireland said.

    I don’t have a link, i didn’t read it online, but maybe think back to the discrimination they received from td’s a few weeks ago, theres plenty more examples. And for everyone who red thumbs, at least justify your discrimination! Have a bit of backbone!

    I think the council of Europe should set up a halting site outside its offices in Brussels or wherever it’s located or perhaps share it’s office building with traveler accommodation in order to all its members to study fully traveler culture. Then they will be far better qualified to comment.

    It is easy to isolate elements of life blow it up into a complete social analysis.

    Maybe they could do a study on the vast money spent by travellers on weddings, funerals etc.

    Or perhaps the array of cars, vans etc at their disposal without any apparent legitimate means of income.

    But to analyse these elements would be discriminatory I suppose.

    U sound just like Gay Byrne when he was championing their cause. That soon stopped when they set an encampment up near his home on Howth Head. He was instrumental in having them shifted!     We have thrown millions of euro over the years at the Travelling Community and we may as well have flushed it down the toilet ! There is no hunger to change their “Traditional” way of living. We spend another Million every year to fund Pavee Point whom we never hear from even though their Community are mentioned on a daily basis in the media. Education is the only answer and as long as they continue to choose to opt out at an early age we will still have the problem for the foreseeable future !

    If people think that travellers aren’t facing discrimination then they only have to look at the red thumbs given to David Watson’s comments. Of course they’re going to grow up not trusting settled people because they are being abused from an early age. They do have issues to tackle themselves but so do a lot of people in this country, and they’re not vilified for it.

    We are all entitled to our own opinions on here. … my opinion is that these so called travellers are nothing more than irish citizens who choose to travel and see themselves as being outside the law with many of them being involved with irresponsible behaviour. … they are not a different race to the majority of the irish people therefore racism is not at play here. … I am biased from experience but do not wish of them any harm. …I do take offence at the media describing the majority of the Population as “settled ” as is implies that at one point we made a choice to be travellers. …so in a nutshell… stop trying to appease them and teach them about making responsible choices and doing responsible actions. …roll on apologists and the red thumb pc brigade

    Well lets call a spade a spade yes it is tough for travellers to enter the labour market one they travel around mostly not all and two most don’t have college education and three there is a recession and four there is astigmatism around travellers . Not good chamces of getting a job then.

    I have a question why do non travelers have ti bend always to accommodate the travelling community. You dont see the travelling community as a whole trying to address some of the non travelling corners.

    Well done Gavan for getting through that report without hurling it at the wall. It is turgid Euro-babble, long on piety, short on practical suggestions. My particular favourite was this gem:

    “Issues for immediate action:
    … continue to involve Travellers and Roma, as appropriate, in the work of all
    relevant consultative mechanisms and promote relevant participation in
    decision-making at local and national levels by members of various minority
    groups”

    So one of the principal recommendations is “carry on doing what you’re doing now … whatever that is”. Excellent. Thanks.

    Perhaps the Journal could do a story of their own on travellers. I recommend doing a story on somewhere like Dunsink Lane or Labre Park (Obviously don’t go there alone). Labre Park is a particularly beautiful story. Lovely bungalows, prime location adjacent to an industrial zone and great access to the N7. You could interview the local business owners about their experiences with their neighbours. Alas, photographs won’t really be possible because of the amount of litter and many of the houses have been stripped, burnt out or simply just demolished by the occupants. You could end the story with a happy ending though. The council plan to invest 10 million into it’s rejuveination. Brings a tear to the eye.

    Did anyone see the story in the kilkenny people last week.A man woke up to see two travellers robbing oil from his tank they ran and jumped onto there horse a trap and took off he chased them in his car,one of them jumped off the trap and went to run away the man caught him a fight broke out the home owner won the fight held him till gardai came,but the gardai had to caution the home owner who could face charges the traveller had to go to hospital for stitches.

    No, but pulling out of education early logically hinders your employment opportunities. That’s what this report is about.

    I find it funny how this EU report is 1) telling Ireland that it should increase equality by giving preferential treatment to individuals who willingly pull out of education due to their culture and 2) complains about cuts that we’ve had to make due to EU orders.

    I have a story about the type of scams that they pull.I was working doing up houses around the country for the SEAI.One house we done was a old cottage beside a mini mansion.The couple said they were living in the old cottage and got a full grant to do up the house it came in at over 6 grand they didn’t have to pay a penny.but the couple were actually living in the mini mansion and were renting out the cottage to a polish girl so they got a brand new heating system and a few other things for free.

    It seems that it is socially acceptable to hate travellers in Ireland in much the same way it’s cool to hate muslims in the USA.

    I genuinely believe there are many people in here that would be agreeable to an “ethnic cleansing” of the travelling community. It’s a truly terrible state of affairs.

    It is a typical negative cycle. The minority lifestyle disenfranchises those who live in it from integrating into the mainstream. They cannot then benefit from the improved education, health and social attitudes that come with modernity. The 2 cultures then unfortunately don’t mix. Both would view each other suspiciously. Try as I might my own experience is that every time I have given work to people from this marginalised community I’ve been done. This saddens me as I would’ve liked to believe that for once they would actually care about doing a good job and having pride in their work. The 2 communities’ representatives will have to work harder to educate and change attitudes on both sides.

    My point is that like most minorities they cannot be all painted with the same brush. Yes they have occupations ranging from social services, special needs assistants, hairdressers etc. normal occupations by irish standards

    The CSO figures for 2011 show that the unemployment rate for travellers stood at 83.4%. If any group coming from outside Ireland had such a high unemployment rate you would see a significant portion deported.

    I’m not being funny but I’m guessing you don’t know that many travellers. Maybe the few you do know have jobs but traveller groups will openly admit that their official unemployment rate is, as stated, up past 80%.

    What’s the proportion of the traveller community who have degrees and are unemployed? I’d say it’s lower than the equivalent proportion for the settled community. If they were employable more would be employed.
    I know of a woman who was widowed ten years ago in her early thirties. She went back to education and was ostracised. She went on to higher education and got beaten. Eventually she met someone and started arelationship withhim. Her family and her in-laws beat her to a pulp. She ran away and they have continued to try to track her down. Someone I know has been working on her care and has received threatening calls and texts claiming to be from the Gardaí looking for her. She’s starting her life from zero and educating herself. She’d be top of the list in my estimation.

    I think the only way to treat the situation us the same way the Northern Ireland situation was dealt with. We need promote trust amongst both communities. Northern Ireland still isn’t solved and we re decades at that so its about time we started work on promoting the acceptance of travellers as part of Irish culture
