EU wants to ban mobile networks from blocking Skype over 3G

The European Commission wants to guarantee net neutrality by stopping carriers from selectively blocking services.

THE EUROPEAN UNION is to consider plans that would make it illegal for mobile phone companies to ban some internet services which users can use to cut down on costs.

Neelie Kroes, the European Commissioner responsible for the ‘digital agenda’, says she will propose that mobile carriers be barred from selectively choosing to ban certain services which can undercut their own profits.

The moves come amid complaints that a growing number of mobile carriers throughout Europe are banning users from using services like Skype to call friends, or WhatsApp for text messaging, instead of making traditional phone calls or sending SMS messages.

While mobile carriers are powerless to stop customers from using those services when their phones are connected to a WiFi network, they often block those services so that customers cannot use those options while connected only to the cellular data network.

This morning Kroes told a European Parliament committee that services like Skype or WhatsApp “offer real innovation for consumers”, and said internet providers who deliberately blocked them to ringfence their own profits were simply seeking “to avoid the competition”.

‘A safeguard for every European’

She said the Commission would propose “a safeguard for every European, on every device, on every network: a guarantee of access to the full and open internet, without any blocking or throttling of competing services”.

Kroes’s speech did not refer specifically to mobile networks – meaning traditional broadband providers could also be banned from blocking torrent services, as is practised by some providers to try and cut down on piracy and file-sharing.

Ireland’s communications regulator ComReg has previously confirmed that it has received complaints against one Irish phone network for blocking access to Skype over its data network, which means customers lose the option of using their monthly data allowance to make free calls to other users.

The phenomenon is relatively rare in Ireland – where one network, 48, now offers an internet-only option where customers can use only the likes of WhatsApp or Skype to contact others – but more commonplace in other EU countries.

If it was extended, owners of Apple devices which can send ‘iMessage’ alerts to each other using their data allowance, or users of BlackBerry’s internal messaging service, could also find themselves unable to use some data services and forced to send more expensive SMS messages.

    Great idea to stop phone companies barring these communication tools. Vodafone ! Take heed , if u bar whatsapp on 3g Im off to a provider that doesn’t. Ridiculous costs of sending pics etc. via normal text message. Does anyone even still do that?

    I recall that Viber issue back in 2011…was real annoying before it became obvious what the issue was.
    Viber has completely replaced the SMS for sending messages and pictures and anyone still using SMS is really missing out.
    But f the networks started banning such services then that would be really a step backwards and should be opposed at every step.

    Viber ftw! Brilliant!

    And eh, who needs 3G data when Wifi hotspots all over the place on continental europe, which are incidentally and anecdotally, rich abundance of them, plenty of ‘em, unlike here, where you register and sign in to some crappy web portal…

    On a related issue, beware anybody tempted by meteors data roaming offer. They give you 10MB per day for 99c. What they neglect to mention is that once you go over 10MB you are charged 86c PER MB. Half an hour of streaming 2fm cost me €48. I know, I know, I’m the bigger eejit for data roaming in the first place :(

    If this gets approved in EU courts, operators will react by increasing the cost to access their data services to make up for loss voice/sms revenue!
    They own and maintain the networks and at end of the day are in business to make a profit, no surprise here!

    Steve, the customers are paying for data down the pipe. Why should 300KB of Skype data be any different from 300KB of web traffic to The Journal?

    That would be fair enough if the country built the network and licensed it out to the mobile companies, the licence applies to the ability to operate not the means of operation itself, in this case the network.

    Operators have been doing this for years, and it hasn’t just been limited to cellular data. Many operators totally blocked the installation of Skype on handsets (J2ME) unless they were specifically for a network that allowed Skype. e.g. 3

    How are viber and whatsapp making profit? No ads on it.
    In fairness to vodafone they have a good roaming deal on data. 2 eur per day for 50mb once you are on rental. Payasyougo 3 eur.

    Vodafone are a rip off, 500MB a month for 20€. You get 30 times that with 3 for the same price. I really can’t see how they’ve got customers left

    I’ve been with 3 for almost 3 years and rarely have a problem..3G is great and wifi is brilliant and no problems with calls or texts…

    business customers = men in their 50′s whose companies are paying for it so don’t care what it costs, gets the new phone every year and doesn’t know how to use it, seen my own dad at it, too afraid to look for another option

    There is nothing wrong with the 3 network, phones or price plans. Its the customer “care” service that stinks too the high heavens and somewhere in India……. Never ever again….
